About this file
This document is an amendment to a solicitation for multiple award service contracts for environmental compliance services in Japan. The amendment provides answers to seven questions from potential offerors to clarify requirements. It also changes the response due date from February 22, 2022 to March 10, 2022 at 2:00 PM Japan Standard Time. The solicitation is for indefinite delivery/indefinite quantity contracts with a total not-to-exceed amount of $25 million over eight years. Task orders will range from 1 to 100 million yen and be awarded by the Naval Facilities Engineering Command to support environmental compliance at Navy and Department of Defense installations in Japan. The seed project task order is for an illicit discharge survey and stormwater pollution prevention plan update at Naval Air Facility Atsugi.
The amendment includes the September 2017 stormwater pollution prevention plan for Naval Air Facility Atsugi as an attachment in response to a question. It also attaches the September 2014 installation discharge system report for Naval Air Facility Atsugi.

2 2/3/2022 Is it possible to view/access the current SWPPP? When and by whom was the current SWPPP established, and who is currently responsible for the monitoring service based on the
SWPPP?
Please find attached the September

3 2/3/2022 According to Attachment 3, Statement of Work for Seed Project, it states that “The SWPPP must be certified by a U.S.

In accordance with DoD Japan Environmental Governing Standards (JEGS)(December 2020) the Japanese equivalent license is NOT acceptable.

4 2/14/2022 2… B What do we do with Section B?
Do we leave blank?
Yes, Section B will be blank. This section is the CLIN structure for the entire contract. The Not-To-Exceed (NTE) amount for all the MASC contract awards combined under solicitation N4008422R0085 is $25,000,000 over eight years (base period and 7 option periods); it is not the maximum value of each individual MASC contract. Please submit your price proposal using Exhibit D Price Proposal form for Seed Project.
5 2/14/2022 10 B Same for this page, where it looks like we need to fill in, but not sure what is expected. Please clarify.
This page is not a fill in. It is the basic structure of the contract still within Section B. Please submit your price proposal using Exhibit D Price Proposal form for Seed Project.

The description for an Environmental Scientist describes a PE or Certified Chemist. An Engineer is not the same as a scientist and so this is odd.
Also a certified chemist is unusual.
There are Marine Chemists, but I do not know why you would need that for this work and the Japanese GOJ cert for a US base is odd. Usually an Env. Scientist has a degree in Env.
Science, geology, biology, chemistry or other physical science. Please clarify.
The specification for Environmental Scientist is relevant only for work described in 2.4.1 "Environmental Laboratory Services", including task orders where Environmental Laboratory Services is a component.
Text should be added in 2.4.1 reading: "Environmental Laboratory Services shall be overseen by an engineer or scientist meeting the qualifications of Environmental Scientist in Section JC.2 Attachment 2"In particular, this is not relevant for the seed project.
