About this file
This is a solicitation for a construction project to provide a new utility monitoring and control system at a Naval Air Facility in Japan. The project includes designing, procuring, and installing new SCADA monitoring systems for the steam plant, water plant, and wastewater plant under the base item. Optional items include providing a new SCADA monitoring system for the electrical facility. The work involves design services, system provision, modification and integration of existing systems with other utilities and civil works. The estimated cost range is between $5 million to $10 million. Contractors must be authorized to operate in Japan and hold the required construction license. The solicitation does not offer official contractor status and will not certify contractor employees under the Status of Forces Agreement. The response deadline is February 14, 2020 by 10:00 AM local time, and the period of performance for the base item is 840 calendar days with 115 days for each optional item.
The document provides relevant details on the products and services required, cost estimates, response and award dates, licensing requirements, and excluded contractor provisions in a concise and direct summary without unnecessary commentary.
