AMENDMENT 0002 – CONT’D WITH ITEM #8 PAGE #3 07 MAY 2020
AMENDMENT 0001
1) GOVERNMENT GENERATED:
The offeror will be required to have the capability to bond individual projects valued up to $8,000,000.00 as well as the capability to bond individual projects valued up to $12,000,000.00 of projects within a 12 month time period. When/if requested a letter from the bonding company will be required that describes the contractors bonding capability.
2) GOVERNMENT GENERATED RFI:
Is a $7 MILLION a year cap assumed since it’s up to a $35 MILLION dollar contract over a 5 year period?
Response: No, there is no guaranteed award amount per year.
3) Pre-proposal Conference Question:
Can the Government wait till the last Option Year and then release a $35 Million Task Order?
Response: Yes, the government, can in fact, wait to the last day of the contract, however, that is very unlikely, if it did occur the task order would give the appropriate amount of time to complete the work.
4) Contractor RFI:
252.204-7012 Safeguarding Covered Defense Information and Cyber Incident Reporting is a FAR Clause Incorporated by Reference. Is this going to cover the Cybersecurity Maturity Model Certification that will go into effect in September 2020?
Response: This is TBD. When this requirement become effective the contract will be modified to provide the required FAR Clauses.
5) Contractor RFI:
Basis of Unit Prices – Exhibit Line Items; Paragraphs 2.21 & 2.22; refers to PW Drawing #6924, which has not been provided. Will this drawing be posted?
Response: Basis Of Unit Pricing verbiage referring to PW Drawing #6924 in Paragraphs 2.10, 2.21, and
2.22 should be replaced with “refer to PW Drawing 7316”.
6) Contractor RFI:
The SF 1442 section 13B shows that an offer guarantee (bid bond) is required, as confirmed by RFP page 28 among the submittal requirements for the price proposal. 52.228-1 BID GUARANTEE states that the amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less. In the absence of a seed project/sample Task Order, upon what “bid price” is the offer guarantee to be based?
Response:
The Bid guarantee would be 20 % of the total ELIN pricing or $3,000,000.00, whichever is less.
7) RFP page 28, “Non-Price Factors,” states that the font should be “12-point Arial or Times New Roman.” With legibility as the primary concern, may 10-point font be used in charts, illustrations, etc.?
Response: Yes, that is acceptable.
AMENDMENT 0002 ISSUED 07 MAY 2020
8) Part 8.0 (page 26/648) of Section 00 21 00 says: “Contractors shall submit an original and two (2) Copies of the technical proposal and an original price proposal.” Page 28/648 of the RFP says: “Offerors shall submit an original and one (1) copy of the non-price proposal…” The Power Point presentation included in Amendment 1 has the same discrepancy. Please clarify the number of copies of the technical (non-price) proposal that we are required to submit.
9) Pages 26, 27 and 28/648 of the RFP requires us to submit paper copies of both the technical Proposal and the price proposal. Due to the COVID-19 pandemic, most of our proposals for military construction projects have recently been submitted via email or DoD-SAFE. Can we submit our technical and price proposals via DoD-SAFE or email?
RESPONSE FOR #8 AND #9: The technical and price proposals shall be submitted via DOD-SAFE via the following requirements:
DOD Safe Site Information for Electronic Proposal Delivery
Contractors shall send their Electronic Proposal submission to Annette Taylor at Annette.taylor1@navy.mil through the DOD Safe Site (safe.apps.mil). Only DoD SAFE is authorized for the submission of the electronic original proposal in response to this solicitation. Further guidance is provided below for submission of hard copy submissions.
The contractor shall send the contract specialist, Annette Taylor the contractor’s email address who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than 12 May 2020 by 10:00, unless that date and time are changed via Solicitation Amendment.
The Contract Specialist, Annette Taylor will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. If you do not receive an email containing drop off instructions 5 days before non-price or price proposal due dates, please contact the Contract Specialist, Annette Taylor. Only the identified POCs will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note: two email addresses shall be provided per Offeror.
To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”. [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist.
mailto:Annette.taylor1@navy.mil
The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.
Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.
It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov).
Hard Copy Submission:
Hard copy submissions are due no later than 26 May 2020 @ 10:00 AM.
AMENDMENT 0003 – 08 MAY 2020
10) Amendment 0002 describes submittal instructions. Please confirm or correct our understanding of these instructions:
a. 12 May 2020, 10am – deadline to notify Contracting Specialist of up to two contractor email addresses who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site
b. 19 May 2020, 2pm – deadline to submit proposals through DOD-SAFE
c. 26 May 2020, 10am – deadline for hard copy proposal submittal
RESPONSE:
a. Yes
b. Proposals are due no later than 2:00 PM EST on 19 May 2020.
c. Yes
11) Regarding hard copy submittal, per question #8, are contractors to submit an original and 2 copies of the technical proposal or an original and 1 copy of the technical proposal?
RESPONSE: Non-Price Proposals Submittal Requirements: Offerors shall submit an original and one (1) copy of the non-price proposal. Offerors shall submit an original price proposal, no additional copies of the price proposal are required.
12) Cell B-127 of the Excel spreadsheet bid form says: “To calculate the amount for ELIN 113 multiple the subtotal of ELINS 008 through 120 by the bond premium”. Please confirm that this should refer instead to “the subtotal of ELINS 001 through 112.
RESPONSE: Yes the reference should be ELINS 001 - 112
13) Cell C-125 of the Excel spreadsheet bid form has a formula that adds the totals of all of the previous ELINs. Because of the font size and/or width of Column C, if the total is more than $1M, the total does not display in cell C-125. It doesn’t look like we can edit the column widths or font size. You may want to change the settings so that the subtotal in Cell C-125 will show.
RESPONSE: The cell column widths have been increased
14) As part of our price proposal, Pages 28 and 48/648 of the RFP requires us to provide a bid guarantee for “20% of the bid price or $3,000,000.00, whichever is less”. An answer to a question in Amendment 1 says that the “bid guarantee would be 20 % of the total ELIN pricing or $3,000,000.00, whichever is less.” For the purposes of figuring an amount for the bid bond, is the “bid price” or “total ELIN pricing” meant to include only the base bid, or does it include the base bid plus all of the additional four yearly ordering options?
RESPONSE: The bid bond is based on the total ELN pricing for the base and all option periods.
15) It looks like Cells B-118, B-119, and B-120 on the Excel spreadsheet bid form have the wrong Paragraph references. Cell B-118 should reference Paragraph 2.110. Cell B-119 should reference Paragraph 2.111. Cell B-120 should reference Paragraph 2.112. Can you please confirm this?
RESPONSE: Yes, you are correct, the excel pricing sheet has been revised to reference the correct paragraphs (these are ELIN #’s 110, 111, and 112).
16) Exhibit Line Item Number 078, Relocate/Reinstall Alarm Systems Pedestal, is described in paragraph
2.78 as the work required to relocate and reinstall the alarm system pedestal to accommodate the Hi-Ex magazine wingwall replacement without any disruption of service to other magazines. Paragraph 2.78 says the contractor is responsible to install new conduit but goes on to say, “Others will make all control wiring and systems terminations.” Please confirm others will be furnishing and pulling any new wire and doing any required programming on the alarm system.
RESPONSE: Confirmed – others will be furnishing and pulling any new wire and doing any required programming on the alarm system.
17) ELINs 027 through 034 are all for “Steel Door Replacement”. Paragraphs 2.30 through 2.34 describe the work of these ELINs. In the corresponding paragraphs 2.30 through 2.34, only Paragraph 2.34, which describes the work required for ELINs 031 through 034, specifically mentions removing the existing doors as part of the scope. Are ELINs 027 through 030 supposed to include removal of the existing doors or is the removal in some other ELIN?
RESPONSE: Yes, the ELIN cost does include the cost of removing existing doors
18) On the Excel spreadsheet bid form what does the abbreviation “LH” designate in Cell D120?
RESPONSE: LH is labor hour
19) On Page 178 / 648 of the RFP, Paragraph 2.62 describes the work required for ELIN 062. Paragraph
2.62 refers to PW Drawing 6087CAS. We are unable to locate this drawing. Please provide it.
RESPONSE: PW drawing 6087CAS is provided via this amendment.
AMENDMENT 0004
20) I’m confused by the wording associated with ELIN 002. The description says it includes sawcutting of concrete and disposal of concrete and doors but then later in the description it says that “this ELIN shall only by used to cover costs associated with saw cutting “NOT” captured in another ELIN.” I’m sure that ELIN 002 covers sawcutting, but is it also meant to include demolition and disposal of concrete and doors?
RESPONSE: Yes, The intent is to cover all the cost associated with sawcutting, demolition, and disposal of concrete, doors (if applicable), and all associated accessories/equipment.
21) Page 68/648 of the RFP says that the contractor is not obligated to honor any task order valued at more than $600,000.00 or a combination of orders totaling more than $3M. But RFI #1 in Amendment 1 says the contractor will need to be able to bond individual projects on $8M and a combination of orders totaling $12M. These seem to be conflicting statements. I understand you can’t provide a guaranteed amount but can you provide us a better idea of the anticipated quantity, and dollar value of task orders over a 12 month period please?
RESPONSE: Historical data: $3,000,000.00 per year with an average of 8 task orders per year.
We are asking the contractor to be able to bond individual projects on $8M and a combination of orders totaling $12M. The higher bonding capability is to cover additional work should funding become available.
22) Q&A #18 in Amendment 3 indicates that LH in cell D120 of the bid form is an abbreviation for labor hour. Cell D120 corresponds to ELIN 112. ELIN 112 is for misc. materials and equipment to be purchased as part of the work that are not included in other line items. “LH” doesn’t seem like the correct unit of measure. Should the unit of measure be “$” for cell D120?
RESPONSE: ELINS 111 Unit of Measure should be Labor Hour (LH), and ELIN 112 Unit of Measure should be Lump Sum (LS). Price sheet has been updated to reflect this correction.
23) On the new bid form issued in Amendment 3, the cell B120 description of the line item was deleted for the base bid.
RESPONSE: ELIN A112 description of ELIN has been added to read: Material and Equipment in Conjunction with Magazine/Building repairs (See Paragraph 2.112)
24) The description for ELINs 035, 036, 063, and 065 require powder coating of steel doors, handrail and ladders. Most times items like this are painted in the field because during the installation process such items get scratched. Is field painting acceptable?
RESPONSE: No.
25) The description for ELIN 025 is for the material and labor costs associated with furnishing and installing reinforcing steel “in concrete”. Is all of the reinforcing steel for the entire job to be priced in this ELIN or just in locations where reinforcing steel is not specifically mentioned to be part of a particular ELIN.
RESPONSE: Only in locations where reinforcing steel is not specifically mentioned to be part of a particular ELIN.
26) Thank you for answering our questions promptly. We are working our way through pricing each ELIN but a separate estimate has to be created for each line item. Because our team is working remotely due to the virus, this process is taking a large amount of time and we’ll likely have additional questions. Is it possible to extend the bid date by a week or two?
RESPONSE: Proposal receipt date is extended: Proposals are due no later than 2:00 PM EST on 26 May 2020.
DOD SAFE REQUIREMENTS REGARDING PROPOSALS:
a) 21 May 2020, 10am – deadline to notify Contract Specialist of up to two contractor email addresses who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site
b) Proposals receipt dates is extended: Proposals are due no later than 2:00 PM EST on 26 May 2020 through DOD-SAFE
c) 02 June 2020, 10 a.m. – deadline for hard copy proposal submittal. Offerors shall submit an original and one (1) copy of the non-price proposal. Offerors shall submit an original price proposal, no additional copies of the price proposal are required.
27) Please reference Section 00 21 00 Instructions, Factor 3, Management Ability, page 31/648. It appears that the first part of this section has been deleted. The paragraph begins mid-sentence with “understanding of the contract requirements.” Further, there is a sub-sub-section (ii), but no sub-sub-section (i). There is also a sub-section (c), but no sub-section (a) or (b). Please see screen shot below and attachment that also captures this. Could you please provide us with the missing information?
RESPONSE: The first part of Factor 3 Management Ability: states:
(i) Solicitation Submittal Requirements: The offeror shall provide a narrative that demonstrates an in-depth understanding of the contract requirements. The narrative shall include and demonstrate:
So that is section (i).
Sub-section (b) should be on page 28 before “Non-Price proposal shall include a submission for each evaluation factor as specified below:
Sub-section (a) should be page 27 before PRICE
28) Please reference 0021 00, Factor 2 Safety. You indicate that our EMR shall be submitted on insurance company letterhead. Our EMR comes directly from the states BWC website; does it need to be on insurance company letterhead, or may we submit the data as provided on the BWC website?
RESPONSE: You may provide the data from the states BWC website, please provide via a screen print or something that shows it came from that website.
29) When we converted Attachment A from a PDF to a word document the page count went from a 2 page document to a 3 page document. In the RFP for this project it indicates it is to only be 2 pages.
Will 3 pages be allowed? Thanks.
RESPONSE: Yes that is fine.
30) We are preparing the items which are shown on the list in Section 00 21 00 – Instructions /
GENERAL INFORMATION / INSTRUCTIONS, CONDITIONS, AND NOTICES TO
OFFERORS,
in particular under the headings SUBMITTAL REQUIREMENTS AND BASIS OF
EVALUATION FOR EACH FACTOR:
PRICE:
-In the list where the line begins “Offerors shall complete and submit the SF 1442,” the next item says “Section 00 00 00 (page 3)” – could you verify what form that is?
-Also, we noticed that on later pages, there are some Reps and Certs. and other clauses, which are not shown on the list in Section 00 21 00, so we weren’t sure if we should include any of those.
Could you please confirm what needs to be included in the Price Proposal?
RESPONSE: Section 00 00 00 (page 3) should read Section 00 10 00 – Solicitation (page 3), you need to input $ amount where it is showing: Base Period $ ________EXHIBIT A, etc.
The 4 bullet points shown on page 27-28 of the sol shows what is required as part of the price proposal.
You are no longer required to submit Reps/Certs as we go online and review through SAM.
31) Paragraph 2.7 describes the work required for low-pressure crack injection. Part of the description says: “Contractor shall determine if the crack is active and if so what are the causes, and make the repairs”. We can’t price the work required to “make the repairs” because we don’t know what is causing the cracking. Please confirm that the work required to “make the repairs” is to be paid under other unit costs and is not part of ELIN 004.
RESPONSE: Yes, if determined to be necessary, the work required to “make the repairs” is to be paid under other unit costs and is not part of ELIN 004.
ELIN 0004 is to be exercised to cover all costs (per lineal foot) associated with providing the low-pressure crack injection process finished and complete as per the statement of work, paragraph 2.7, and technical section 03392.
32) Paragraph 2.8 describes the work associated with ELIN 005. What is meant by the term “Jell” patching. Is this meant to say “gel” patching? Can you give us the attributes of the patching material you’d like us to use or a basis of design product to use?
RESPONSE: Yes it is meant to say “GEL”. BASF Sonocrete Gel Patch is a basis of design product that has been used very successfully in the past (with an appropriate bonding adhesive as per manufactures recommendations).
33) Paragraph 2.10 describes the work associated with ELIN 007. The description says that “granular backfill…is included in this line item”. It also says that “…backfill… is covered in separate line items”. Is granular backfill to be included in this line item? The description also refers to Section 03311A. This section says that the work includes the excavation, backfill, seeding and mulching for this work but Paragraph 2.10 says that excavation, backfill, seeding and mulching are not included.
Please clarify if excavation, backfill, seeding and mulching are included in this line item.
RESPONSE: Yes…granular backfill is to be included in this line item.
Yes… backfill is to be covered in separate line items.
Yes…granular backfill is to be included in this line item.
Yes…. Section 03311A says that the work to replace a Hi-Ex Magazine Wing wall includes the excavation, backfill, seeding and mulching for this work, however, the cost associated with excavation, backfill, seeding and mulching are captured in separate line items as appropriate.
34) Paragraph 2.10 describes the work associated with ELIN 007. The description says that “the term ‘total wingwall replacement’ includes the entire wall across the front of a high explosive magazine including the section of wall continuing across the front of the magazine”. According to the write-up and amendment, we are to refer to Drawing 7316 for details of the work. There are four drawings numbered 7316-CA. The wall across the front of the magazine includes a large door. One of the drawings numbered 7316-CA shows the existing door being reinstalled with modifications to it.
Another drawing shows a new door being installed. Is the replacement / modification of the existing door to be included in this line item? If so, are we to include the replacement of the door (a new door) or are we to include the modification of the existing door? Is the new / existing door to be painted? The door work and painting work is not in the description.
RESPONSE: The door frame required to accommodate whichever door is selected/required/called-out as per each individual statement of work shall be included in ELIN 007. When a New Door is selected/required/called-out …..the cost associated with said door (not including the frame) shall be captured in another line item as appropriate. If existing doors are to be reutilized…….required door repairs will be captured in other line items as appropriate.
Please Note: When a new door is selected/required/called-out ….. the “New Door” line item selected will include all operation hardware, upper and lower cane bolts (on the inactive leaf), operator (on active leaf only), strap hinges, hasps (hasps shall be provided by the government and installed by the contractor), holes (in threshold and upper door jamb to accommodate operator rods and cane bolts), handles, vents, vent covers, rods, rod guilds, paint (including door jamb assembly), eyes and hooks)…... as per the appropriate paragraph reference, drawings, specifications, and statement of work.
35) Paragraph 2.11 describes the work associated with ELIN 008. The description says that “granular backfill…is included in this line item”. It also says that “…backfill… is covered in separate line items”. Is granular backfill to be included in this line item? The description also refers to Section 03311B. This section says that the work includes the excavation, backfill, seeding and mulching for this work but Paragraph 2.11 says that excavation, backfill, seeding and mulching are not included.
Please clarify if excavation, backfill, seeding and mulching are included in this line item.
RESPONSE: Yes…granular backfill is to be included in this line item.
Yes… backfill is to be covered in separate line items.
Yes…granular backfill is to be included in this line item.
Yes…. Section 03311B says that the work to replace a Smokeless Powder Magazine
Wing wall includes the excavation, backfill, seeding and mulching for this work, however, the cost associated with excavation, backfill, seeding and mulching are captured in separate line items as appropriate.
36) Paragraph 2.14 describes the work associated with ELIN 011. This paragraph references Drawing 6935. Drawing 6935 shows the stairs poured integrally with the top dock slab which would make one wonder if the stairs are to be included in ELIN 011. Please confirm if the steps are to be included in
ELIN 011.
RESPONSE: No…..The cost of replacing steps are to be captured in separate line item as appropriate. FYI: Occasionally, just steps (Not the dock) are replaced.
37) Regarding ELINs 011 and 012, will these two line items always be awarded on the same loading dock or is there a scenario where the loading dock slab might be replaced but not the wall, or the loading dock wall replaced but not the slab?
RESPONSE: There most likely will be occasions were only the Dock Top, or a Section of Dock Top will be replaced. The dock wall (or a section of dock wall) will only be replaced if the dock top (or a section of the dock top) is being replaced also.
38) This is a follow up to my previous question: Basis of Unit Prices paragraphs 2.63, 2.64, and 2.65 are for handrails and dock access ladders. Paragraph 2.63 says, “handrails shall be powder coated Caution Yellow.” Paragraph 2.65 says “dock access ladder shall be powder coated Caution Yellow.” But Paragraph 2.64 says two-pipe railing shall be prepped and painted for exterior applications (not powder coated). It seems odd to us that some of the items would be powder coated and other items field painted. Please clarify if field painting of these items is acceptable. As we stated before, we would recommend field painting as steel items are often scratched during transport, unloading and installation.
RESPONSE: Paragraph 2.63 ELIN 063 and Paragraph 2.65 ELIN 065 SHALL BE POWDER
COATED!
Paragraph 2.64 ELIN 064 Shall be prepped and painted as per paragraph 2.64, however, powder coating would most likely be acceptable if you would request to.
39) Paragraph 2.66 describes the work required for ELIN 066. The description says “Dome Flashing Replacement – Shall be for replacement of copper flashing around a vent dome on top of these types of buildings.” What types of buildings have the copper dome flashing? Can you please refer to a drawing detail?
RESPONSE: The types of buildings are Earth Covered Smokeless Powder Magazines and/or Earth Covered Hi- Explosive Magazines. Please refer to Drawing 7318-CA Sheet 2 of 2 (SEE SECTION THRU EXISTING VENTILATOR), and Y&D Drawing 387740 Sheet 2 of 3.
Please Note: The existing “Metal Flashing” is NOT NECESSARILY COPPER, The type of existing flashing could be Sheet Lead, Copper, Aluminum, etc. The repair is to remove/dispose the existing metal flashing and the installation of new flashing and connecting new flashing to the existing grounding grid as appropriate.
