About this file

This is Amendment 0002 to Solicitation N4008426B2000, issued by Naval Facilities Systems Command (NAVFACSYSCOM) FAR East on January 22, 2026, for Integrated Solid Waste Management Services at Marine Corps Installations Pacific (MCCI-PAC) Camp Smedley D. Butler, Okinawa, Japan. The amendment is effective January 22, 2026, with requisition number N40084 and is administered by the contracting office in San Diego, California.

The amendment provides Government responses to twelve pre-proposal inquiries received regarding the waste management contract. Key clarifications include: loose green waste (leaves, grass, weeds) must be collected but oversized items like tree stumps and large branches are excluded; small appliances containing hazardous or pressurized gas shall not be collected; the Vehicle and Equipment ELIN covers all costs to maintain and operate vehicles and ensure clean appearance; liquid spillage caused by Government personnel within trash enclosures is not the Contractor's responsibility; disassembled bulky waste becomes general waste once dismantled and placed in clear bags; properly segregated recyclables may be located within the same solid waste enclosure; and historical data indicate MCB averages 20-25 containers per year and USNH averages 35-40 containers per year, with FY24 showing 1,034 tons of recyclable waste from 5,402 tons total. Work outside regular hours (0730-1630, Monday-Friday) requires Contracting Officer approval unless specified otherwise in annexes, with certain locations requiring 24/7 service without separate approval.

Miscellaneous text in this section has been modified to:

1. The purpose of this amendment is to provide Government responses to the received inquiries. Responses to the Pre-Proposal Inquiries received as shown below.

Question 1.

The specification requires green waste to be collected only when it is properly placed in a clear bag and does not exceed a 33-gallon sized bag. Please clarify whether green waste that is unbagged or oversized green waste is still required to be collected as "loose waste." (Ref: 3 Page 120)

Government Response to Q1:

All loose green waste such as leaves, grass clippings, weeds shall be picked up by the Contractor. Any oversized green waste such as tree stumps and large tree branches are not be considered green waste.

Question 2.

For the 'Vehicle and Equipment' price, could you please clarify which costs are included? (Ref: Attachment 03-11)

Government Response to Q2:

Per PWS Spec Item 3.3, Vehicle and Equipment ELIN shall cover all cost to ensure clean appearance, minimal foul odors, and normal working condition such as costs to maintain and operate the vehicles to provide service in this contract.

Question 3.

Please clarify if the requirement to collect "all loose wastes" is limited to waste generated during normal, routine operations, and does not include oversized, hazardous, or non-routine waste. (Ref: 3.1 Page 120)

Government Response to Q3:

Please clarify question. What does routine and non-routine waste refer to?

Question 4.

Please clarify whether large trees or oversized branches located within waste collection areas are included in the Contractor's collection responsibility. (Ref: 3.1 Page 120)

Government Response to Q4:

Not the Contractor's responsibility to collect.

Question 5.

Are small appliances containing, or potentially containing, hazardous, flammable, or pressurized gas required to be collected as general waste, or are they excluded from routine collection and subject to separate Government instruction? (Ref: )3.1.1.1 Page 121

Government Response to Q5:

No. All small appliances containing hazardous, flammable or pressurized gas shall not be collected by Contractor.

Question 6.

Please clarify whether the requirement to "collect and dispose of any spillage" applies only to spillage caused during the Contractor's collection operations, or also to spillage caused by Government personnel or tenants. (Ref: 3.1 Page 120)

Government Response to Q6:

Please clarify or cite examples of spillage caused by Government personnel or tenants. Liquid spillage caused by the Government within the trash enclosure is not the Contractor's responsibility to clean up.

Question 7.

N4008426B20000002

Please clarify whether waste that contains hazardous or pressurized gas is excluded from the requirement to collect "all loose wastes." (Ref: 3.1 Page 120)

Government Response to Q7:

Wastes that contain hazardous or pressurized gas are excluded from the requirement to collect all loose wastes.

Question 8.

Question 1: Recurring Container Delivery and Pickup (Monthly ELIN Pricing)

PWS 3.5 does not specify required quantities for container delivery and pickup services. Is there a maximum anticipated number per year the Government is considering for this recurring monthly price?

Historical data in Attachment J-1503030-06 is provided for reference. Please confirm how pricing will be handled if actual container requests exceed historical quantities.

Question 2: Use of Historical Data

Does Attachment J-1503030-06 represent estimated workload limits, or is it provided for informational purposes only with no ceiling on future orders?

Question 3: Non-Recurring Container Pricing (10-Ton / 4-Ton Containers)

The pricing schedule requires unit prices for non-recurring 10-ton and 4-ton containers (25 EA each).

Please clarify under what conditions container delivery and pickup will be ordered as non-recurring work instead of under the recurring monthly service in PWS 3.5. (Ref: )PWS 3.5 Container Delivery and Pickup

Government Response to Q8:

Historical data provided in attachment J-1503030-06 suggest that MCB averaged between 20-25 and USNH averaged 35-40 containers per year. The Contractor should factor in fluctuations of containers used per year. For Non-recurring work, customers that do not contain ELIN 3.5, Container Delivery and Pickup may order through a non-recurring task order with a pre-negotiated price per service performance not to exceed estimated quantity (in this case, 25) per option year.

Question 9.

Basis for Unit Price Development for Recycling and Disposal ELINs The PWS requires the Contractor to collect mixed solid waste, recycle solid waste to comply with the installation's waste reduction policy, and dispose of non-recyclable waste.

At the time of collection, the Contractor cannot determine the proportion of recyclable versus non-recyclable materials contained within mixed solid waste.

Based on this, please clarify:

o On what basis bidders should develop and submit unit prices for the following ELINs when waste is mixed at pickup:

(S) 3.2.1 Non-Recyclable (Disposal)

(S) 3.2.2 Recyclable (Recycling) o Whether unit prices should be based on historical averages, a fixed assumed ratio, or another Government-defined methodology. (Ref: Clarification on Unit Price Submittal for Mixed Solid Waste)

Government Response to Q9:

Based on historical data provided in FY24: a total of 1,034 tons of solid waste were recycled out of 5,402 tons of mixed waste. Wastes that contain hazardous or pressurized gas are excluded from the requirement to collect all loose wastes.

Question 10.

Clarification on General Waste vs. Bulky Waste Scope Question: Handling of Disassembled Large Items in Trash Enclosures PWS Section 1.1 (Outline of Services) states that bulky waste (e.g., household appliances, furniture, large auto parts, trees, stumps, oversized waste) is covered under a separate contract.

PWS Section 3.1.1.1 (General Waste) defines general waste to include small appliances, furnishings, debris, and other bagged waste located in a waste deposit area. Small appliances are not required to be bagged but must physically fit in a 10-gallon plastic bag.

Based on the above, please clarify:

o Whether the Contractor is required to collect only general waste items located in trash enclosures and exclude bulky waste items regardless of location.

o How the Contractor should handle large furniture or appliances that are disassembled into smaller pieces by customers (e.g., a table or refrigerator dismantled into parts).

o Whether disassembled bulky items, even if placed inside trash enclosures or reduced in size, are still considered bulky waste under the separate contract, or if they become general waste once dismantled.

Government Response to Q10:

All general wastes must be located inside the trash enclosures. Disassembled bulky waste becomes general wastes once dismantled and placed in a clear plastic bag. Only similar small appliances as specified in spec 3.1.1.1, General Waste shall be collected by the Contractor and must be able to physically fit in a 10-gallon plastic bag. The 10-gallon plastic bag is not required but may be used as a reference to verify if small appliances would qualify under spec 3.1.1.1 requirement.

Question 11.

Designated Recycling Areas and Collection Responsibility Question: Clarification on Identification of Designated Recycling Areas Spec Item 3 (Recurring Work) states that properly segregated recyclables in designated recycling areas are not the Contractor's responsibility to collect.

Please clarify:

o Whether the designated recycling areas are located within the same solid waste enclosure at each location, or if they are separate, specifically identified areas.

o How the Contractor will be informed of or able to identify which locations are designated recycling areas (e.g., drawings, site maps, signage, COR direction).

o If properly segregated recyclables are placed within a solid waste refuse enclosure, please confirm whether this becomes the Contractor's responsibility to collect, or if it remains excluded as a designated recycling area

Government Response to Q11:

Properly segregated recyclables may be located in the same solid waste enclosure.

Question 12.

Authorization for Work Outside Government Regular Working Hours Question: Clarification on Approval Requirements for Contractually Required Off-Hour Work The PWS defines Government regular working hours as 0730-1630, Monday through Friday, excluding Federal holidays, and states that:

o Certain annexes or sub-annexes require continuous operations (24/7, including holidays).

o Exceptions to regular working hours are detailed in subsequent PWS sections.

o Work outside Government regular working hours must be authorized by the Contracting Officer (KO) unless otherwise specified.

PWS Section 2.1.1.2 requires a Request to Work Outside Government's Regular Working Hours when off-hour work is performed for the Contractor's convenience.

PWS Attachment J-1503030-05 requires 7-day-per-week service at various locations.

Please clarify:

o Whether services required by the PWS or Attachment J-1503030-05 to be performed outside regular working hours (including weekends and holidays) are considered pre-authorized Government-directed work, and therefore do not require separate KO approval or written requests.

Government Response to Q12:

The PWS spec 2.2.1, defines Government's regular working hours are from 0730-1630, five days per week, Monday through Friday, except observed Federal holidays. Work in certain annexes or sub-annexes require Contractor continuous operations, 24 hours a day, every day of the year including holidays do not require KO approval. EXAMPLE: Foster-464, AAFES Taco Bell/Shopette, service shall be performed 7 days a week. Any other work outside Government regular working hours must be authorized by the Contracting Officer (KO) prior to commencement of work.

2. All other terms and conditions of this solicitation remain unchanged.
