3.6. STRUCTURE AND BASIS OF DESIGN FOR NEW CONSTRUCTION

The Clinic of Hematology has certified that the existing building is suitable for a new floor, as required by this contract. The Expert Opinion on the subject is included in the following paragraph:

“Based on your request with number 09-531/1 from 27.03.2019 (archived on 02.04.2019 at the administrative office at the Civil Engineering Faculty UКІМ -Skopje with the number 12-03/296-1), performed visual inspection and revision of available design documentation, it can be concluded that there are fitting conditions for construction of an additional story at the existing building of the РНІ Clinic for hematology -Skopje. The structure of the building, which has basement, ground floor and one story, is а reinforced concrete spatial frame structure. It is composed of columns, beams, and ribs panels. In order to define the most optimal method of construction, as well as precise estimation of the needed funds, it is necessary to develop an appropriate Preliminary design that will take into account parameters related to the existing structure, as well as the requirements connected to the new story”

The type of structure shall be determined by the contractor’s design team. Any type of structure is authorized with the following basis of design:

- It is not allowed to use wood for any structural member. This includes the roof deck, which shall be accessible to be used as storage.

- Metal or reinforced concrete structural members, or any combination of both, are technically acceptable solution

- Flooring: The existing roof deck was not designed to be used as a floor of an operational hospital building. The contractor shall reinforce as necessary the existing roof flooring in order to provide a new flat surface in which to install the new flooring surfaces. Similar solution as for the new roof deck is acceptable.

3.7. IMPLICATIONS OF THE NEW FLOOR OVER THE LAST FLOOR OF THE

OPERATIONAL HEMATOLOGY CLINIC

The construction of a new third floor over the second floor of an existing hospital building has very relevant connotations and items of work which need to be considered by the contractor.

In summary, the basis of design includes everything necessary to provide a perfectly operational and certified new third floor. However, this work will affect the existing second floor which is currently certified and fully operational, as well as the rest of the building and buildings in the Mother Teresa Hospital complex.

The contractor’s work includes everything necessary to provide a new operational and certified floor while at the same time not affecting the operation or certificate of the other areas of the hospital or other buildings in the area.

For example:

- Ventilation ducts: The ventilation ducts from the building end up in the area under the roof.

These ventilation ducts shall be rerouted, extended or modified as needed as part of this contract.

- Electrical cables: There are electrical cables resting on the existing roof flooring and on the façade that will need to be rerouted.

- HVAC: The HVAC for the most critical areas of the hospital will be affected by the construction of the Isolation Areas/Boxes. This HVAC equipment will need to be altered or modified as necessary to maintain its operation while building the scope of work of this contract.

- Piping: There are piping from water and heating systems on the roof flooring, which will need to be modified or rerouted as necessary to maintain the operations of the second floor.

Any potential outage to the operational areas of the hospital shall be notified to the beneficiary and the Contracting Officer Representative with at least 15 calendar days advance notice.

No work shall be started on the roof without the written consent from the Hospital Director. Some of the areas under the construction areas are used for patients with extremely delicate and vulnerable health conditions which could be affected by the construction activities. Extreme coordination with Hospital Director is required for any construction activity which could affect the conditions of the second floor of the building.
