QUESTION & ANSWER

FOR

N40084-22-R-0085, ENVIRONMENTAL COMPLIANCE SERVICES IN SUPPORT OF THE NAVY

AND OTHER DOD INSTALLATIONS JAPAN

NO. DATE QUESTION ANSWER

1 24 Jan 2022 We are wondering about one of the requirements for past performance. It states the projects need to be over 5,000,000 JPY. One of the ones we would like to submit is just under 4,000,000 and we wonder, if this will be disqualified or how the price will effect the review, if it is not disqualified.

"In reply to the question: "1. We are wondering about one of the requirements for past performance. It states the projects need to be over 5,000,000 JPY", we are assuming you are referring to Factor 3 - Experience (see RFP pages 69 of 72 and 70 of 72) because Factor 4 - Past Performance has no such requirement (see RFP page 71 of 72). Assuming your question relates to Factor 3, please refer to the RFP under section M - Evaluation Factors for Award, specifically Factor 3 - Experience. Note: Factor 3 - Experience defines a relevant project in part as follows: "A project with a total contract value (size) of at least ¥5,000,000JPY/$50,000 USD". Further note, under Factor 3 - Experience, in order for a project to be considered relevant, it must meet all criteria defined as a relevant project.

Therefore, a project valued at less than ¥5,000,000JPY/$50,000 USD will not be found to be a relevant project. In addition to a review of Factor 3 - Experience please also review the items listed in section M that define what will be unacceptable, rated lower, or a deficiency. If our assumption with regard to this question is mistaken, please clarify, and we will respond accordingly."
