AMENDMENT 0004
RESPONSES TO CONTRACTOR REQUESTS FOR INFORMATION (RFI’S)
1. Section 11 24 27 Air StripperItems - Page 3 para. 1.3.4 says to design per the wind loads listed. Page 2 lists no wind speeds. Please clarify
RESPONSE: REFER to Drawing G-005A, Design Criteria No. 10. The Specification will be clarified by Amendment.
2. The specifications did not call out the style of Backwash. It only said that the collection troughs or pipes are to accept a sustained backwash flow. So this raised the question, is this to be an air followed by water backwash design where the water level in the filters is lowered to a point, then air washed, then water backwashed at a maximum rate of 12 gpm/square foot? Please confirm this is the desired backwash process.
RESPONSE: Ultimately the detailed backwash sequence is the responsibility of the filter manufacturer as required to meet the specification performance requirements. The system that the Contract Document was designed around did include air scour during the backwash sequence. In accordance with Specification 46 61 01, Filtration Equipment Bypass Filters, Part 2.1 and 2.2 an alternate design that differs in detail and arrangement from that shown can be submitted but must include information per specification.
3. It was also noted that effluent Iron concentration is to be <0.1 mg/l. Please note the standard MCL for effluent iron concentration is 0.3 mg/l. Please ask the Engineer why the lower amount is specified and if the Standard MCL is acceptable.
RESPONSE: Filter effluent iron concentration shall remain <0.1 mg/L as specified.
4. Section 11 24 27 paragraph 2.2.1.6 a references section 26 29 23 Variable Frequency Drives.
Drawing E-703A does not show a VFD for the Decarbonator blower, please confirm that a VFD is not required.
RESPONSE: In accordance with Drawing E-703A and DI616A, the decarbonator blowers are constant speed. The Specification will be clarified by Amendment.
5. Section 11 24 27 paragraph 3.2 calls for foundation design for the Air Stripper. Please confirm that foundation design is not required.
RESPONSE: Foundation design for the Air Stripper is not required. The Specification will be clarified by Amendment.
6. Section 11 24 27 paragraph 3.8.5 calls for the effluent from the air stripper to be contained within the holding/mixing tank during the performance test. We cannot find this tank. Please advise us where the effluent is to be contained during the performance test.
RESPONSE: There is no holding mixing tank, during performance testing the air stripper effluent will follow the same flow path as during normal operations (relative to the air stripper). This test water produced during the commissioning phase of the project shall not be discharged into the potable water system and shall be disposed of by the Contractor in accordance with the Contract Documents. The Specification will be clarified by Amendment.
7. Drawing C-512A calls for a winch for the submersible pumps. Section 33 32 13.14 does not specify a winch. Please provide a specification for the winch.
RESPONSE: Delete winch requirement; will clarify by amendment.
8. The piping schedule in section 40 05 13 identifies buried Raw Water piping to be supplied as HDPE. Section 33 11 15 paragraph 1.2.1 calls for the material for buried Raw Water piping to be either ductile iron or PVC. Please confirm which requirements govern for the buried Raw Water piping.
RESPONSE: New raw water piping located at the water treatment plant (refer to yard piping drawings DP100A through DP106A) shall be in accordance with Section 40 05 13, new Raw Water Transmission Mains outside of the water treatment plant shall be in accordance with Section 33 11 15.
9. Section 43 21 41 paragraph 2.5.1 calls for a water level indicator assembly to be supplied with the new well pumps. Drawing C-504C does not show a water level indicator assembly. Is the water level indicator assembly required?
RESPONSE: Provide a water level indicator assembly; will clarify by amendment.
10. 13. Section 43 21 41 paragraph 2.5.2 calls for a pressure gauge to be supplied with the new well pumps. Drawing C-504C does not show a pressure gauge. Is the gauge required?
RESPONSE: A pressure gauge is required; will clarify by amendment.
11. Drawing ES120C shows modifications of existing wells. Does the existing piping that is to remain require coating?
RESPONSE: No.
12. We are not clear as to whether a temporary Government Field Office is required. Section 01 50 00, Paragraph 3.4.7 states that the Contractor shall pay up to $75.00 per month for long distant phone charges, which would imply that this would pertain to Government phone calls.
However, nothing else in this paragraph mentions that the field office is for the use of the Government. Paragraph 3.5 specifies a Government Field Office for the exclusive use of the QC Manager, who is being provided by the Contractor. Please clarify.
RESPONSE: A Government Field Office is not required.
13. Paragraph 3.5, Section 33 20 00, states that if the required well efficiency is not met, the Contractor shall abandon the well, vacate the site, and refund any previously paid monies to the Government. Please confirm that this language applies only to the specific well in question, and not to the entire project.
RESPONSE: This language applies only to the specific well in question.
14. Section 43 32 56 supplement 2/Table 3 Note 1 indicates that the membrane supplier is to provide the maximum guaranteed feed pressure submitted in the proposal or bid submittal. Does this need to be submitted with the General Contractor’s bid?
RESPONSE: Yes, per the Contract Documents the maximum guaranteed feed pressure shall be submitted with the General Contractor’s bid.
15. 18. Section 43 32 56 Paragraph 2.6 d references P&ID 08-N-612. We cannot find this drawing nor is it listed in the drawing index.
RESPONSE: The reference should refer to Drawing DI613A, DI614A & DI615A. The specification will be revised via Amendment.
16. 19. Section 43 41 16.16, Membrane Cleaning Tank data sheet does not list the material type for the tank.
RESPONSE: In accordance with Section 43 41 16.16, Para. 2.3, the Membrane Cleaning Tank (40CF-TNK41000) material of construction shall be fiberglass reinforced plastic (FRP). To further clarify to Contract Documents, the data sheet will be revised via Amendment to include tank material.
17. 20. Section 23 11 23 Paragraph 2.3.1.12 c calls for a factory control panel. P&ID’S DI628A and DI630A show panels and control stations furnished by the electrician for the pumps.
Is the factory control panel required?
RESPONSE: There is not a Section 23 11 23 in the Contract Documents. However, it is assumed that this RFI is in reference to Section 22 11 23.00 10, SUBMERSIBLE PUMP. In accordance with the P&IDs, Sump Pump 1 (40SPD-PMP19501), Sump Pump 2 (40SPD- PMP19502), Sump Pump (40SPD-PMP66000), and the Elevator Sump Pump (40SPD- PMP19503) shall be provided with a factory control panel as a part of the equipment package provided by the manufacturer.
In accordance with the P&IDs, all other submersible pumps shall be provided with control panels provided by Division 26 and Division 40 in accordance with the Contract Documents.
The Specification will be clarified via Amendment.
18. Drawing DP302A Section G depicts a hoist for the backwash pumps. Section 22 11 23 does not specify a hoist. Please provide a specification for the hoist. How many hoists are required (1 at each pump or a portable hoist)?
RESPONSE: A single, portable hoist is to be provided to server the three pumps. Refer to Drawing D-111A for the Backwash Wash Waste pump hoist design criteria.
19. P&ID DI630A appears to show VFD’s for the clarifier waste pumps. The data sheets in section 22 11 23 indicate that these pumps are constant speed, which is correct?
RESPONSE: In accordance with Drawing DI630A, the Clarifier Waste Pumps (70CW- PMP22001, 70CW-PMP22002, and 70CW-PMP22003) shall be provided with variable speed drives. The specification data sheet will be revised via Amendment to reflect this clarification.
20. The Solicitation indicates that an offer guarantee is required, but does not specify an amount. Please provide.
RESPONSE: Amount shall be at least 20% of the bid price but shall not exceen $3 million.
21. Page 54 of the Solicitation references Attachment G – Bid Schedule, which is to be part of our proposal, but it was not included with the documents.
RESPONSE: Besides the specifications and drawings in the attached files to download, there is a pdf file named "N4008515D0310Attachment_G_-_Bid_Schedule.pdf". It was uploaded with the specifications and drawings to NECO under the solicitation number.
Please utilize this form for price submittal.
22. Drawing D-172A has bold print stating “10’-0” Diameter Precast Manhole” in Section A for the Clarifier Waste PS. We assume that this is incorrect and that this is an existing structure which receives 3- new pumps only. Cleaning may be required to install the new pumps. Please confirm.
RESPONSE: Correct, in accordance with the Contract Documents the 10’-0” diameter Precast Manhole is shown with a light line/screened back to indicate it is an existing manhole. The pumps are shown dark lined to indicate that three new pumps shall be provided in the existing manhole. Contractor is required to provide all Work necessary to prepare the existing manhole, including, but not limited to, cleaning as required to install the new pumps.
23. Please provide the ground water and 100-year flood elevation of the project site.
RESPONSE: Bid in accordance with the construction documents provided.

29. Drawing D-192A, Top Plan, shows overflow eyelids located on the dome at a 15'-0" radius.
Dome overflows should be located 3" above the high water line and 2'-6" from the inside face of the wall.
RESPONSE: Dome overflow eyelids/overflows may be placed per the tank manufacturer’s recommendation/standard design. A clarifying note will be added to Drawing D-192A by Amendment.
30. Can an offeror show relevancy in scope in one project, and size in a separate project?
RESPONSE: Size and scope need to both meet the criteria in order to be considered a relevant project.
31. If similar in size and scope, will waste water treatment plant projects be considered relevant?
32. Can offers submit projects with a total construction value of $10 million or greater if the submitted project adequately meets all of the requirements for similar scope relevancy?
RESPONSE: Size and scope need to both meet the criteria in order to be considered a relevant project.
33. Document 00 22 13.00 20 (Appendix G) Part 1.2 a. says the basis of award will be made on the total sum of line items 0001AA through 0001AF. Section 00010 (Solicitation Contract Form) CLIN 0001 only calls for the total price of items 0001AA through 0001AE. Please confirm that item 0001AF should be included in CLIN 0001.
RESPONSE: 0001AF should be included in CLIN 0001 Section 00010 however contractors should place their attention on Attachment G - Bid Schedule for proposal submittal as the CLIN structure in section 00010 currently serves as a place holder for the awarded CLINS and is limited by software capabilities.
34. It doesn’t seem that the CU drawings match the DP drawings. Please confirm the routing of the 6” fire line to the operations building.
RESPONSE: Bid in accordance with the construction documents provided.
35. The fire line extension for the Building 4357 option could be done with a lot less pipe.
Could we tie on to the new W1 line south of building 4357 near the new fire hydrant in lieu of running it around the site from the tie in location north of the new operations building?
RESPONSE: The suggested routing is not possible since the fire pumps in the new treatment building serves Building 4357. Bid in accordance with the construction documents provided.
36. Sheet C-512A indicates the sanitary force main to be 3”, but the site plan on sheet CU101A shows it as 4”. Please clarify
RESPONSE: 3” sanitary force main; will clarify by amendment.
37. Both Sections 31 23 00.00 20 and 31 62 13.20 reference unit prices for unsuitable and petroleum contaminated soils and precast/prestressed piles. We do not see any unit prices listed in Section 00010. Please clarify.
37. Section 00010 – Solicitation Contract Form, Items 0003 and 0004 conflict with the order of pricing detailed in Attachment G. Please revise Section 00010 accordingly.
RESPONSE: Disregard CLIN structure in section 00010. Contractors should place their attention on Attachment G - Bid Schedule for proposal submittal as the CLIN structure in section 00010 currently serves as a place holder for the awarded CLINS and is limited by software capabilities.
38. Section 00010 – Solicitation, page 20 of 54, none of the items at the bottom of the page are checked. Shall we assume therefor that none of those certifications are required?
RESPONSE: All of the certifications listed are required.
39. The FF&E budget mentioned in Specification 01 30 01.00 22 part 1.3 does not equal the sum of CLIN numbers 004 and 005 in Specification 00 22 13.00 20 page 6 under “Gov. FF&E Estimate” columns. Please clarify that the values on in 00 22 13.00 20 take precedence and the value in 01 30 01.00 22 can be disregarded.
RESPONSE: Addressed in Amendment 002.
40. Specification 00 22 13.00 20 description for CLIN number 0001AF limits application of unsuitable petroleum saturated soils to the limits of excavation for installation of the proposed concentrate line. If unsuitable petroleum saturated soils are encountered during course of constructing other portions of the project, please clarify how the Contractor will be compensated for said unforeseen condition. Will the same CLIN 0001AF unit pricing be applied or will a new cost proposal be requested.
RESPONSE: Bid the project as presented by the plans and specifications.
41. Please provide a list of Partnering Facilitators referenced in Section 01 30 00 part 1.9.1 so that we may contact them for pricing.
RESPONSE: A list of Partnering Facilitators is not available from the Contracting Officer. Please delete "A list of Partnering Facilitators is available from the Contracting Officer." from Section 01 30 00 part 1.9.1.
42. Is the Administrative Assistant mentioned in Specification 01 45 00.00 20 part 1.5.6 a mandatory requirement or optional?
RESPONSE: The administrative assistance for the QC is mandatory.
43. Is a building permit required for this project? If so, what jurisdiction is in authority over the construction at this location?
RESPONSE: A building permit is not required.
44. Clause 52.225-11 is incorporated by reference, however language contained therein is somewhat ambiguous when trying to determine if the “Buy American” provision is in effect for construction of this project. Please clarify.
RESPONSE: The provision is associated with FAR Clause 52.225-10 which is not in this Request for Proposal.
45. Clause 52.229-2 on page 36 of the Solicitation states that North Carolina sales taxes are to be included in the bid price. Clause 52.229-3 is incorporated by reference and also states that North Carolina sales taxes are to be included in the bid price. This is highly unusual. Please verify that it is the intent of the Federal Government that the successful Contractor, working on a Government installation, pay sales tax to the state in which the installation resides.
RESPONSE: FAR 52.229-2, North Carolina State and Local Sales and Use Tax, is properly included in a solicitation for work in North Carolina. It is important to note that the FAR contains a tax clause specifically for North Carolina which indicates that the contract price should include "North Carolina State and local sales and use taxes to be paid on materials." North Carolina does not provide the sales tax exemption for materials to be used on a Federal installation as do many other states. As noted in FAR 52.229-2, the contractor is to certify at the applicable times the amount of taxes paid. The Government takes those certifications and is eventually refunded that amount by North Carolina.
46. Our company is currently registered in sam.gov and we have a CAGE code. Do we still need to answer the “clauses” questions starting on page 8 of the solicitation? This would also apply to clauses incorporated by reference which require us to answer certain questions.
RESPONSE: Yes.
47. Is a cover letter required with our proposal, and if so, what statements are required thereon?
RESPONSE: No Cover letter is required.
48. Is the price proposal, SF 1442, CLINS, Bond, and Reps and Certs and the technical proposal to be submitted in two separate binders, or are they to be submitted in one binder?
RESPONSE: Correct. Two separate binders (Price to include the items listed above and Technical factors according to the solicitation.)
49. It does not appear that page 11 of 11, in Attachment E, the Small Business Subcontracting plan is necessary. The page refers to periods that are traditionally only for a MACC. Please confirm page 11 of 11 in Attachment E is not needed.
RESPONSE: Correct. Please disregard page 11 as it does not correspond to the structure of a standalone construction project such as this one.
50. Drawing S-147A calls for Open-Web Steel Trusses indicated on Note 17 over the Base Chemical Storage Area (40-217), Sodium Hypochlorite Storage (40-216), and Acid Chemical Area (40-129). Drawing A-142A has references to details E & F on Drawing A-343A, these details call out “Light Gauge Metal Trusses”. Please clarify.
RESPONSE: Trusses shall be Open-Web Steel Trusses. Drawing A-343A will be revised by Amendment.

RESPONSE: In accordance with the Contract Documents, concrete filled metal stairs shall be shop painted steel per Section 05 51 00 METAL STAIRS, Para. 2.17.8.
52. Note #29 on S-144A is for removable posts and chain with restricted access signs as per detail B5/S-540A, is pointing at 2 circles in the process bay area that appear to be guard posts.
Please confirm it is the intent for these 2 circles to be guard posts as per Note #27.
RESPONSE: On Drawing S-144A the two circles located immediately to the South of the CMU wall are guard posts per Note #27. Drawing S-144A will be revised by Amendment.
53. Note 12, S-143A & S-144A calls out a HSS 6x6x1/2” column with base. Note 8 on S-343A calls out this column as HSS 6x4x1/2”. Please confirm the correct column size.
RESPONSE: Column shall be HSS 6x6x1/2". Drawing S-343A will be revised by Amendment.
54. Specification section 050523.16,1.3.1 and 051200, 1.3 require AISC certification for both the fabricator and erector. Some of the metals erectors have stated that the requirement for an AISC Certified Erector has been waived by the FEAD in the past, and ask that this requirement be waived for this project. Please confirm if an AISC certified fabricator may be an acceptable erector.
RESPONSE: The requirement for a certified erector can be waived but we are retaining the requirement for an AISC-certified fabricator.
55. Drawing S-343A, Note #9, calls out a HSS 12x6x1/4” tube. Drawing A-344A detail K identifies this same member as an I-beam. Please confirm this member is to be a steel tube as shown on S-343A, note #9.

57. Drawing S-146A has one call out for note #2, non-bearing wall. Please confirm this is the only non-bearing wall that receives support angles as per detail A2/S-541A, or if all walls should be assumed to be non-bearing unless otherwise noted by note #1.
RESPONSE: All interior CMU walls on second floor (S-146A) shall be non-bearing and be laterally supported per C5/S-541A and A2/S-541A. Note #1 on Drawing S-146A should read, “12” CMU NON-BEARING WALL. SEE C5/S-541A AND A2/S-541A”. Drawing S- 146A will be revised by Amendment.
58. The window and relight schedule, drawing A-643A, calls for detail C3/A-810A as the head detail for window 40W-2. This detail does not exist. Please confirm the correct detail is C2/A- 810A.
RESPONSE: The correct detail is C2/A-810A. Drawing A-643A will be revised via Amendment.
59. Door/Window/Louver schedules reference the architectural details for the head/jamb/sill installations. Some of these architectural details (e.g. C1/A-809A) have a reference to the structural detail as “A4/S-811 SIM”. This referenced detail shows an additional embed plate that the head lintels are to be welded to. Please confirm whether it is the Engineers intent to have the masonry lintels installed with embedded bolts as per the architectural details or welded to plates as per the structural detail.
RESPONSE: In accordance with the Contract Documents, the masonry lintels shall be provided with welded plates and embedded bolts in accordance with Detail A4/S-811. No change in the Contract Documents is required.
60. Detail C2/S-819A calls out an 8” DIA guard post. Spec section 055013, 2.7 calls out 6” guard posts. Please confirm if all bollards are to be 6” in diameter or provided as referenced in the drawings.
RESPONSE: Guard posts shall be 6 inches diameter per Section 05 50 13, MISCELLANEOUS METAL FABRICATIONS, Paragraph 2.7. Detail C2/S-819A will be revised via Amendment.
61. Drawing S-310A, section view of the strainer slab & raw water top slab, appear to show a symbol for crushed stone. However, the structural notes on drawing G-005A, Foundation Note 2B states that these structures, may bear on compacted native subgrade or compacted structural fill. Please clarify if crushed stone is required under pile supported foundations.
RESPONSE: In accordance with the Contract Documents, foundation bearing surfaces shall be as noted on Drawing G-005A, Foundations. No change in the Contract Documents is required.
62. Drawing S-149A, Operations & Treatment Building Lower Trench Plan - Sheet Keynotes #7 & #8 list TOC Elevations for the trench slab at 28.98 and 28.58. These elevations cannot be correct, because the higher main building slab is approximately EL 27.00. Please clarify the required trench slab elevations.
RESPONSE: Drawing S-149A, Sheet Keynote #7 and Sheet Keynote #8 are incorrect.
Keynote #7 should read “TOC HP EL 21.98” and Keynote #8 should read “TOC LP EL 21.58”. Drawing S-149A will be revised via Amendment.

96. Is the applicability of Section 40 05 13.96 to the off-site shop fabricated stainless steel process piping spools limited to that described at 40 05 13 Part 1.4.2 (i.e. qualifications of procedures and welders); or are all parts of 40 05 13.96 applicable to the piping spools?
RESPONSE: All parts of Section 40 05 13.96 are applicable to the piping spools.
97. If all parts are applicable, the minimum NDE shown in Table I of 40 05 13.96 Part 3.2, for the 'All others' Piping Service Conditions (to which the ambient, low pressure water applications of the stainless steel piping apply) includes 'Random RT' for all 'Type Welds' listed in that table.
This table is apparently from Piping Code ANSI B31.1; but that pressure piping standard only requires visual examination (VT) of welds, not RT of any kind for these service conditions.
B31.1 is for Power Piping (and boilers); yet under this Code, RT is deemed unwarranted. In our opinion, the quality examinations for the stainless steel process piping on this projects applications should come under ANSI B31.3 for 'Process Piping'; and the applications should be considered 'Category D Fluid Service' per Section 341.4.2-which also only requires visual examination of welds for this projects service conditions. The inclusion of 'Random RT' is a more stringent and unnecessary examination requirement for these relatively benign applications and service conditions. We request that you amend this subsection to delete the 'Random RT' requirement in the three 'Type Welds' listed in that Table I; acknowledging that the qualified procedures and welders specified, and the Visual examination of welds still specified under Table I is sufficient to assure high quality results for this project's water treatment applications.
RESPONSE: Random RT is not required for SST piping with a test pressure of 150 psig or less. The Random RT requirement remains for SST piping with a test pressure higher than 150 psig (e.g. Membrane Feed Pipe downstream of membrane feed pumps). The specification will be modified by Amendment.
98. Now, if all parts of 40 05 13.96 are applicable to the stainless steel piping, and you do not remove the 'Random RT' requirement requested above; we observe that the details of the RT examination specified at Part 3.2.1 is similar to that from ANSI B31.3 at Paragraph 341.3.4.
However, your specification omits the Code prescribed progressive examinations upon the revelation of defects; and requires an additional 5% of the welds be examined; and that any defects revealed at that point will unreasonably rush to a rejection of the entire group of welds.
This is an even more onerous requirement relative to the applications' service conditions; which unnecessarily risks rejection of 'that entire group of welds' (i.e. all welds performed). This risk adds significant cost to your project. We request that you amend Part 3.2.1 to require 5% of the piping welds, randomly selected, be spot x-rayed in accordance with B31.3 Paragraph 341.3.4 "Progressive Sampling for Examination".
RESPONSE: See response in the previous question.
99. Regarding removal and disposal of the contaminated soils on this project, will EM 385-1-1 Section 33 HAZWOPER requirements be applicable? Of particular concern due to time and cost are the 40-hour off site training requirements for those individuals potentially coming in contact with this material?
RESPONSE: EM 385-1-1 Requirements apply
