Executive Summary
The table below provides a summary of our Environmental Investigation for the site.
Site Description: The site is comprised of a 20,000 SF WTP and an ozone generation building at MCAS Cherry Point, North Carolina. The project will include construction of a new 21,000 SF WTP, followed by demolition of the existing WTP. The new WTP also includes the construction of a new wet pond.
Site Location: P193 Water Treatment Plant (WTP) Replacement project is located at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. The existing facility consists of an existing water treatment plant (building 4356) and an existing ozone generation building (building 4357).
Environmental Investigation Summary
Conclusions The purpose of the environmental investigation was to evaluate lead in the surface soils expected to be disturbed during the construction of the new WTP wet pond. Based on the results of the sampling and analysis, although there are concentrations of lead present in the surface soils the lead concentrations are below regulatory thresholds and do not classify the soils as hazardous materials.
Based on the findings of the investigation, we do not recommend any additional environmental investigation of the wet pond area at this time. It is recommended, however, that any soils being removed as part of construction be tested for lawful disposal before being removed from the site.
BACKGROUND
The proposed project will prepare a stand alone construction package to be used to solicit bids for replacement of the existing Water Treatment Plant (WTP) at Marine Corps Air Station (MCAS) Cherry Point.
The key elements of this project include the following:
Replacement of the existing water treat-ment plant with a new membrane filtration water treatment plant, Conversion of the existing ozone genera-tion building to a vehicle storage garage, Demolition of the existing water treatment plant; and
Construction of a new wet pond.
Potential subsurface environmental issues associ-ated with the wet pond construction include:
1. New WTP Building Wet Pond: The proposed new wet pond limits appear to be within the limits of the existing skeet range. The soils in this area will need to be characterized for disposal.
SITE OVERVIEW
The proposed new wet pond site is located SE of the existing facility. The site is located in both wooded and cleared portions of the property (see Figure 1, Drawing 1).
SAMPLING PLAN
A sampling plan was prepared and submitted to the MCAS Cherry Point Environmental Affairs Department, Mr.
Stan C. Kegley, Environmental Chemist and Project Coordinator on 18 May 2015. We received approval of the sampling plan from Mr. Jeffrey K. Christopher, Supervisory Environmental Engineer Restoration and Recycling Division Environmental Affairs Department MCAS Cherry Point on 19 May 2015. The approved sampling plan included minor locational changes to the proposed sample locations is attached.
FIELD INVESTIGATION
The proposed wet pond excavation limits were located by C. Allan Bamforth, Jr. Engineer-Surveyor, Ltd. We collected surface soil samples at five locations within the proposed wet pond excavation limits on 28 May 2015.
The soil samples were collected from the upper 6-inches of soil at each location using a stainless stel hand auger.
Sample locations P1, P2, P3, P4 and P5 were located in a forested portion of the property (see Drawing 2). Prior to collecting the soil samples, loose forest debris was removed from the sample locations as required. Prior to each sampling evolution the stainless steel hand auger was cleaned/deconned using an Alconox solution and rinsed with distilled water. Soil samples were collected from the upper 6-inches of soil using a stainless steel hand auger. The soil samples were visually inspected for evidence of skeet range fragments and debris and placed in clean laboratory provided containers.
QUALITY ASSURANCE
As a measure of quality assurance (QA), soil sample P4 was split into two separate samples. The QA sample was labeled P6.

LABORATORY ANALYSIS
All soil samples were placed in clean, laboratory provided containers, sealed with Teflon lined lids, preserved on ice and forwarded to Test America for analysis using chain-of-custody controls. All soil samples were analyzed for:
„ Total Lead - Soil samples were analyzed for total lead using Environmental Protection Agency (EPA) SW-846 method 6010.
„ Toxicity Characteristic Leaching Procedure (TCLP) - Soil samples were analyzed for TCLP lead using EPA SW-846 method 6010.
SOIL SAMPLE RESULTS
Tables 1 provides soil sample analysis results for samples P1, P2, P3, P4, P5 and P6. Section 3 provides complete laboratory results.

DISCUSSION
The United States Environmental Protection Agency (EPA) standard for lead concentrations in bare soil in play areas for children is 400 mg/Kg. The surface soil samples collected within the wet pond excavation limits were determined to range from 3.5 mg/Kg to 76 mg/Kg. These total lead concentrations are well below the EPA’s threshold of 400 mg/Kg and should not present a personnel exposure or disposal issue.
The United States Code of Federal Regulations (CFR) 40 CFR §261.24 identifies the Maximum Concentration of Contaminants for Toxicity Characteristic for lead as 5 mg/L. The surface soil samples collected within the wet pond excavation limits were determined to have TCLP results ranging from <0.010 mg/L to 2.8 mg/L. These TCLP lead concentrations are below the EPA’s threshold of 5 mg/L and do not classify the soils as hazardous waste.
CONCLUSIONS
The purpose of the environmental investigation was to evaluate lead concentrations in the surface soils within the limits of the proposed WTP wet pond excavation. Based on the results of the sampling and analysis of soil samples the total lead concentrations and the TCLP concentrations do not exceed a regulatory threshold.
RECOMMENDATIONS
Based on the findings of the investigation, we do not recommend any additional environmental investigation of the wet pond excavation limits at this time. It is recommended, however, that any soils being removed as part of construction be tested for lawful disposal before being removed from the site. Coordinate all soil removal activities with MCAS Environmental Affairs Department.

Environmental Affairs Department Marine Corps Air Station Cherry Point, NC 28533-0013
Attention: Mr. Stan C. Kegley, Environmental Chemist; Project Coordinator
Subject: Environmental Services - Soil Sampling Plan P193 Water Treatment Plant Replacement Marine Corps Air Station Cherry Point, North Carolina
GER 130-6715
GeoEnvironmental Resources, Inc. has prepared a soil sampling plan for the Water Treatment Plant Replacement Wet Pond. The plan is described below.
SOIL SAMPLING PLAN
WATER TREATMENT PLAN REPLACEMENT
MCAS CHERRY POINT, NC
BACKGROUND
The Water Treatment Plant Replacement project includes the construction of a new wet pond. A portion of the wet pond is located within the adjacent skeet and trap range limits. The primary concerns with construction within the boundary of the skeet and trap range is the potential presence of munitions components (i.e. Lead). Under the Military Munitions Rule, expended range munitions are exempt from regulation as hazardous waste under the Resource Conservation and Recovery Act (RCRA) provided the munitions components remain on the range and are not collected, treated, or disposed.
SAMPLING METHODOLOGY
A total of five (5) soil samples will be collected from the wet pond area as shown on drawing #1 attached. The soil samples will be collected by an Environmental Professional (EP) familiar with environmental sampling protocols. The soil samples will be collected from the upper 6 inches of surface soil. The soil samples will be collected using clean stainless steel sampling tools as required. Sampling equipment will be decontaminated using Alconox and rinsed with distilled water, as required between sampling events.
All soil samples will be placed in clean, laboratory provided containers, sealed with Teflon lined lids, preserved on ice and forwarded to a laboratory for analysis using chain-of-custody controls. Each soil sample will be analyzed for the following:
„ Total Lead - Soil samples will be analyzed for total lead using Environmental Protection Agency (EPA) SW-846 method 6010.
„ Toxicity Characteristic Leaching Procedure (TCLP) - Soil samples will be analyzed for TCLP lead using EPA SW-846 method 6010.
QUALITY ASSURANCE
One of the five (5) soil samples will be split into two samples for quality assurance purposes. The two samples will be analyzed for the same constituents as the samples described above. The samples will be identified so as not to indicate to the laboratory they are split samples.
REPORT
A written report will be prepared for the soil sampling event. The report will include a discussion of findings observed on site, soil sampling information, analytical results, a discussion of the analytical results and a sample location plan. We will also include any recommendations for additional work if required. The report will be prepared by an EP and reviewed by registered professional.
