About this file
This document is Amendment 0005 to a solicitation for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) for mechanical projects primarily in the NAVFAC Washington Area of Responsibility. The key updates in this amendment include:
- Revisions to the corporate experience evaluation factor, lowering the minimum construction project size from $15 million to $10 million.
- Revisions to certain specification sections, including adding phasing requirements for the work.
- Responses to pre-proposal inquiries, providing clarification on issues such as existing building controls, ceiling tile replacement, and work hour requirements.
The solicitation is being issued under NAICS code 238220 with a size standard of $19 million. The proposal due date of July 31, 2024 is not extended by this amendment. The seed project for this MACC is estimated to be between $10-$25 million.

The Construction Experience section of the solicitation requests project size to be: A final construction cost of at least $2,000,000. At least one (1) project, however, must have a final construction cost of at least $15,000,000 or greater. The most recent solicitation from NAVFAC Washington for the 8(a) MACC requested projects from $1M to $5M for NAICS code 236220.
As this solicitation is being issued under NAICS code 238220 with a size standard of $19M, it would seem more appropriate to follow the previous 8(a) MACC solicitation requirements. Can you change the solicitation so that the experience requirements for construction and design projects size be in the $1M - $5M range?
This would allow for more relevant projects to be submitted.
See Amendment 0005. 5

Each relevant completion date shall be clearly stated on the Construction & Design Experience Project Data Sheet.

134 Regarding fire sprinkler work, when a situation arises, that we need to remove several sprinklers, armovers and/or branchlines to accommodate the needed HVAC work, can this area/room stay unprotected while under construction without a fire watch or other means of fire protection?
no, area must be protected or contractor supplied fire watch provided.
135 Regarding fire sprinkler work, it appears the only fire sprinkler work necessary will be limited to just removing & reinstalling the existing sprinkler piping to accommodate the HVAC work.
Will this require shop dwgs & submittals? Or can we just do this work as the situation arises?
Submittals will be required. 5
136 Regarding the fire sprinkler work, are we expected to bring the areas where HVAC work is occurring, up to current code? For example;
it was noticed during the bid walk through several Lab’s, which would be considered Ordinary Hazard, but it was noticed the existing sprinklers were over 130 sq.ft. spacing and the existing sprinklers were 5.6k. Whereas UFC would require Ordinary Hazard rooms to have 8.0k sprinklers. Please let us know to what extent we are required to make modifications to the existing sprinkler system.
