About this file

This document is an amendment to a performance work statement for a federal contract opportunity with the Department of the Navy Naval Facilities Engineering Command to provide maintenance and inspection services for HVAC systems, hangars, aboveground storage tanks, and underground storage tanks at the U.S. Naval Air Facility in Atsugi, Japan. The amendment revises sections relating to pre-cooling season work for chillers, cooling towers, pumps, and fan coil units. It provides additional details on specific maintenance and inspection tasks to be performed for equipment in various buildings, including chemical cleanings of coils and chillers every four years or as needed annually. An inventory list identifies the quantities and locations of chillers, cooling towers, and other HVAC equipment covered under the contract.

Objective Related Information Performance

Standard May and shutdown during the months of October; however, the length of the season will vary and no adjustment in the contract price shall be made regardless of the actual length of the season. The KO will advise the Contractor of the specific date or dates when such services should begin to be accomplished.

The pre-cooling season work, start-up work and shutdown work shall include but not limited to;

- turning on or off the equipment

- adjusting valves per season

- securing system for next season and for next mode (cooling to heating, or heating to cooling)

- resetting all thermostats

- monitoring and confirming system full functions in accordance with the manufacturer’s instructions

Chemical cleaning on chiller and cooling tower shall be performed every four years, or as needed annually. Overhaul of pumps shall be performed by the Contractor as a part of seasonal start-up work at no additional cost to the Government.

The chiller and cooling tower inventory is provided in J-1502000-06.
