About this file

This document contains a solicitation amendment and responses to questions regarding Solicitation N39430-21-R-2312. The purpose of the amendment is to provide government responses to questions and update the point of contact. The solicitation requires equipment support services including inspections, preventative maintenance, repairs, refurbishment, overhauls, upgrades, and logistics management information services to support naval expeditionary equipment assets located at epicenters in California, Mississippi, and Virginia. The responses clarify that while overhead work can be performed anywhere, the contractor must be able to provide services at all listed epicenter locations. Additionally, the contractor must be able to service all epicenter locations to be considered for award of the single-award indefinite delivery/indefinite quantity contract.

GOVERNMENT RESPONSES

QUESTION 1:

Reference Solicitation N39430-21-R-2312, page 5, Section 1.1.3.3 “Unless otherwise authorized by the Contracting Officer, the Contractor’s facilities where ESS related services are provided, shall be located within 175-miles of the Naval Expeditionary Equipment Epicenter (refer to section 1.5 of this document) that is the point of origin for the specific equipment.”

and

Reference Solicitation N39430-21-R-2312, page 6, Section 1.2.2 “ESS services include: inspections, preventative maintenance, refurbishment, repairs, overhauls, upgrades, modernization, modifications, and Logistics Management Information Services provided to support of naval expeditionary equipment assets (refer to section 1.6 of this document).”

Does this require all overhead and office related work is to be completed within California?

GOVERNMENT RESPONSE: The Government’s intent is for the contractor to provide the type of services identified in paragraph 1.1.3.3 at all the epicenters listed in 1.5 to include all cost related to the scope of the requirement. However, the overhead is considered to be part of the task order proposal and would be calculated into the total cost but the physical overhead action can be performed in none, one, or all locations.

QUESTION 2:

Reference Solicitation N39430-21-R-2312, page 8, Section 1.5.2, “For the purposes of this contract, naval expeditionary equipment epicenters are... Naval Construction Battalion Center, Gulfport, Mississippi” and Section 1.5.4, “Naval Amphibious Base Little Creek, Little Creek, Virginia”

Would we be able to bid for parts 1.5.2 and 1.5.4 epicenter location?

GOVERNMENT RESPONSE: The Government’s intent is to award a Single Award Indefinite Delivery/Indefinite Quantity type contract and the Offeror will need to be able to provide services at all the epicenters stated in paragraph 1.5 of the solicitation’s Performance Work Statement (PWS).

QUESTIONS 3:

So my company happens to already complete similar work as required and has yards within 50 miles of the MS epicenter and the VA epicenter but we haven’t expanded anymore west then Texas.
