“Personnel Security Requirements”
Personnel Security Requirements
In the performance of work required under this contract, all contractor personnel must present proper identification to gain access to building areas housing federal operations. Contractor personnel means
Contractor employees and Contractor subcontractor employees at all tiers.
Contractor personnel requiring daily/weekly access to building areas housing federal operations shall undergo background investigations conducted by the United States Government, and will be issued
Government‐wide standard secure and reliable forms of identification issued by the Federal
Government (i.e., federal personal identity verification (PIV) credentials) as required under Homeland
Security Presidential Directive‐12 (HSPD‐12). Credentialed Contractor personnel must wear their PIV credential cards visibly above the waist at all times while in building areas housing federal operations.
Regardless of the type of background check required, a satisfactory law enforcement check called Enter on Duty (EoD) determination, allows unescorted physical access to facilities for all contractors. The type of contractor determines which forms are to be submitted in order to obtain an EoD:
LONG TERM (NACI) SECURITY CLEARANCE
Contractor Information Worksheet (CIW): For all projects the CIW will be submitted to the Security clearance Office within the Service Center where the work will be completed.
Once the applicant is invited from the CIW and completes their E_QIP application, the following will need to be uploaded into e‐qip:
Signature Pages (release and certification)
OF‐306 completed sections 1 through 17
GSA 3665 (Credit Release Form)
Fingerprints are then to be completed using the GSA Credentialing Center.. If the contractor is 100 miles or more from a center then 2 hard copy SF 87 cards will need to be sent to the security clearance office.
SHORT TERM SECURITY CLEARANCE
Completed CIW
OF‐306 completed sections 1 through 17.
Fingerprints are then to be completed using one of the Credentialing Centers either the GSA Chicago or
Detroit location or a shared location. If the contractor is 100 miles or more from a center then 2 hard copy SF 87 cards will need to be sent to the security clearance office.
The Contractor shall incorporate provisions in all applicable subcontracts as necessary to ensure compliance with all requirements provided in this Contractor Personnel Security Requirements section.
Notice to Proceed (NTP) may not be issued until security clearances are complete, unless directed by the
GSA Contracting Officer. For all employees requiring a long term clearance, the A/E shall provide the documents required above to the GSA at least 20 calendar days before the subject individuals will require access to building areas housing federal operations. The documents required for each applicant shall be provided in a separate sealed and secured envelope.
All other Contractor personnel requiring temporary one time only escorted access to building areas housing federal operations when the building is occupied, will be issued visitor badges upon entry, must wear their visitor badges visibly above the waist, and must surrender their visitor badges upon exit.
All non‐PIV credentialed Contractor personnel must be escorted at all times (including after hours) while in building areas housing federal operations, when the building is occupied. The escort must be a PIV credentialed individual who has been found suitable after completion of the required background investigation.
Those who receive unfavorable results will be denied any access to building areas, pending completion of any adjudication and/or appeal process or final determination.
Application process and further information is located at http://www.gsa.gov/hspd12.
