50 RFP page

Factor 7-2 Small Business Participation and Commitment

The RFP requires an anticipated small business participation rate for this acquisition of 20% of the contract value. The RFP also states, “Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment F.” Will the Government require specific anticipated rates for each socioeconomic subset? If so, please provide those rates in order for contractors to propose accordingly.

52 2 Part 3, G401001

Substations

1 This paragraph states “Provide a Primary Unit Substation with a biodegradable less-flammable liquid filled transformer to feed the facility.”

A. Please clarify if a “Primary Unit Substation” is required? OR B. Is a “Pad Mounted Transformer” required?

Part 4 Section G40 Site Electrical Utilities technical specification does not include information for either a Substation or a Pad Mounted Transformer.

C. Please provide specific requirements for either the Substation, OR D. for the Transformer as this has been provided on previous NS Norfolk RFPs (i.e. Loop feed switch, feed thru inserts, etc.).

Note: The existing service to the facility has an existing 1000 kVA transformer, not a substation.

See Amendment 6

55 3 Part 3 Project Description

The RFP has contradictory statements in regards to temporary restroom facilities. In Part 3 Project Description, page 3 states contractor is to provide temporary restrooms, but Part 6 Sheet A-101 drawing note states Gov’t shall provide temporary restroom facilities. Please confirm if temporary restrooms, utility connections, and maintenance will be provided under the contractor’s scope of work or if it will be paid for and handled by the Government separately?

Bid per RFP

72 Due to the RFP being released during the holiday season, we would like to request a minimum one week extension in order for contractors to spend the necessary time to provide accurate bids.

132 Architectura l Drawings

(9-12 of 100)

Part 6 Architectural Drawings; Part 3 Room

Requirements

The RFP appears to require separate/dedicated mechanical systems and room for Phase 2B and Phase 2C. The RFP does not include similar requirements for electrical systems. The RFP only allocates space for one electrical room (Phase 2B, Room # 2B-N-1-026). Neither the room requirements nor the Part 6 drawings allocated the requisite 1st and 2nd floor electrical room spaces mandated by Unified Facility Criteria in Phase 2B and Phase 2C.

Please confirm that it is acceptable to modify the RFP floor plans and room requirements as required to provide adequate electrical rooms on each floor of each phase (2B and 2C).

133 Architectura l Drawings

(9-12 of 100)

Part 6 Architectural Drawings; Part 3 Room

Requirements

The RFP appears to require separate/dedicated mechanical systems and room for Phase 2B and Phase 2C. The RFP does not include similar requirements for telecommunication systems. The RFP only allocates space for one telecommunication room in Phase 2B (first floor room, Room # 2B-N-1-036) and one telecommunication room in Phase 2C (first floor room, Room # 2C-N-1-27). Neither the room requirements nor the Part 6 drawings allocated the requisite 2nd floor telecommunication room spaces mandated by Unified Facility Criteria in Phase 2B and Phase 2C.

Please confirm that it is acceptable to modify the RFP floor plans and room requirements as required to provide adequate telecommunication rooms on each floor of each phase (2B and 2C).

Bid per RFP

183 Sheet A-100 Regarding the temporary communications infrastructure, shall room 2A-1-005 be used as the temporary Comm Room? If so, where shall the room get it its network connectivity from? If not, where shall the temporary infrastructure land for network connectivity?

Bid per RFP

184 Sheet AE102 Room 2B-N-2-005 on sheet AE102 of N-25A Phase 2B New Construction Second Floor Plan doesn’t appear to be suited for a Class/Lab that’ll require the amount of telecom outlets being required.

Please confirm.

Bid per RFP

185 Sheet AE103 Room 2B-N-2-008 on sheet AE102 of N-25A Phase 2B New Construction Second Floor Plan doesn’t appear to be suited to require the amount of telecom outlets being required. Please confirm.

186 Telecomm Arch Drawings

What room shall the telecommunications building entrance facility be located?

Bid per RFP

187 Telecomm Does the government intend to bring in and terminate fiber and copper services into the building entrance facility? Or do these exists already?

If yes, what is the location and is the size of the service enough for the renovated spaces?

Bid per RFP

188 Telecomm D503001 From an outlet/jack perspective, D503001 Telecommunications Systems under Engineering Systems Requirements are not in line with or misleading from the Room Requirements for telecommunications.

Which one rules over the other? Both listings can be found in pdf document N4008517R03550002RFPdocN-25A_1_of_4_Parts_1-5.

Bid per RFP

189 Telecomm In documentation for telecommunications, the words outlets, receptacles and jacks are used interchangeably (but may have different meanings).

For precise estimating, these will need clarification or to be defined.

213 4 Part 3 - Chapter 6

ESR G30

G303007 The RFP indicates that if disturbance exceeds 1.0 acres a Virginia DEQ Stormwater Permit will be required. Please confirm that if additional land disturbance because any of the following results in total land disturbance exceeding 1.0 acres thus requiring a VDEQ Stormwater Permit the contractor would be entitled to additional contract time and cost.

• Removal, Replacement, Repair of existing sanitary sewer laterals

• Changes to site plan/scope at PAK, CDW, or during design review

• Removal of additional trees at direction of arborist

• Removal and replacement of additional sidewalks not indicated on RFP drawings.

214 Amendment

PPI #49 Amendment 0005, PPI #49 answer provides for new access flooring wherever access flooring is designated. In Phase 2B there are numerous walls that are shown in the RFP Architectural Demolition drawings to remain that are actually metal stud and drywall partitions installed on top of the existing access floors. (per historic drawings for 1968 Electronics Training Building Addition floor plans and detail 6/20).

These metal stud walls run from the top of the access flooring to the bottom of the ceiling system and would require complete demolition to allow installation of the new access floors (clarified in Amd 0005).

Also, the requirements of the RFP, Part 3 C1010 2B (required makeup of new walls) & C101001 2B (Min STC of walls) would require these walls to be replaced with slab to deck 6” CMU walls. As it stands, this scenario is not addressed in the AD and AE drawings provided in the RFP. Please consider revising the AD & AE RFP drawings to show the intent as now the scope of work for masonry is no longer negligible patch work, and the demolition of walls scope has increased significantly. All of the new cmu walls would also require structural consideration. (see attached pdf for walls atop access floors shown to remain)

Bid per RFP

215 Amendment

PPI #49 Amendment 0005, PPI #49 answer provides for new access flooring wherever access flooring is designated. In Phase 2B, Part 3 Project Program Room Requirements for 2B-N-1-012-E SPS 49 LAB 108 says “some mission equipment in this room will remain in place during demolition & new construction”, and 2B-N-1-012-E on AE101, has used keynote 19 twice which provides for the “SPS49 Radar Assembly to remain in place during demolition and new construction….” Will the government remove and reinstall this equipment so that new access flooring can be installed?

Bid per RFP

216 There are differences in the floor plans in the 1968 Electronics Training Building Addition and the AD drawings provided in the RFP. There are walls shown on the AD drawings that do not exist in the historical drawings. What assemblies/makeup are we to assume these existing walls are for bidding purposes (they are in similar locations to the walls that are the metal stud and drywall walls atop access flooring systems)? (see 2 pdfs)
