About this file

This document contains a coefficient breakdown form and related federal contract opportunity solicitation. The coefficient breakdown form provides sample cost buildup calculations for pre-priced and non-pre-priced work under an IDIQ contract. It outlines presumed annual billing amounts, RS Means bare costs by labor, materials and equipment, overhead and profit rates, and resulting coefficient factors. The related federal contract opportunity solicitation seeks mechanical and HVAC construction services on an IDIQ basis for Naval facilities in Maryland and Virginia. It has a total estimated value of $125 million including all option years, is set aside for eligible 8(a) small businesses, and uses lowest price technically acceptable source selection. Electronic proposals are due by October 7, 2021, with requests for information by September 28, 2021 to allow for timely award.

Offerors should fully understand "at a minimum" what is to be included in the coefficient. Section B of the RFP, and more specifically paragraphs B.2 OFFEROR'S COEFFICIENT AND PRE-PRICED WORK (and its subparagraphs) and B.3 NON PRE-PRICED WORK (and its subparagraphs) define the requirements for the pre-priced and non-pre-priced coefficients.

The amounts shown above are based on the presumption that the Contractor has an annual billing amount of $4,000,000 and up. The amounts listed herein are fictitious as are the cost items. These examples should not be construed to be minimum or maximum, or even normal, amounts. Cost items should be added, removed, or separated as the Offeror deems necessary to demonstrate a detailed breakdown of coefficient cost. Any Offeror edits to the form must be explained in detail in the Offeror’s proposal.

NOTE: The profit percentage proposed by the contractor on this form to be included in its pre-priced and non-pre-priced coefficients shall be binding and shall be the maximum profit rate the Contractor will be allowed to propose for all task orders and/or subsequent modifications issued under this contract.

The Contractor may propose a lower profit rate when responding to an individual task order request (or subsequent modifications) based on the tasks identified in the request. Profit will be negotiated on an individual Task Order and modification basis, but shall never exceed the maximum profit rate proposed by the Contractor on this form. The maximum profit rate shall be binding even if the DFARS 215.404-73 ALTERNATE STRUCTURED APPROACH PROFIT WORKSHEET would result in a higher profit. The maximum profit rate shall not be construed as a “fixed” profit percentage for all Task Orders or Modification actions issued under this contract. If DFARS 215.404-73 ALTERNATE STRUCTURED APPROACH PROFIT WORKSHEET calculations indicate a lower profit rate is merited, the lower profit percentage shall be applied.

This is a sample only and the firm is allowed to use any format to determine their coefficients, as long as the basis for its calculation is provided.
