NO Reference Question Government Response
1 SF1449, Page 20 of 60, 2.(c)(d)
Does the employee of the prime contractor need to be a qualified person? If a subcontractor's employee is a qualifier, does the subcontractor need to have completed SAM registration at the time of bid submission? Is it possible to change the qualifications after the bid has been awarded?
Key personnel have to meet the required qualifications stated in the PWS and they must be direct employees of the Prime contractor.
Qualified personnel other than Key personnel can be from the subcontractor. See PWS Annex 2,
2.7.1 Key Personnel.
Subcontractors do not have to be registered in
SAM.
All qualified personnel must be approved by the KO. See PWS Annex 2, 2.7.2.1 Employee Certification and training.
