Responses to Requests for Information

1. C. Proposal Organization and Format, Para. 1) and 2) Page 33 of 162 Question: Can you confirm that you want the proposal to be delivered as one email/upload with 7 different files, one for each volume?

Response: It is preferred that the proposal be divided into multiple files based on the volume. Given the potential size of the files, multiple emails may be required. As an alternative, access to DOD SAFE can be granted, upon request, to allow for the transmittal of the proposal. It should be noted that the time required to upload and transmit files through DOD SAFE fluctuates and the offerors should ensure that there is adequate time allotted to ensure that the proposals are received prior to the proposal due date.

2. Section 00 21 16, Para. 5., Page 31 & 32 of 162 Question: Can you clarify the proposal due date? Is it October 7th, 2021 or October 4th 2021?

Response: The proposal due date is extended to 1000, ET, on 18 October 2021.

3. Question: How much work, in dollars, is anticipated to be performed at each of the three main sites each contract year? For example, if the program amount is $25 million per year, how much do you anticipate will be accomplished at Patuxent River, vs Indian Head or Dahlgren?

Response: Current planning anticipates that the majority of the work will at NAS Patuxent River, however, there is no breakdown regarding the division of work between the sites. Additionally, there are no limitations regarding the division of work between the sites. Given the nature of the contract, the capacity may be spread as required between the sites based on the need at the time.

4. Question: Is there a maximum amount each facility may award out of the program maximum? For instance, can Patuxent River award 80% of the maximum program amount of $25 million, or will the work be balanced between the three main locations?

Response: There are no limitations regarding the maximum capacity that can be used at any location. For planning purposes, it is assumed that the majority of the work will take place at NAS Patuxent River, however, this is an estimate only and there are no defined projections regarding the work allocation.

5. Section 00 10 00 – Solicitation, Page 24 of 162

The solicitation requests that the offeror provide three coefficients, pre-price, non-pre-priced, and enhanced. Question: What percentage of the work applies to each? In other words, if the non-pre-priced coefficient will be approximately 20% of the work, of the remaining 80%, how much will be pre-priced vs.

enhanced?

Response: The work will be split amongst the pre-priced (80%) and non-pre-priced (20%) coefficients.

The Government noted the possible requirement for further oversight, however, this will be priced using RS Means and the pre-priced coefficient. No enhanced coefficient will be required and this was removed by the amendment.

6. Section C. Proposal Organization and Format, Para. Volume VI: Pricing, Page 34 of 162 For Volume VI Price, we are to provide a “Completed Coefficient Schedule”. Question: Does this reference the table starting at the bottom of page 85, CLIN 0001, Regional Contract?

Response: The Government is requesting coefficients be provided for the pre-priced and non-pre-priced coefficients in the table provided within Section 00 70 00. We are requesting coefficients that will be used throughout the life of the contract, as the escalation of the material and labor costs will be reflected in RS Means.

7. Contract Requirements, Para., 2. Coefficients, Page 85

This section of the solicitation states that "The offeror must submit one coefficient factor for each line item below, supported by a fully completed Exhibit K Coefficient Breakdown Form with Profit Language." Question: Two Section K forms were provided with the proposal, one is in Word format and the other is in Excel format. Which format would you like us to provide?

Response: The Government is requesting that coefficients and their respective background calculations to be provided in order to assist in the reasonableness determination. The Excel and Word documents provided are examples of the process the Government uses to determine its coefficients, however, neither format is required. The contractor is free to provide any format that they used to determine their coefficient, as long as it shows the basis behind the calculations.

8. Contract Requirements, Para. 43., Page 105 Individual Task Order Bonding Requirement describes when to provide a TO Bond. Question: Are task order bonds reimbursable?

Response: Bond premiums are considered part of the coefficient rate.

9. Contract Requirements, Para. 8.7, Page 88 This section indicates that the City Cost Index (CCI) will be set to Patuxent River, MD for the RS Means Cost Data. There is not a CCI for Patuxent River, MD. Question: Will you be selecting another CCI or removing the CCI if it is not required?

Response: The CCI for Patuxent River, MD is 1.09. This has been added to the solicitation in the amendment.

10. C. Proposal Organization and Format, Para. 2), Page 33 Question: Can the Government clarify confirm that they want us to provide Attachment 4 (Consent form) twice, in two separate proposals? See page 33 2) Vol II Technical Volume and Page 44 Factor 4 Past Performance.

Response: Please include the consent forms in Volume II, along with the potentially applicable joint venture agreement and approved Mentor-Protégé Agreement. The submitted forms will be used in the evaluation of factor IV, past performance.

11. C. Proposal Organization and Format, Para. 20, Page 34 Question: Can the Government confirm that they want us to provide our bid guarantee twice, in two separate proposals? See page 34 Volume VI Pricing and Volume VII Contract Documentation.

Response: Please include the bid guarantee under both sections. The bid guarantee is an evaluation factor within the price proposal, however, this section will be close hold and cannot be distributed to other parties. As such, a copy of the bid guarantee is requested in both sections.

12. D. Evaluation Factors for Award, Para. 2., Page 39 This section states: “In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability a neutral rating shall be considered “acceptable.”

This statement allows a company with zero relevant past performance to be evaluated exactly the same as a company with highly relevant past performance (each would be rated “Acceptable”). This statement also allows a company with zero past performance ratings to be evaluated exactly the same as a company with superior past performance ratings (each would be rated “Acceptable”).

QUESTION: Is it the Government’s intent to allow a company with zero past performance experience to be rated exactly the same as a company with both relevant and highly rated past performance?

Response: Per the FAR guidance, a neutral rating in past performance is considered acceptable and a firm can be granted a contract award with such a rating. That said, the firm must demonstrate that they have experience in working with mechanical and HVAC systems in the experience factor and should provide points of contact to verify whether the offeror successfully performed the work. The Government reserves the right to contact the provided points of contact to assist in the past performance determination.

13. Question: Can we provide our entire proposal in Adobe searchable PDF Formats? If not, can you clarify which sections are required in what formats?

Response: Providing the entire proposal in a searchable PDF format would be acceptable. If desired, the coefficient buildup can be provided in either a searchable PDF format or an Excel format.

14. Contract Requirements, Para. 43., Pages 106 & 138 The solicitation states on page 106 that “performance and payment bonds are mandatory for each task order over $150,000.” The solicitation also states on page 138 that bidders shall furnish performance and payment bonds “in a penal sum equal to 100% of the contract price.”

QUESTION: Does the “contract price” refer to the dollar amounts of all the current, cumulative task orders over $150,000, or to some other amount?

Response: The performance and payment bonds are task order specific and should cover the value of the respective order only.

15. IDIQ/JOC solicitations often include a bonding level capability statement from their surety. Bidders must verify the bonding level capability as a condition of bidding the contract. Such capability statements often appear as “$15 million for single project and $30 million aggregate” or something similar.

QUESTION: Is there a dollar-amount bonding capability level that bidders need to verify with the Government to assure the Government that they are able to provide sufficient bonding for the current, cumulative task orders?

Response: It is requested that firms show a cumulative bonding capability of the small business threshold for NAICS Code of $16.9 million.

16. Form 1442, Para. 10, Page 1

The solicitation states, “This procurement is 100% set-aside for eligible 8(a) Small Disadvantaged businesses.”

QUESTION: Does “eligible” mean the 8(a) must be have a bona fide place of business within the SBA Districts in which the task orders will be performed?

Response: The eligible 8(a) is referencing the firm being classified as an 8(a) firm by the Small Business Administration. The location of the firm or the SBA district is irrelevant to the eligibility consideration.

17. How are any quantities of regulated materials such as Freon, mercury tubes, PCB Ballasts or thermostats determined if items are not on coefficient table?

Response: The quantities of regulated materials are a task order specific requirement. Should specific requirements be needed, the firm will use the applicable RS Means line item or will price the item as a non-pre-priced line item. The coefficient should not include the disposal or other tasks associated with these regulated materials, rather these should be task specific. The coefficient should include only those costs noted in the solicitation.

18. How will the ACM, ORM, and other HAZMAT removal be added to the contract? Will the contract be modified to incorporate the results of the survey? Will the government furnish a not to exceed allowance to be included in our proposal?

Response: These items are not anticipated to be a significant portion of the work under the task order. If these items are required, they will be addressed on a task order basis.

19. Do we need to test the caulks/sealants (window, door, expansion joints, caulks on roofs, etc.) for the presence of PCBs?

Response: These items are not anticipated to be a significant portion of the work under the task order. If these items are required, they will be addressed on a task order basis.

20. Are there any surveys for Asbestos, Lead Based Paint, PCB or any other regulated or hazardous materials?

Response: Done on as needed basis/ on task order basis. These items are not anticipated to be a significant portion of the work under the task order.

21. Both Block 10 of the SF 1442 and Section 00 21 16, #5 state the proposal is due October 7, but Section 00 21 16, #8.A. states it is due the 4th. Please clarify.

Response: As a result of these RFIs, the proposal due date is increased to 1000, ET, on 18 October 2021.

22. These sections give conflicting titles for Volume II, Part A. Is this section to be labeled Participation Eligibility or 8(a) set aside eligibility?

Response: Please use the ‘participation eligibility’ for the titling of the section, however, the Government will not penalize a firm for using either title.

23. Section 8 asks for the Teaming Agreement to be included in Volume II, Part D, while Section 9 asks for it to be included in Volume II, Part A. Please clarify.

Response: It is requested that the teaming agreement be included in part D. Please note that this document, along with the other agreements, will not go towards the section page limitations.

24. The instructions say to label Volume II, Part A and B as: Part A - Subfactor 1 – Participation Eligibility Part B - Subfactor 2 - Corporate Experience While the evaluation criteria say to label Volume II, Part A and B as: 1.a. – Set-Aside Eligibility 1.b – Corporate Experience Please clarify.

Response: Please use the ‘participation eligibility’ for the titling of the section, however, the Government will not penalize a firm for using either title.

25. Proposal Instructions ask us to include the Construction Experience Project Data Sheet (Attachment 1) in Part E, Construction Experience Project Data Sheet while the Evaluation Criteria ask us to include it in Subfactor 1.b Corporate Experience. Please clarify

Response: This is accurate. Part E, Construction Experience Project Data Sheet, is a necessary component for the evaluation of Subfactor 1b, Corporate Experience. Under the proposal, this item should be submitted within Volume II as part of the evaluation of the combined Factor 1.

26. Solicitation instructions include five parts to Volume II (Parts A-E) while evaluation criteria only include two parts (1.a and 1.b). Please clarify.

Response: This is correct. Evaluation of Volume II will include the evaluation of Subfactors 1a and 1b.

27. Solicitation instructions state there is no page limit for Volume III Safety while evaluation criteria state a 2-page limit. Please clarify.

Response: The 2 page limit is related to the technical approach to safety narrative only. No other page limitations are included for Volume III.

28. The solicitation instructions in the table on page 35 label both Volume IV Management Approach and Volume V Past Performance as Factor III. Please clarify.

Response: Past Performance will be factor IV and Pricing will be Factor V.

29. The instructions on page 33 indicate that “offeror composition” documents are the same as the Teaming Agreement; however, the evaluation criteria indicate that this is a narrative describing the offerors corporate structure and 8a status. Please clarify.

Response: Regarding the page limitations, the composition documents are meant to include the formal teaming agreements, joint venture agreements, and formal SBA Certification support documents, which can run a significant number of pages. Regarding the evaluation factor, it is requested for firms to submit information regarding how the firms will be composed and structure, including the relationships between the partnered firms and how they meet the required socio-economic set-aside. It is requested that the SBA Certification noting the firm’s 8(a) status be included under Volume II, Part A.

30. Please provide attachments in fillable PDF or Word forms.

Response: Please find the attached.

31. Section 2 Coefficients, paragraph 7 of the RFP states “the CCI for Patuxent River, MD shall apply to all work under this contract. CCI rates are found in the Reference Section of the R.S. Means Cost Data Book”.

In review of the information the closest listed city cost index to Patuxent River is Waldorf, MD with a total CCI of .92. Is the Waldorf, MD city cost index what we use in preparation of the coefficient?

Response: The CCI the Government is using is 1.09 for Patuxent, MD.

32. Section 2 Coefficients - 012163.10 Taxes – Please verify that Patuxent River Sales Tax (6%) is to be included in the coefficient and will not be handled at the task order level.

Response: Sales tax will be considered a component of the coefficient as part of the uplift costs. This item should be included within the CCI, as it is part of the uplift costs.

33. Please provide a listing of JOC projects and individual task order amounts for the last 3 years. This will help us determine the quantity of Superintendents, SSHO’s, and QC Manager to be included in the coefficient.

Response: Given that this is a new contract, we do not have an accurate list of JOC projects or a projection regarding. It is noted that the coefficient should include these supervisory costs, however, it should be applicable to a single project only. Please note that direct supervision will be directly charged against the project.

34. Solicitation instructions state Volume VI to be under evaluation Factor 4 on page 35 and to be under evaluation Factor 5 on page 39. Please clarify which evaluation factor Volume VI is under.

Response: There was a duplicate count for Evaluation Factor III. Please note the following:

‐ Volume IV – Evaluation Factor III–Management Approach

‐ Volume V – Evaluation Factor IV–Past Performance ‐ Volume VI – Evaluation Factor V–Pricing

35. Solicitation instructions for Volume VI and Volume VII call for a copy of a Bid Guarantee in both volumes. Please clarify if the Government would like the bid guarantee in only Volume VI; only Volume VII; or both Volume VI and VII.

Response: Please include the bid guarantee under both sections. The bid guarantee is an evaluation factor within the price proposal, however, this section will be close hold and cannot be distributed to other

36. Block 10 of the SF 1442 states that proposals are due electronically on October 7, 2021; however, page 32 of 162 states that proposals are due October 4, 2021. Can you please confirm that proposals are due October 7, 2021?

Response: The proposal due date is extended to 1000, ET, on 18 October 2021.

37. Page 41 of 162 shows that Attachment 1 should be provided under Subfactor 1b, Corporate Experience;

however, page 33 of 162 and the table on page 35 of 162 both show that Attachment 1 should be provided in Part E. Can you please clarify?

Response: This is correct. Attachment 1 will be a key element in the evaluation of Subfactor 1b and will be included in Part E of Volume II. Please note that, as long as these items are included in Volume II for the evaluation of Factor 1b, the Government will consider these.

38. Can we submit a previously completed PPQ in lieu of obtaining a new Attachment 3 – PPQ?

Response: As long as the projects meet the requirement, previously completed PPQs can be used. Please confirm that the point of contact is still valid.

39. Page 34 of 162 shows that we need to provide “Company Information Specific to the Resultant Contract”.

Can you please clarify what information this is referring to?

Response: This will be SAM Registration data showing the company’s or JV’s official name, the firm’s address, the associated DUNS and CAGE Codes.

40. Page 34 of 162 shows that we need to provide “Completed Forms”. Can you please clarify what information this is referring to?

Response: This is referring to a fully completed representation and certifications section and a completed VETS-4212. No other information is required.

41. Page 34 of 162 shows that we are to provide a Bid Bond for the contract minimum guarantee of $2,000 in Volume VI – Pricing. This same page also shows we are to provide a Bid Guarantee for the contract minimum guarantee of $2,000 in Volume VII – Contract Documentation. Do we need to provide a bid bond in both volumes?

Response: Please include the bid guarantee under both sections. The bid guarantee is an evaluation factor within the price proposal, however, this section will be close hold and cannot be distributed to other

42. The table on page 35 of 162 shows that Volume IV – Management Approach and Volume V – Past Performance Information are both Evaluation Factor III; however, page 39 of 162 shows that Factor 3 is Management Approach and Factor 4 is Past Performance. Can you please clarify which one is correct?

43. The table on page 35 of 162 shows that Volume VI is Evaluation Factor IV; however, page 39 of 162 shows that Factor 5 is Price. Can you please clarify which one is correct?

44. Could the government please extend the due date by at least 1 week to allow the offerors time to incorporate the changes issued following the RFIs?

Response: As a result of these RFIs, the proposal due date is increased to 1000, ET, on 18 October 2021.

45. Is the bid due date 04-OCT-21 or 07-OCT-21? Solicitation indicates 7-OCT-21, pg 32 of 162 indicates 04-

OCT21.

Response: As a result of these RFIs, the proposal due date is increased to 1000, ET, on 18 October 2021.

46. Can the superintendent fulfill multiple roles such as either SSHO, QCM, or both?

Response: Please refer to Paragraph 6 page 7

47. Separate from the super, can one individual fulfill multiple roles as both SSHO and QCM?

Response: Task order specific. Consult with the local construction office to determine the ability for the Superintendent to perform multiple roles on the specific TO based on the hazards of the project, job complexity, size, and any other pertinent factors.

48. Specifically which RSMeans cost data will the coefficient be based upon, i.e. Commercial New Construction, Facilities and Commercial Renovation, etc

Response: It is the Offeror’s responsibility to research the available pre-priced line items in RS Means.

49. What RSMeans Masterformat CSI divisions specifically will be included in this contract, i.e. Division 22 Plumbing, Division 23 HVAC, etc.

Response: Please refer to Exhibit H GENERIC UFGS Guides for projects provided.

50. In order to be able to determine the base coefficient, it is imperative to know what exactly the unit price book is composed of. It is not possible to determine an accurate base coefficient for the entire RSM catalog.

Please provide specific RSM means divisions and subsections that will compose the unit price book for this

JOC.

Response: Please refer to Exhibit H GENERIC UFGS Guides for projects provided.

51. Please provide definition of “Costs associated with utility scopes” that are to be contained within the

Response: The coefficient is meant to include those costs not directly related to the project. This includes the costs not directly associated with the work and the associated overhead elements. This would be referring to power and water on the sites, if not provided by the Government.

52. Please provide definition of “Production of AutoCAD requirements” that are to be contained within the

Response: This is for the minimal design (i.e. shop drawings) for new construction, repairs, rehabilitation, renovation and alterations of facilities.

53. Please provide definition of “Contingency allowances” that are to be contained within the coefficient.

Response: These are the costs to reflect the unexpected costs that can arise throughout construction project due to various risks.

54. “The coefficient will be used in establishing the price for task orders and modifications. The coefficient is multiplied by the sum of bare costs (no O&P) for line items identified within the current edition of the MEANS Cost Data books or software that correspond to task order work item.” Please confirm only BARE COST is allowed as pre-priced RS means line items and the coefficient shall contain all other costs associated with subcontractor pricing as appropriate.

Response: Bare cost is to be used and O&P included in the coefficient.
