About this file
This is Amendment 0003 to solicitation N4008426B2000, issued by NAVFACSYSCOM FAR EAST on February 2, 2026, for Integrated Solid Waste Management South at Marine Corps Installations Pacific (MCCI-PAC) Camp Smedley D. Butler, Okinawa, Japan. The amendment extends the response due date from 10:00 AM on February 12, 2026, to 10:00 AM on Thursday, February 19, 2026. Offerors must acknowledge receipt of this amendment prior to the extended deadline through one of three methods: completing items 8 and 15 and returning copies; acknowledging receipt on each copy of the offer submitted; or sending separate written communication referencing the solicitation and amendment numbers.
The amendment provides Government responses to three pre-proposal inquiries. Question 1 addressed the scope of loose waste collection, with the Government clarifying that contractors must collect all loose waste inside enclosures, but oversized items that cannot fit in a 10-gallon bag, hazardous materials, land-clearing debris, and construction projects are excluded unless they result from one-time events like base festivals occurring within the enclosure. Question 2 clarified spillage responsibility, establishing that waste outside the enclosure is not the contractor's responsibility, but loose waste, scattered debris from improper disposal by occupants, and spillage present in the enclosure before contractor arrival must be collected. Question 3 addressed damage to contractor-owned property, with the Government confirming it bears no responsibility for contractor-owned property damaged due to tenant or customer negligence. All other terms and conditions of the solicitation remain unchanged.

Miscellaneous text in this section has been modified to:
1. The purpose of this amendment is to provide Government responses to the received inquiries. Responses to the Pre-Proposal Inquiries received as shown below.
Question 1.
Please confirm whether the requirement in Section 3.1 (Page 120) to collect "all loose wastes" is limited to waste generated from normal, recurring day-to-day operations, and does not include waste generated from non-routine or special activities, including but not limited to oversized items, hazardous materials, land-clearing debris, construction or maintenance projects, or other one-time events. (Ref: 3.1 Page 120)
Government Response to Q1:
All loose waste inside the enclosure shall be collected by the contractor.
Single oversized items that cannot fit in a 10-gallon bag, hazmat materials, land-clearing debris, construction or maintenance projects is not the contractor's responsibility to collect.
Waste due to one-time events such as base festivals shall be collected by the contractor if:
- wastes are in the enclosure.
- waste as defined in spec item 3.
Question 2.
Please confirm whether the requirement to "collect and dispose of any spillage" in Section 3.1 (Page 120) is limited to spillage caused during the Contractor's collection operations, and excludes solid waste spillage created by Government personnel or tenants prior to collection. (Ref: 3.1 Page 120) trash bags placed outside containers that have ruptured or spilled prior to collection loose waste dropped or left in the trash enclosure by users debris or waste scattered due to improper disposal by occupants solid waste spillage present in the enclosure before the Contractor's arrival

Question 3.
Regarding PWS paragraph 2.3.5, Protection of Government Property, we understand that during execution of the work the Contractor is responsible for protecting Government property and for restoring, at no cost to the Government, any areas damaged as a result of Contractor negligence. However, we respectfully request clarification on the following scenario:
If Contractor-owned property is damaged due to tenant or customer negligence, how should responsibility be determined under the contract?
For example:
Contractor-provided containers delivered under CLIN 3.5 MCB/USNHO and DECA / DECA CDC are damaged on site due to tenant misuse or negligence; or A Contractor refuse collection vehicle is damaged when tenants improperly dispose of hazardous waste in plastic bags mixed with general refuse, contrary to disposal guidance. In such cases, where the damage is not the result of Contractor negligence, please clarify:
1. Whether repair or replacement costs are the responsibility of the Government; and
2. What documentation or reporting is required to properly address and resolve these incidents.
Government Response to Q3:
Government shall not be responsible for damaged contractor-owned property.
2. The solicitation due date/time is extended from 10:00AM, 12 February 2026 to 10:00AM, Thursday 19 February 2026.
3. All other terms and conditions of this solicitation remain unchanged.
