Paragraph Reference Drawing Number Question Response

1 RFP Instructions Is 8‐point font acceptable for graphics and tables? No but a minimum of 10 font is acceptable for graphics and tables.

2 S‐503, S‐504

There is no detail in the drawings regarding the scope or limits of work on the southerly limits under the Northern Ave stairs. Section A1 on drawing S‐504 indicates that seawall work may wrap around from the front wall to the south wall but no other drawing show or indicate a scope or limit of work in this area. Further the details of the new work on drawings S‐503 and S‐504 at the stair level do not clearly define the scope or limit of work to that southerly limit for placing lightweight foam concrete fill. Please clarify the scope of work and limits of work at the southerly limits adjacent to the Northern Ave bridge & approach under the Northern Ave stairway area for both the seawall and the stair construction and deconstruction as applicable.

Refer to Palmer Federal 8 & 9 responses. The light weight concrete foam fill will terminate at the interface between the stairs and abutment. Refer to detail C3 on S‐503

Spec Section: 31 23

Regarding excavation behind the sea wall, will the generator certify that the source of the PCBs is non TSCA hazardous?

Refer to “REPAIRS TO CAPTAIN JOHN FOSTER WILLIAMS U.S. COAST GUARD BUILDING AND

SEAWALL SUBSURFACE EXPLORATIONS REPORT, BOSTON, MASSACHUSETTS”, DATED APRIL

2016, PREPARED BY GEI CONSULTANTS, INC.” It was previously determined that PCBs detected in soil are not subject to TSCA.

Spec Section: 31 23

Regarding excavation behind the sea wall, is there a soluble metals laboratory analysis available?

Groundwater testing data is not available. Previous soil testing included total RCRA 8 metals. Soil samples with elevated total lead concentrations were tested by the Toxicity Characteristic Leachate Procedure (TCLP). Based on the TCLP lead concentrations, lead is not leachable. Refer to “REPAIRS TO CAPTAIN JOHN FOSTER WILLIAMS U.S. COAST GUARD

BUILDING AND SEAWALL SUBSURFACE EXPLORATIONS REPORT, BOSTON,

MASSACHUSETTS”, DATED APRIL 2016, PREPARED BY GEI CONSULTANTS, INC.”

Spec Section: 31 23

Regarding excavation behind the sea wall, will it be acceptable to the owner to use an alternate disposal outlet to TREE which is legal and permitted to accept said waste material?

An alternative facility may be determined acceptable. A submittal of their acceptance of the material as well as their permits would be required.

31 60 00 page 3 paragraph 1.3.2

S‐507

The drawings (specifically sheet S‐507; Micropile Detail A1) indicate 9.625” diameter casing and 9” minimum bond zone diameter. The specifications indicate minimum diameter of 8” in the bond zone (spec section 31 60 00 page 3 paragraph 1.3.2). Is 9” required or simply suggested, with 8” the actual minimum?
