Puyenpa Construction LLC is a Native American (Tribally Owned) SBA 8(a) and HUBZone Certified company. I am writing to inquire about Notice ID N4008024R2396. Our team has extensive experience in new construction, demolition, repair, alteration, and renovation of HVAC equipment, systems, and infrastructure. We believe this opportunity aligns perfectly with our capabilities and expertise. However, I have a concern regarding one of the past performance requirements specified in the notice. It states that "at least one (1) project must have a final construction cost of at least $15,000,000 or greater." While we are close, this requirement would unfortunately disqualify us and other 8(a) small businesses like ours. I am reaching out to inquire if there has been any consideration given to lowering the dollar amount associated with this requirement. This adjustment would enable capable companies like ours to participate in this project.

Factor 2 Constructio n Experience
The RFP states, The Offeror may not utilize experience of a subcontractor to demonstrate construction experience other than as prescribed in 13 CFR 125.11. The Prime Offeror may submit experience where the prime offeror served as part of a joint venture or served as a first‐tier subcontractor under Factor 2, Construction Experience. Will the government consider accepting subcontractor experience of an exclusive team partner (including teaming agreement and authorization to utilize past experience and obtain reference)?

Factor 3 – Manageme nt Approach
The RFP requires the Factor 3 Management Approach narrative to be completed within five (5) pages however the information requested will be limited and restricted due to the page requirements. The narrative requires offerors to describe our approach to the management of multiple concurrent projects and the management of design build and design bid build projects. Addressing these detailed management systems require, at a minimum, the description of the processes and this will be difficult to include all facets of these systems within the page limitation. The five (5) page narrative also includes the Narrative Work Plan addressing all major elements of work, project risks and mitigations for the Demonstration Project.
This is major factor and component to this program response and limiting this section to only five (5) pages will greatly diminish the ability of offerors to respond thoroughly to this request within such a tight page count.
May the government consider expanding the Factor 3 Management Approach narrative page limit to ten (10) pages?

Bid per RFP. Past Performance Experience should be submitted for each Project under Factor 2, Experience. The intent is to have one Past Performance evaluation document for the contracted team for the corresponding project.

On past performance projects where the design / build contractor acted as both the engineer of record and the installing mechanical contractor, can these projects be submitted for both the construction past performance and design past performance sections? Thus one past performance project could qualify for QTY 1 contruction past performance project and QTY 1 design past performance project. Yes. 0004
