2 RFP requirement section C.4.2 says that "Quantities used on individual Task

Yes, rolls or other typical bulk quantities can be used.

8 Reference C.4 COEFFICIENTS, Section C.4.2 indicates the coefficient is to include off base storage facilities and offices. Sec C.2.3, Government

Furnished Facilities, Equipment, Materials and Services states 1. Facilities. The

Government will designate a Laydown Area for contractor operations during the term of the contract. The Contractor will be responsible for providing

Administrative Space which will be located within the Laydown Area.

Question: If on-site storage and administrative space is required under a specific task order, will the cost of the storage and administrative space be part to the direct cost of the task order and not part of the coefficient?

Re: C.4 Coefficients; Costs for any off base storage and administrative facilities, if required by the contractor, shall be included in the coefficient. Re:

C2.3 Government furnished facilities; Space will be designated for laydown and administrative space.

That is all that the government will provide. Any costs associated with administrative and laydown space, whether on site or off base will be included in the contractors coefficient. No direct costs allowance will be permitted for administrative or laydown space, regardless of location. These costs must be included in the contractors coefficient.

This is considered part of the contractors overhead and a routine costs of doing business.

10 We refer to section 00800- Special Contract Requirements, paragraph C.2, sub paragraph C.2.3, which states that the government will furnish water and electricity at existing outlets required for the work to be performed under the contract at no cost to the Contractor. Under the same sub paragraph C.2.3, under point 3 (Availability of Utility Sservices), it is mentioned that water and electricity will be available to the Contractor on a reimbursable basis. There is a conflict in the above statements. Kindly clarify.

Reasonable amounts of water and electricity (at existing outlets) will be made available to the

Contractor without charge. Local Utilities Energy

Management will determine what is reasonable.

The Contractor shall pay all costs incurred in connecting, converting and transferring the utilities from existing outlets to the work. The

Contractor shall be responsible for making connections, providing transformer(s), etc., and making disconnection. It is standard practice that contractors use generators at their laydown areas for their electricity.
