Amendment 0003
In response to RFI submitted, the following answers are provided:
Question 1: Sheet G‐003 shows work occurring in corridors, including finishes, under Phase 1 that are otherwise in areas labelled Phase 2 and 3. The demolition and structural sheets call for the replacement of all roof decking. The geometry of the phase 1 corridors and the phase 2 and 3 work does not correspond to the structural steel and associated roof replacement that would occur concurrently. Can the phase 1 corridors, phase 2, and phase 3 boundaries be adjusted to reflect the roof and deck replacement?
Response 1: Yes, it should be expected that after project award, a preconstruction meeting would take place to discuss phasing and develop the most timely and effective roof replacement schedule as well as to minimize impacts to the NOSC’s mission. Please note that there are areas that must remain secure at all times, so roof replacement must be coordinated with security personnel and be completed in a timely fashion as not to leave those areas exposed to intrusion or weather.
Question 2: What is acceptable as temporary protection beneath roof deck replacement areas that are occupied if the phasing boundaries cannot be adjusted, since the utilities and ceilings in those areas are hung below the deck and roof deck replacement would need to proceed ahead of the interior work?
Response 2: Temporary protection will be determined by the general contractor in order to not disrupt personnel and/or damage existing materials to remain. It should be expected that after project award, a preconstruction meeting would take place to discuss phasing and develop the timeliest and effective roof replacement schedule as well as minimizing impacts to the NOSC’s mission.
Question 3: There is existing duct noted to remain on the plans. Is duct cleaning required on the existing duct?
Response 3: No, although cleaning of the large ductwork in the Upper Drill Hall while it’s cut open should be performed.
Question 4: Duct air leakage testing (DALT) is not mentioned in the specifications. Is DALT required on this project?
Response 4: DALT is not required for this project as all duct is low pressure. Seal duct per schedule on Sheet M‐602.
Question 5: Topsoil stripping and placing of new topsoil is indicated by note on sheets C101 and CR101, but no limits are provided with regard to those notes. What are the boundaries of topsoil stripping and replacement?
Response 5: Strip topsoil per Section 31 23 00.00 22, 3.2.2 “Stripping” from the site where excavation or grading is indicated and provide soil preparation at all areas disturbed by the contractors operations per Section 32 92 19 Seeding, 3.1.1 “Extent of Work” and provide 6 inches of topsoil on all disturbed areas not otherwise specified per note 11 on Sheet CD501.
Question 6: Existing teledata jacks are shown to remain on sheets ED101, but are not shown differently than new work on sheets EP101. Are existing teledata jacks to be rerun with new CAT6 cable or are they to remain as is and be reconnected at the panel?
Response 6: Teledata jacks shown as existing on Sheet ED101 shall remain including cable. Jacks shown dark dashed on ED101 shall be removed. Jacks shown on Sheet EP101 are shown as dark and shall be new.
Question 7: There are existing teledata jacks shown on sheet ED 101 that are not marked to be removed, that are not shown on sheet EP101. Are these teledata jacks to be removed, be rewired, or to remain as is?
Response 7: Teledata jacks shown as existing on Sheet ED101, but not shown on Sheet EP101 shall remain.
Question 8: Specification 02 84 16 was provided regarding disposal of PCB Ballasts and Hg Lamps which included sections on leaking PCB's. No information was provided on demolition plans, within the Hazmat Report, or the specifications regarding quantity. How many PCB ballasts should be assumed on this project?
Response 8: The light fixtures were replaced in a 1997 building wide renovation. It is most likely that there are no existing ballasts containing PCBs. The specification section was provided in the event that a PCB‐containing light ballast is encountered.
Question 9: How many leaking PCB ballasts should be assumed on this project?
Response 9: The light fixtures were replaced in a 1997 building wide renovation. It is most likely that there are no existing ballasts containing PCBs.
Question 10: On B2/CS103 there is a note 10 in the geothermal field calling for topsoil replacement that was also called out on C101 and CR101 in the base bid. Is the topsoil work in the geothermal field in the base bid or in option 2?
Response 10: Include topsoil work associated with the construction of the geothermal wells and piping in the base bid. Include topsoil work associated with the construction Option 2 (Parking Improvements) in Option 2.
Question 11: Note 8 on CR101 calls for stripping 6" of topsoil. Can this topsoil be bermed onsite or will removal from the site be required?
Section 31 23 00.00 paragraph 1.7.4 calls for offsite disposal at a licensed facility and includes testing.
Are there any contaminants within the soil and at what concentration?
Response 11: Stripped topsoil may be temporarily stockpiled on‐site and reused as topsoil to the maximum extent practicable. Stripped topsoil to be reused shall be processed and amended per laboratory soil analysis to meet the requirements for topsoil indicated in Section 32 92 19 Seeding.
Dispose of excess or unsuitable topsoil according to the paragraph entitled “Disposition of Surplus Material” contained in Section 31 23 00.00 22 Excavation and Fill.
There are no known contaminants in the soil.
Question 12: Note 8 on G002 states to acquire permits at no additional cost to the government.
Language in Division 1 states that permits will be provided by the government except where specifically noted. The Storm Water Prevention Plan is specifically noted in section01 57 19.00 to be the responsibility of the contractor, and only four inlet protections are shown in the documents for base bid work even with the topsoil and geothermal field disturbance. There is an increase in state of Connecticut fees and filing requirements associated with sitework larger than one acre. If option 2 is taken, site disturbance will exceed one acre.
Is the contractor responsible for developing and implementing a site erosion control program for the Storm Water Prevention Plan in accordance with state of Connecticut regulation?
Are stormwater permitting fees to be included in the contract?
Response 12: If site disturbance exceeds 1 acre, then the contractor is responsible for gaining authorization under the general permit for the project, payment of registration fees and compliance with general permit requirements and conditions, including the preparation and implementation of a Stormwater Pollution Control Plan. Whether the 1 acre threshold is exceeded and authorization under the general permit is required, is dependent on the contractors operations.
Question 13: Sheet AE120 shows the existing roof over the fitness room to remain. There are no flashing details regarding the connection of the existing roof to this raised roof area to remain. What is the termination detail for the new roof to this area?
Response 13: There is an existing roof isolation joint that runs around the perimeter of this slightly higher roof over the fitness room. A roof isolation joint (similar to details A4/AE522 and A3/AE523) will need to be provided at this interface.
Question 14: The wage determination issued for the seed project in Amendment 0001 is General Decision Number CT140021 dated 2/21/2014 and contains a note indicating “weighted union wage rates will be published annually each January”. Does this note mean that the prevailing wages would have to be adjusted each January?
Response 14: The rates on the Wage Determination in effect at time of contract award are fixed over the life of the contract for the purpose of establishing the minimum hourly rates acceptable under this contract.
Question 15: In order to properly present an overall draft schedule, is it possible to provide the draft schedule in 11” x 17” format?
Response 15: Yes, an 11” x 17” format is acceptable for the draft schedule submitted under Factor 5 only and each page of the draft schedule would count as 1 page. Additionally, the font size requirements for the draft schedule are deleted. It is expected the draft schedule be legible and information clearly presented.
Question 16: The RFP states that up to three conceptual drawings for the seed project may be provided to supplement the narrative. Since the seed project is a Design Bid Build project, are conceptual drawings needed?
Response 16: The requirement for conceptual drawings is deleted. The Government had included this requirement before identifying the seed project. As the seed project is fully designed, there is no need for conceptual drawings.
Question 17: It is not stated in the solicitation or amendments received to date, what the specific bonding requirements are. Is the bonding requirement “Bid Bond in the amount of 20% of the bid price not to exceed $3,000,000.00” or is there a different requirement in effect?
Response 17: The requirements for Payment and performance bonds are listed on page 35 of the solicitation, clause 5252.228‐9305. The Bid Bond requirement is listed on the Bid Schedule in Amendment 0001 as follows “The minimum bid guarantee shall be in a penal sum equal to 20 percent of the largest amount for which award can be made but not more than $3,000,000.00 (aggregate amount of Items 0001‐0005 below). Refer to clauses 52.228‐1 and 5252.228‐9305. The applicable Bid Bond Clauses are 52.228‐1 and 5252.228‐9302 which is hereby incorporated in full text.
Question 18: In response to numerous questions regarding the page limitations for the Phase II Technical Solution Submittal requirement, the following clarification is issued:
The overall page limit for Factor 5, Technical Solution, shall not exceed 50 pages, excluding cover page and tabs. Within the 50 page limit, there is a limitation of six (6) double‐sided pages or twelve (12) single‐sided pages for the seed project. The limitation for the seed project includes any pages devoted to a project schedule.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

5252.228-9302 BID GUARANTEE (OCT 2004)
To assure the execution of the contract and the performance and payment bonds, each bidder/offeror shall submit with its bid/offer a guarantee bond (SF 24) executed by a surety company holding a certificate of authority from the Secretary of the Treasury as an acceptable surety, or other security provided in FAR Clause 52.228-1, “Bid Guarantee”. Security shall be in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the bid submitted, but in no case to exceed $3,000,000. A copy of the agent’s authority to sign bonds for the surety company shall accompany the bid guarantee bond. (End of provision)
