The following have been added by full text:

AMENDMENT 0004

The purpose of this Amendment is to provide answers to RFIs submitted and to extend the time for receipt of Phase II proposals from 1 April 2014 to 2:00 P.M. 8 April 2014

Question 1: Sheets AD101 & AD102 call for specific items such as lockers to be salvaged and reinstalled. Section 01 11 00 paragraph 1.4.1 of the summary of work states 'work will also include the provisions for temporarily relocating the building tenants during construction, including but not limited to, moving, storage, and use of temporary facilities per section 01 50 00. Section 01 50 00 only calls for the provision of a temporary shower facility and two forty foot storage trailers. Section 01 14 00 in paragraph calls for the contractor to remove and place back all unfixed furniture. No site visit was provided so it is unclear what the existing furniture within the building is.

What furniture or materials, beyond what is called for on sheets AD101 & AD102, is the contractor responsible for moving within the building, and what is the contractor responsible for storing outside the building?

If furniture and materials movement and storage beyond what is called for on sheets AD101 & AD102 is the contractor's responsibility, what are the quantities and types of furniture and materials?

What is to be stored in the two storage trailers being provided by the contractor to the owner?

Response 1: The existing furniture consists of typical office furniture in the private offices and modular office furniture in the open offices. Furniture to be used by NOSC personnel during construction will be relocated by the contractor to another part of the building for the construction period and then moved back upon completion.

Furniture not used during the construction period will be either relocated to an area in the building or relocated to the temporary storage trailers located on site.

Question 2: New outlets are shown on sheets EP101 & EP 102 on existing walls. Section 26 20 00 paragraph 3.1.2 calls out that all conduits are to be EMT, unless otherwise noted. Surface metal raceway product data is listed in paragraph 2.3.1. On existing walls how are new outlets and raceways to be installed; surface mounted EMT, surface metal raceway, concealed EMT, or concealed MC?

Response 2: Wiring, conduit and boxes for new receptacles on existing walls shall be concealed.

Question 3: Reference Section 01 11 00 para 1.8 9 page 3: the specification requires GPR and electromagnetic or sonic equipment to scan the construction site, floor and roof structures.

Please clarify what the intent is in scanning the roof when it is to be removed down to the metal deck? Can you be more clear as to which areas are to be scanned?

Response 3: Scanning of the roof is not required.

Question 4: To what extent does the floor need to be scanned? ie: Is it only in locations where penetrations are to be made or ? Please clarify the expectations of the government with this requirement.

Response 4: Scanning of the floor is only required within areas of work that include excavations and penetrations.

Question 5: It is not clear from the drawings that the mechanical systems demolitions can be phased in order to keep heating and cooling in the building while it is being occupied. Is it expected the contractor phase the mechanical systems in such a way that the system is left operational in the rest of the building of which is not included in the current phased work or is the contractor required to provide temporary heating and cooling for the occupants of the building? Also, If temporary heating and cooling is required, what would be the level of heating and cooling required for the occupants comfort level if required.

Response 5: The building must be kept heated to a minimum of approximately 50 degrees F at all times if work is during the winter season. Use of existing fintube and its dedicated piping loops while fan coils and their piping are removed. Temporary PEX tubing to temporary unit heaters, other similar approaches, or limited use of electric heat in smaller spaces may also be considered. Fully-occupied rooms must be maintained at or above approximately 65 degrees F during working hours, to include rooms: 111, 112, 115, 117, 120, 121/123, 127, 156-160, 128, 135, 142,

148. If work is during the winter, it is anticipated that the existing gas boiler will be maintained operational until spring, or until expedited cutover to geothermal, or that a temporary boiler will need to be provided.

Ideally, cooling system work will be performed during late fall, winter and early spring. The contractor shall make every effort to coordinate work such that cooling (chilled water system) downtime is minimized. The geothermal well-field shall be installed and pressure tested prior to shut-down of the chiller system. It is acknowledged that there will be a period of several weeks between removal of the existing chiller and start-up of the geothermal plant, during which time no cooling is available.

Coordinate work such that the fully-occupied rooms listed above are prioritized for installation of new fan coils and connection to cooling once chilled water it is back online.

Basement weapons vault 002 shall be dehumidified using residential dehumidifiers during period when AC is not available. (Seal off remaining ductwork during this time.)

Dedicated AC in LAN rooms 122 & 122A must be maintained at all times, or a temporary system must be provided if dedicated AC is taken offline. This will need to be coordinated with the NOSC personnel.

Question 6: Plumbing Drawings C4/P401 refer to a water softener. Please provide a basis of design for this unit.

Response 6: Water Control Corp, LF Series.

Question 7: M-701 shows a H/C water temperature tank (T-1). Please provide a basis of design for this unit.

Response 7: A.O. Smith Commercial Type TJV.

Question 8: Will this project be awarded before fall of 2014?

Response 8: Yes.

Question 9: Could you please clarify what existing furniture and furnishings are expected to be moved by the contractor and where we and the required storage facility red to store the furnishings.

Response 9: The existing furniture consists of typical office furniture in the private offices and modular office furniture in the open offices. Furniture to be used by NOSC personnel during construction will be relocated by the contractor to another part of the building for the construction period and then moved back upon completion.

Furniture not used during the construction period will be either relocated to an area in the building or relocated to the temporary storage trailers located on site.

Question 10: Is this facility going to be occupied 5 days a week? Please clarify.

Response 10: Yes, the facility will be occupied five days a week and sometimes seven days a week.

Question 11: Item No. 0003, Option No. 3 is for "Interior Finish materials as indicated" according to the Bid Schedule, we would like for you to please clarify what specific scope items are included in this option. On drawing AD640 in the "Room Finish Schedule Remarks" Note A, it states, "Flooring, wall base and wall finish removals to be included in Option 3. On drawing AE 640 it states, "Flooring, wall base and wall finish work to be included in Option 3". Please clarify what this includes. Does it include the GWB, taping, finish painting etc.? Thank you.

Response 11: Option #3 includes the removals of flooring and wall base in those rooms indicated on AD640 and new flooring and wall base along with interior wall paint in those rooms indicated on AE640.

Question 12: There are no Fire Extinguishers or cabinets shown on plans, but there is a specification for them.

Please advise if there are any FEC to be included in this project. Thank you.

Response 12: The NOSC already has fire extinguishers throughout the facility. Fire extinguisher cabinets are not required.

Question 13: There are Wire Mesh Partitions shown on drawing AE102 in the USMC Supply room 111, First Floor Part Plan, but there are no specifications. Could you please provide us Specifications for this work?

Response 13: Refer to attached specification Section 10 22 13 WIRE MESH PARTITION.

Question 14: On drawing SF101, Note #7 states, "1-1/2" x 18 ga. galv. steel roof deck", and on drawing AD520 there are arrows pointing to the Acoustic roof deck to be removed. Is the entire steel roof deck on this facility to be removed? Please advise.

Response 14: Drawing SF101 is indicating new work, including steel deck to be provided. Drawing AD520 is indicating the removal of the existing (tectum) roof deck. There is currently no steel roof deck on the building other than the area over the fitness room which is to remain.

Question 15: Item 0005a, Option 4 is for the Solar Voltaic system on the roof, does this option include all the structural and roof flashing necessary to support this system or is the structural steel support system and necessary roof flashing in the base bid? Please clarify.

Response 15: Yes, this would include all structural and roofing work necessary to provide the system.

Question 16: Item No. 0005b, Option 4, is for an "Addition of single photovoltaic panel to system", is this just the cost of the panel only or for the panel, the structural steel support system and roof flashing necessary to add one more panel to Item 0005a? Please clarify.

Response 16: Yes, this would include all structural and roofing work necessary to provide the additional panel(s).

Question 17: Sheet G-003 Can you provide a location for the 40' storage trailers and for the temporary modular shower?

Response 17: The locations for the temporary facilities will need to be coordinated with the Contracting Officer, NOSC personnel and also coordinated with work being performed. Locations shall not to impede site access for both the contractor and NOSC personnel. The intent for the temporary shower facility was to be located near the water supply and sanitary sewer for ease of temporary utility connections. Locate temporary facilities for approval as required in the contractor’s construction site plan; specification section 01 50 00.00 20, paragraph 1.4.

Question 18: Please confirm that all furniture will be re-located by the client.

Response 18: All furniture shall be relocated to and from temporary office areas in the building or storage trailers on site by the Contractor.

Question 19: The specification calls for a minimum of 10 showers. How many should be men's and how many should be women's.

Response 19: The portable shower facility shall have 8 male and 2 female showers in separate rooms/areas. If work in Women's Head 140 can be coordinated and accomplished within two weeks to minimize downtime of women's showers, then portable shower facility can be all male.

Question 20: Will there be access to a local sewer line or will a holding tank be required?

Response 20: The Contractor shall coordinate temporary location of portable shower facility. There is a sanitary sewer manhole on the Northwest side of the building, but a holding tank is acceptable provided that the contractor is responsible for emptying and disposal at regular intervals at no additional cost to the Government.

Question 21: The Commissioning spec appears to conflict with Section 01 45 00 scope-wise. Please clarify who is supposed to be doing the commissioning.

Response 21: The contractor shall hire the commissioning authority who will coordinate with and report to the Government’s contracting officer as stated in specification section 01 45 00.00 20 paragraph 1.11.3.1.

The following specification Section 10 22 13 Wire Mesh Partitions is added to the solicitation.
