Partitions
Per ESR C10 Interior Construction - C1010 Partitions, Phase 2B new partitions shall be concrete masonry. This section also states that the existing partitions are generally 6” CMU.
The majority of work in this phase consists of patch and infill. The Phase 2B Room Requirements state that a STC rating of 55 is required for several rooms. The highest STC rating possible with a fully grouted 6” CMU is between 51-
53. Mechanical rooms 2B-N-1-001 & 2B-N-2-001 as well as Corridor 2B-N-2-018 all have a required STC 55 rating but do not show any new work. The other rooms with this requirement are only requiring infill at door openings. If a STC 55 rating is required in these rooms, additional wall construction will be required over what is stated in the RFP.
Please confirm that an STC 55 rating is required for the following rooms: 2B-N-1-001, 2B-N-1-002, 2B-N-2-001, 2B-N-2-002, 2B-N-2-019 and 2B-N-2-018. If so, please confirm if it is acceptable to furr out the CMU wall by installing gypsum board over metal studs with sound batt insulation to achieve the required STC rating. The additional construction will be added to the room interior thereby reducing the room square footage.

Interior Doors
This paragraph requires the door STC rating to match the wall STC rating in which they occur. Other paragraphes indicate the wall STC rating of 42 is required, therefore the acoustical rated doors with Sound Seal’s Head and Jamb and Acoustic Threshold will need to meet STC 42. Please note to achieve a “tested” STC rating above 32-35, the opening will require a preassembled acoustically tested and rated door. These doors are considerably more expensive that a standard acoustical door with sound seals, head, jamb and threshold. Please confirm that acoustical tested and rated doors are not required for these openings. What is being required is the use of a “Sound Door with applied acoustical Sound seals". Please confirm that if a properly installed door using these materials should be field tested and fails to meet the designated STC levels of 42, that all contractual requirements have been meet.
Bid per RFP
36 Part 3, Section B10
2.3.6 This paragraph provides stand-off distances for bidding.
“Due to the difficulty of strengthening the existing structures, a minimum standoff distance should be selected so that strengthening will not be required. For bidding purposes, the minimum standoff distances for Phase 2B and Phase 2C are 140 feet and 100 feet, respectively.” Should we assume those same standoff distances “140 feet and 100 feet”, respectively could be used for design of window and wall jambs?
Bid per RFP
37 1 Part 3 - Ch 6 / D30
D30 During the site visit, it was noted that additional time is not anticipated. For this type of facility, there is a lot of coordination required to determine accurate HVAC Loads.
For competative bid purposes, can the required loads for the building be provided? Without any additional information, the HVAC loads will be based on capacities of the existing equipment on-site.
38 3 Part 3-Ch 6/G40
G4030 The RFP states that security, telecommunications and fiber otic cabling to the building is existing to remain. The current entrance point for the conductors is room 2B-D-1- 046 (closet) and will become part of 2B-N-1-040 (Urinalysis) in the new plan. Can the closet remain and be used to extend the OSP cables to the new Communications room?
Bid per RFP
39 Part 6 Drawings The only dedicated electrical room is located on the first floor and will be used for the electrical service. Can the floor plan be modified to provide additional electrical rooms on the first floor or will we be allowed to install 208Y/120v panelboards in the corridors to serve receptacles for non-lab areas?
Bid per RFP
40 Part 6 Drawings The new construction drawings for the second floor do not have any dedicated electrical rooms. Can the floor plan be modified to provide electrical rooms on the second floor or will we be allowed to intall panelboards in the corridors to serve receptacles for non-lab areas?
Bid per RFP
41 Part 6 Lab Equipment
In the Lab equipment list there are multiple requirements for 440V. Can the equipment be connected to 480V or will specility transformers be required.
Bid per RFP
42 Part 6 Lab Equipment
In the Lab equipment list there are multiple requirements for 400HZ. Will the government be providing the 400HZ generators? What size are the generators?

44 Part 3 Finish Schedule and
Room Requirements
Where there are discrepancies between the finish schedule provided on Sheet AE601 in Part 3 and the finishes noted in Part 3, Chapter 5 Room Requirements or Part 3, Chapter 6, which takes precedence? For example the finish schedule calls for wall tile to 7’ 2” in the bathrooms (ceilings are 8’4”) , whereas Part 3 C3010 Wall Finishes requires it to go full height.
See Amendment
45 Part 3, Chapter 5
What is the quantity of lockers required in Rooms 2C-N-2- 013 Men Staff Head & Shower 2 and 2C-N-c-014 women Staff Head & Shower 2?
Bid per RFP
46 Part 3, Chapter 6
ESR C30,
This section requires SSPC QP1 Certification for the painters. This certification is typically reserved for painters working in industrial, ship building, or applying exterior coatings on open structures in extreme marine environments.
Please remove the requirement for this certification for this project, as it would preclude nearly all commercial painters from bidding the work.
Bid per RFP
47 Part 3, Chapter 6
ESR D40 It is not clear if the existing system is to be completely demolished or only modified to fit the new building configuration. Please advise if any part of the interior wet pipe sprinkler system is to remain.
48 Part 6 Sheet SP101 Note 7 indicates New Concrete Sidewalk and points to walks that have a "dotted" hash. However, there are other sidewalks on this sheet that are not noted by Keynote 7 nor a "dotted" hash. It would seem that, from the site demolition sheet, these are also new walks. Please confirm all sidewalks indicated on Sheet SP101 are new and to be included in this contract.
Bid per RFP
49 Part 3 Please provide an overall clarification regarding the access flooring work showing where (1) all new flooring is to be provided, (2) retaining the existing grid but gets new panels goes, or (3) existing system to remain. The demo drawings appear to show all of the existing access flooring coming out. The finish schedule provided shows where access flooring will be. The room requirements in 2B have a mixture of access flooring being listed B10 Super Structure alone, and some with a combination of B10 Super Structure and C3020 Floor Finishes, which requires the existing frame to be retained only providing new panels. The room requirements in 2C are silent regarding access flooring. The inconsistencies make the scope for the access flooring uncertain.
See Amendment
51 2 Part 3, G4010
Electrical Distribution
1 Part 3, G4010 Electrical Distribution states “that the electrical 11.5 kV connection point will be at the existing SF6 electrical switch #105 (located at SW corner of Pocahontas St. and Farragut Avenue”. However, RFP Section F201007 Electrical Systems (Page 3, paragraph 4) states “Reuse existing Medium Voltage primary distribution circuit, currently serving the facility’s 1000 KVA pad mounted transformer, on the South West side of the building, to feed the facility.”
A. Please clarify the relationship between the G4010 requirement and the F201007 requirement.
B. Is the source of supply of the circuit feeding the existing 1000 kVA transformer at existing SF6 electrical switch #105?
Based on the RFP F201007 statement to “reuse existing medium voltage primary distribution circuit,” C. Can the existing medium voltage conductors and conduit feeding the existing 1000 kVA transformer be reused?
OR
Should new conductors be provided from the 11.5 kV connection point (SF6 Switch #105) to the new substation/transformer?
See Amendment
53 3 G4030 Site Communicati on and Security
1 This paragraph states “The site security, telecommunications and fiber optic cabling from the existing distribution systems points of connection, to Building 25 exist in place and shall remain.”
A. Please confirm where these existing copper cable and fiber optic cable site services terminate in the 1968 building and in the 1917 building.
B. Please confirm the size and quantity of fiber optic cables, i.e. 12 Strand Singe Mode (SM), serving the 1917 building and the 1968 building.
54 3 G4030 Site Communicati on and Security
1 The RFP record drawings indicate that the copper and fiber site telecommunication services turn up into the building at existing telecommunication rooms/backboards. The RFP new/renovation floor plans place non-telecomm rooms in locations of existing telecommunication rooms (Main Point of Entry). However, the RFP states: “The site security, telecommunications and fiber optic cabling from the existing distribution systems points of connection, to building 25 exist in place and shall remain.” To accommodate the renovation floor plans, please confirm that the existing telecommunication services should be spliced in the street at existing manholes and rerouted to new dedicated telecommunication rooms based on the new renovation floor plan.

The original building drawings indicate significant return air ductwork routed through a crawl space below the building (Phase B, 1968 addition). Original NAVFAC drawings 1199098 & 1199118 indicate crawl space ‘floor’ consists of porous drainage fill (gravel) on bare earth/ground. Current UFC 3-140-01, para 4-2.6.3 prohibits the use of HVAC ducts in enclosed crawl spaces that are exposed to the ground.
