AMENDMENT 0003
P-193 RFI’s
1. Section 00010 Items 0001 and 0002 references a price for the total of items 0001AA-0001AE and 0002AA-0002AG respectively; is there a measurement and payment section or some other specification that describes items 0001AA-0001AE and 0002AA-0002AG?
RESPONSE: Besides the specifications and drawings in the attached files to download, there is a pdf file named "N4008515D0310Attachment_G_-_Bid_Schedule.pdf" which describes items 0001AA-0001AE and 0002AA-0002AG.
2. The pipe schedule in the specs show the MB (Membrane Feed Bypass) Line as Epoxy Lined Ductile Iron, but on sheet D-321A the butterfly valves are called out as V512 which are stainless steel. Should this line be stainless steel or the valves be V500 cast iron?
RESPONSE: The Membrane Feed Bypass line shall remain Epoxy Lined Ductile Iron and the referenced butterfly valves shall remain stainless steel.
3. On sheet D-321A there are additional spool pieces shown above the butterfly valves on the 4” MB line. Are these required or can the contractor have one spool piece from the valve up to the flange at the sample tap?
RESPONSE: Contract Documents are not modified by this response. Additional spool pieces may be provided as shown to facilitate installation. Contractor may reduce the number of spool pieces in this location at his option and for his convenience.
4. Please clarify your intent on restraints for the underground ductile iron piping. Will you allow proprietary restraint on the pipe with mechanical wedge action restraints on the fittings?
Would push on pipe with field locking gaskets be acceptable in lieu of proprietary restraint system?
RESPONSE: The proprietary restraints shall be provided by the pipe manufacturer.
Mechanical wedge action restraints are not allowed. Push on pipe with field locking gaskets are acceptable as long as they are provided by the pipe manufacturer. The Contract Documents will be modified via Amendment to reflect this clarification.
5. Please verify there are not any valves located on the Membrane Bypass Filters. Without valves there is no way to control the flow of water in or out of the filters.
RESPONSE: There are numerous valves located on the bypass filters. Per General Sheet Note 1 on D-321A, the valves are indicated in the P&IDs. Refer to DI602A, DI603A, DI604A, DI605A, DI606A and the Specifications.
6. Sheet DP402A shows the MB line entering the Bypass Filter Building as 24”, but the plans on sheet D-120A shows the line as 10”. Please clarify.
RESPONSE: The pipe called out on DP402A as a 24" MB is labeled incorrectly, it should be labeled as 10" MB after teeing off of the 30" MB pipe. The Contract Documents will be modified via Amendment to reflect this change.
7. The pipe schedule in the specs show the MB (Membrane Feed Bypass) Line as Epoxy Lined Ductile Iron, but on sheet D-111A the fittings are called out to be stainless steel. Should this line be stainless steel or epoxy lined ductile iron? Sheet D-311A section D has the underground portion of the MB line being HDPE.
RESPONSE: The buried MB pipe is HDPE and exposed MB pipe is ELDI. The blind flanges are SST because HDPE blind flanges are not pressure rated. Alternative of using HDPE blind flanges with ductile iron blind flange backings will be allowed.
8. Sheet D-111A shows the FBW/FTW line turning down into the backwash waste basin, but there is not a section showing how far down into the tank this should go. Please clarify if there is to be a flange x plain end piece of pipe and how long for this area.
RESPONSE: The plan drawing is correct. The pipe terminates with an elbow and does not go into the tank; there must be an air gap between the end of the pipe and the basin.
9. Specification Section 31 23 00.00 20 Page 4 F. states that unsuitable soils and petroleum contaminated soils are expected to be encountered and that payment for the removal, disposal and replacement will be paid by the unit price per cubic yard as specified in the “ Supplementary Instructions to Bidders”. Please include a bid item for this unit price.
RESPONSE: Besides the specifications and drawings in the attached files to download, there is a pdf file named "N4008515D0310Attachment_G_-_Bid_Schedule.pdf". It was uploaded with the specifications and drawings to NECO under the solicitation number.
Please utilize this form for price submittal.
10. Please give direction as to the location of the “Supplementary Instructions to Bidders”.
11. Due to the complexity of the project and proposal requirements, we request that the due date for proposals be extended by two weeks to August 4, 2015.
RESPONSE: Amendment #1
12. We have been unable to locate a detailed description of what scope included in Item 0002, Bid Option Item No. 1. Please direct us as to where we can find this description, or furnish it by addendum.
RESPONSE: Besides the specifications and drawings in the attached files to download, there is a pdf file named "N4008515D0310Attachment_G_-_Bid_Schedule.pdf" which describes Item 002, Bid Option Item No. 1. It was uploaded with the specifications and drawings to NECO under the solicitation number. Please utilize this form for price submittal.
13. Please refer to Specification Section 10 30 01.00 22: Design, Procurement, and Installation of Furniture, Fixtures and Equipment. We have several questions relating to this section:
a. Paragraph 1.3 states that the Government FF & E budget on the Bid Schedule/Price Proposal for FF&E and Planned Modifications is $1,004,064. Since this amount is to be included on the Solicitation Form, please clarify how it is to be broken down between Items No. 0003 and 0005.
b. Paragraph 2.1.1 states that Prime Contractors shall propose a Handling and Administration Rate (HAR) not to exceed 5 percent in the contract solicitation. Where is this fee to be indicated on our proposal?
c. Paragraph 1.4 calls for the Prime Contractor to provide an Interior Designer to coordinate the FF&E Package. Since the FF&E Package is to be funded separately, where should we include the cost of the Interior Designer in our proposal?
RESPONSE: Besides the specifications and drawings in the attached files to download, there is a pdf file named "N4008515D0310Attachment_G_-_Bid_Schedule.pdf". It was uploaded with the specifications and drawings to NECO under the solicitation number.
Please utilize this form for price submittal.
14. Paragraph 3.5, Section 33 20 00, says that if the Contractor is unable to obtain the required 70% well efficiency, the Contractor may be required to abandon the well, vacate the site, and refund previously paid monies to the Government. Does the “previously paid monies” refer only to the amount paid for the specific well in question, or the entire project?
RESPONSE: The "previously paid monies" refer only to the amount paid for the specific well in question.
15. Can offerors use WWTP or WTP projects to qualify for similar size and scope requirements?
RESPONSE: Water Treatment Plants need to be used to demonstrate relevancy in size and scope as outlined in the solicitation under Factor 1 – Experience.
16. In order to show the requirement for scope, do submitted projects need to be $20 Million in installing membrane filtration technology?
RESPONSE: Yes
17. Can offerors submit two separate projects to meet the requirements for relevant scope and size independently.
RESPONSE: Size and scope need to both meet the criteria in order to be considered a relevant project.
18. In section A on sheet D-340A there are valves to the left of each Membrane Feed Pump.
These valves are not shown in any other view and therefore not tagged. Please indicate the size, type, and tag for these valves.
RESPONSE: RESPONSE: The valves are part of the membrane skid package. They shall be sized and located by the skid manufacturer per the Specifications and P&ID. They are shown on the Drawings as generic illustration. See General Sheet Note No.1 on Drawing D-340A. Valves located on the membrane skids that are not specified in the valve schedule shall be V513 for service with pressure greater than 300 psi, V512 for service from in system from150 psi to 300 psi and V 520 for service below 150 psi.
19. On sheet D-443A there is a valve between the MF line and the FC line that is not tagged.
Please indicate the size, type, and tag for these valves.
RESPONSE:
20. Sheet D-442A has all the piping drawn as PVC pipe and fittings, but the pipe schedule does not give any other piping than stainless steel for some of those lines. Are we to follow the pipe schedule or the drawing?
RESPONSE: CF, CFR, CCR, CPR, DR, OF, PMS, MC, MF/W are shown on D-442A as PVC and listed as PVC on pipe schedule. MF is shown as 14" SST on the drawing and listed as SST on pipe schedule. The transition between 14" SST MF and 10" PVC MF/W occurs at the flange on the right side of the PVC 14" x 10" reducer.
21. The specs call for valve V520 to be 1-1/2” through 8”, however sheet D-342A has several of these called out on 10” lines. Please clarify which is incorrect.
RESPONSE: Drawing D-342A is correct. The Specification will be modified via Amendment to reflect the change to 1-1/2" through 10".
22. On sheet D-342A section E the pipe coming up through the grating farthest from the left is labeled as 10” CF. Shouldn’t this be the CCR line?
RESPONSE: The 10" pipe on the left of 4" CPR is correctly labeled as the 10" CF.
23. Sheet D-442A where the 12” line is between the tank and the pump looks to reduce in size before connecting to the pump, however there is not a notation or fitting indicating that anywhere. Please clarify if the 12” line reduces at the pump.
RESPONSE: The reducer shall be sized by the Contractor as required to suite the pump suction nozzle size for the equipment provided by the Contractor.
24. On sheet D-442A there is a meter drawn between the cleaning pump and the cartridge filter with no label. Please provide the label for this meter.
RESPONSE: 40CF-FE-43000.
25. Please provide a section or detail on the connection between the finished water and the suction of the high service pumps at the treatment building.
RESPONSE: A section has already been provided. See Section F on D-343A.
26. Sheet D-444A has valve 95FW-PCV23500 called out, but I don’t see that valve on any schedule. Please clarify this valve.
RESPONSE: Subject valve is a 12" Surge anticipator valve, Type V755. The Contract Documents will be modified via Amendment to reflect the clarification.
27. Please provide a better description or specification for your intention of the “Energy Dissipator 12” Blind Flange w/4” spacers.”
RESPONSE: As described in the Contract Documents, the energy dissipator is a ductile iron blind flange installed at the end of the surge anticipator valve discharge pipe to deflect the flow at the point of discharge. The bolts at the flanges shall have 4" long spacers (tubes) to allow the water to leave the pipe through the space between the flange and the blind flange.
