SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q & A

1. Q: To clarify, is the contractor required to have a Secret or Top Secret Clearance for this bid as there is no section DD-254 in the bid?

A: SECRET – See attached DD254s, 1 for Indian Head and 1 for Dahlgren.

2. Q: When will there be an update regarding updated the bid to include the requirements for DD-254?

A: See Attached DD254s.

3. Q: The Government released an ELIN spread sheet with its last amendment (Amendment 3, released 6 June 2018; file name N4008018R03070003J-0200000-07_ELINs_Custodial), but the base year is set for 12 months and not 6. Request the government post a revised ELIN spreadsheet that reflects the actual number of base period months?

A: The Base period will be for a total of 6 months. The ELINs are correct.

4. D: To be evaluated acceptable the offeror must demonstrate at least two recent and relevant projects providing custodial services to CDC and Medical Clinic experience.

Q: Given many of the required cleaning spaces are not within a CDC or Medical facility, would the Government consider removing this requirement and replacing with Military installation?

A: No, however, commercial experience in a medical facility and/or daycare is acceptable.

5. D: The contractor and employees will be required to have a secret clearance (see DD254 in solicitation) Q: The final RFP did not include a DD254. Will the Government provide in an Amendment?

A: See question 1.

6. D: Questions and Responses #164 and #152 and RFP Page 149.

Q: Answers to industry questions state the CPARs and Resumes are excluded from page count. However, the Instructions for the Non-Price Volume states the page limit is 60 single-sided pages, inclusive of charts resumes, forms and other documentation.

A: CPARS, Resumes, charts, forms, etc. are EXCLUDED from the page count.

7. D: Submit the ELINs in Excel Format Q: Please confirm Offerors are to use the spreadsheet provide with the Draft RFP Documents.

A: Yes

8. D: The RFP states “To be evaluated acceptable the offeror must demonstrate at least two recent and relevant projects providing custodial services to a child development center (CDC) and Medical Clinic experience.”

Q: While we understand the 4 PWDs include schools and medical facilities, the vast majority of custodial services will be to non-school and non-medical facilities. For example, The Dahlgren custodial inventory data provides a cumulative cleaning requirement of 1,749,255.3 square feet. Of that, the DODDS School represents 35,939 SF and the NSWC BUMED is 7,804 SF. This is only 2% of the total cleanable square foot requirement. Of the Indian Head 628,443 cleanable square feet, the CDC is only 12,991 SF, or 2% of the total. Please confirm that to be considered relevant, the two past performance citations presented by the offeror team must include a CDC or a medical facility as opposed to being comprised solely of a CDC or a medical facility.

A: The intent is to see if the offeror has demonstrated experience in a facility that requires a higher level of cleanliness/sanitation. Only one (1) of the references requires demonstrated experience in a Child Development Center (CDC), OR a Medical Clinic. A commercial alternative, such as a daycare or commercial medical center, is also acceptable.

9. D: Paragraph indicates outside container should be marked with “Solicitation N40090-17-R-0307, DO

NOT OPEN IN MAILROOM.”

Q: Should that read “Solicitation N40080-18-R-0307, DO NOT OPEN IN MAILROOM?”

A: Yes

N4008018R0307

A: See attached corrected ELIN schedule which properly reflects a base period of six (6) months.

11. Q: The heading for each ELIN section is different than the below lines. For example, the heading for Region – Indian Head shows A309. However, the lines below it show A308. This continues throughout the rest of Indian Head. This error only appears in the base period.

A: See attached corrected ELIN Schedule.

12. Q: Will the awardee company and employees be required have Security Clearances (Secret and/or Top Secret) before or after award? Will the Government sponsor awardee?

A: The awardee and its employees, who will be working in classified facilities, will be required to have the proper clearances at the start of performance. The Government will not sponsor the awardee.

13. Q: Attachment J 0200000-05 Government Furnished Property, Materials and, Services. There is no Attachment J-0200000-05 attached.

A: Attachment J 0200000-05 can be found embedded in the PWS, under Section J: Documents Exhibits, and Other Attachments.
