The following have been added by full text:
AMENDMENT 0005
Question 1: The RFP states that the narrative shall include “a draft schedule of events” and then notes that the “draft schedule” must comply with the solicitation requirements. Is it acceptable to include a Primavera Schedule in addition to our narrative to demonstrate our compliance with the RFP?
Response 1: Yes, a Primavera P6 schedule is acceptable per specification 01 32 17 00 25, paragraph 1.4.
Question 2: Will this project be exempt from the state sales tax?
Response 2: The Department of the Navy does not provide a tax exempt number for use. Contractors must coordinate with the cognizant state office with the authority to render an opinion regarding the propriety of such tax exemption.
Question 3: Paragraph 1.1 of section 07 28 00.45 10 states 'The contractor is responsible for the construction of an air barrier system that is contiguous and connected across the six surfaces of the building envelope. The plans for this project do not call out for the vertical building envelope surfaces to be replaced nor for the interior face of the exterior envelope to be replaced. The plans do not indicate the installation of an air barrier system anywhere except where new work is being performed.
Is a vapor barrier system required throughout the existing building envelope where it is not indicated on the plans?
There are building air tightness tests indicated in paragraph 3.3 of that section. How are these test requirements to be met if the existing building envelope is not having a vapor barrier system applied?
Response 3: Exterior work around the perimeter of the building as indicated is not continuous so therefore the air barrier system is not required in areas that do not contain work. The Building Air Tightness Test is not required.
The thermography test and associated reports should be completed in accordance with ASTM C1060 and ISO 6781, as specified in section 07 27 00.45 10 paragraph 3.4.
Question 4: Metal wall panels are shown in elevations AE 201 and AE 202, with details on AE 523. No specification was provided on these wall panels. What are the requirements for material, finish, and dimensions for these panels?
Response 4: The intent for the metal panel in the area of the clerestory window infill is to match the existing, vertical, flat, aluminum exterior wall panels. Provide a 70% PVDF (Kynar) finish to match the bronze color of the existing panels.
Question 5: Specification 28 31 76 paragraph 1.10.1 is unclear as to the warranty requirements for the fire alarm system. The paragraph states that repair services shall be available for ten years after final acceptance, while separately it is stated that during the guarantee period that service shall be onsite within 24 hours. Is the intent of the paragraph to specify that service shall be provided as part of this contract for ten years after final acceptance, or that after the one year general construction guarantee period that the owner will be able to setup a separate service contract?
Response 5: It is the intent that the warranty be for one year under the general construction warranty period. The panel should be from an established manufacturer, with spare parts available for the foreseeable future, and where service is available from the manufacturer.
Question 6: Note on S-002 states that all paint on steel is assumed to be lead and is to be removed prior to welding.
Are there test results for this?
Response 6: Revise the Note 11 on S-002 to state “Assume all paint on metal bar joists is NOT lead”.
Question 7: Is there a specification for the precast sills required per window section B4/AE303 for Option #1?
Response 7: Delete precast concrete sill note on detail B4/AE303. Provide stone sills as indicated in specification section 04 20 00 paragraph 2.4.
Question 8: Specification Section 07 27 00.45 10 - Building Air Barrier System: Please define the products or performance criteria required for the continuous air and vapor barrier system.
Response 8: Exterior work around the perimeter of the building as indicated is not continuous so therefore the air barrier system is not required in areas that do not contain work. The Building Air Tightness Test is not required.

Question 9: Please clarify which information is correct regarding the demo at the existing Stage Area. Drawing A1/AD101 indicates an 8' wide stair for removal, whereas, A1/SD101 indicates removing a set concrete stairs which are approximately 38' long.
Response 9: The existing stairs are 36’-8” long and exist under the stage area shown on AD101. The 8’ wide section of stairs shown on AD101 is what is exposed and still in use.
Question 10: Please confirm if the contractor is required to provide swing space for office tenants' use during the demolition and construction during phase 1, 2, and 3?
Response 10: All swing space will be space inside the building. This will need to be coordinated with the contracting officer and NOSC command staff after project award.
Question 11: Per the phasing plan, where are the occupants of the office spaces included in each phase to be relocated to? Inside the building? Outside the building?
Response 11: All temporary office space will be located inside the building. The rooms to be used for temporary office space will need to be coordinated with the contracting officer and NOSC command staff after project award.
Question 12: Written specifications have been provided for the genset or automatic transfer switch. However, the genset & ATS on not shown on the single line diagram #EP501. No other information has been provided for the genset & ATS systems. Do they exist or are we to provide these? Please advise?
Response 12: Written specifications for a generator and an automatic transfer switch have not been provided. An existing generator and existing automatic transfer switch are shown on the one-line on EP501, but are informational only. Correct, as this is not part of the project. A generator and automatic transfer switch exist and are not part of this project.
Question 13: Please provide the manufacturer of the existing lockers in the hallways that relates for specification section 10 51 13. The drawings and specifications are not clear who the existing metal locker manufacturer is.
Please advise?
Response 13: The existing metal locker manufacturer is unknown.
Question 14: Referenced in specification Page 3 section 1.3.1 it talks about ATFP requirements but there is no information provided on the standoff distance and what the blast pressure is that we need to design for. It mentions chart 2-1, but I do not see that chart included in the documents. Please provide this information.
Response 14: Regarding specification section 08 60 46 page 3 paragraph 1.3.1. Table 2-1 is located in the UFC 4- 010-01 as referenced. The contractor will be responsible for obtaining this document and other associated documents. This can be done through the Whole Building Design Guide website at www.wbdg.org.
Question 15: Reference drawing AD101 and AD102 note 19: Question; please indicate which room number this note is applicable to?
Response 15: Rooms 112 and 120 as indicated on Sheet AD101.
Question 16: In regards to the insulated translucent fiberglass skylights, specification section 08 60 46, 1.3.1 states that "where indicated as ATFP panels, panels are to meet "Low level of Protection" requirements, refer to Table 2-1.
However, the drawings do not appear to indicate them as ATFP panels. Will the skylights be classified as ATFP panels and therefore will need to meet this low level of protection per table 2-1? If so, please provide more information such as stand of distance and blast pressure?
Question 16: No, translucent fiberglass skylights do not require implementation of the ATFP Standard 10 provisions.
Question 17: The window manufacturers that are bidding this project are telling us that they are having the following issues with the specs that are making it impossible for them to meet the specs. Please advise.
a. Specification section 08 51 13, 1.10.5 calls for a U-factor maximum of 0.30. However, the window manufacturers are telling us that they can't achieve this U-factor. The closest they can come to that is a u value of 0.33 with a CRF of 58/72 (frame/glass) for the fixed windows and a u value of 0.46 with a CRF of 54/65 for the operable casement windows. Please advise if this would be acceptable.
Response 17a: U-values of 0.33 and 0.46 for the fixed and operable windows respectively are acceptable.
b. The window manufacturers are telling us that they cannot meet the blast loads that are specified in specification section 08 51 13, 1.10.2.3, blast loads. They are saying that zones 1 through 3 are in far in excess of what they need to be and are not achievable for them. Can you please examine the blast requirements and advise?
Response 17b: The glazing resistance for the design of windows with stand-off distances greater than 25 feet is defined in specification section 08 51 13, paragraph 1.10.2.1.
Question 18: Drawing AE102 indicates opening 149 with architect's keynote 7, as does hardware set 6. This opening does not appear on the door schedule on AE601. Please advise.
Response 18: Add door 149 to the door schedule. Door type, door size, door finish, frame, frame size and frame finish shall be the same as door 142. Head and jamb details will be similar. Throat size shall be field verified.
Question 19: Hardware set 7 indicates an exit device at openings 104A, 111, and 117A. However, openings 104A and 117A are in a storage room and a closet. Please advise.
Response 19: Delete exit device from doors 104A and 117A. Provide exit device on Door 111 as specified.
Question 20: Rooms 130, 131, 132 and 139 are on the finish schedule as getting no ceilings, but they show ACT ceilings on the RCP. Please clarify.
Response 20: Provide ACT (SAT-2) is rooms 130, 131, 132 and 139 as indicated on the RCP.
Question 21: Could you provide specific item numbers for the acoustical ceiling tile that you want?
Response 21: Basis of design products are located on Sheet AE641.
