1. SCOPE:

3. REQUIREMENTS:
3.1 Furnish a sound dock, dockmaster, qualified personnel, and necessary equipment, certified in accordance with 2.2, to safely and satisfactorily dock the BAMs identified in 1.3.
3.1.1 Submit four legible copies, in hard copy or approved
electronic media, of an independent third party certification of the docking facility and its capability for docking the craft to the SUPERVISOR at the time of submission of bid or proposal of this solicitation. This information shall include as a minimum principal dimensions, depth of water, tide or current conditions, rated capacity, major maintenance since last NAVSEA Maintenance Audit, the electric power system (including services to the ship), the fire protection system (including fire alarms and locations), the drainage and dewatering pumping systems, the sanitary drainage system serving the BAMs, and if a floating drydock, the mooring system, date of the last drydocking of the dock and any limitation in dock loading, rate of flooding or dewatering, block location, and BAMs displacement or trim.
3.1.2 Routine drydocking and undockings shall not be scheduled on a federal holiday or long weekend associated with federal holidays, i.e., New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Fourth of July, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, or Christmas Day. If the Contractor elects to

SSP: HRMC-HM&E-19-0008 2 of 6 ITEM NO: 997-28-001 drydock or undock the BAMs on any other weekend, a request shall be submitted to the SUPERVISOR at least 3 working days in advance in writing.
3.1.3 Provide tugs, pilots, and personnel for the complete transfer, docking, and undocking of the BAMs. The number of tugs shall be agreed to by the SUPERVISOR at the Docking Conference.
3.1.4 Submit a drydocking procedure that shall be in accordance with
2.2 to the SUPERVISOR prior to drydocking the BAMs. The procedure shall include operating practices, safety and security plans, special precautions or actions that are required by the characteristics of the dock or the BAMs such as the pumping and flooding schedule on floating drydocks and specific list, trim, and stability requirements of the BAMs during docking and undocking.
3.2 Provide, set, and align the blocks in accordance with position 2 and 3 of 2.3. Position blocking to ensure that equipment on the surface of or protruding from the hull will not be damaged and shall be accessible for removal and repairs. Provide at least the minimum clearance between the BAMs hull and drydock necessary to accomplish drydock work within these Work Items. Docking clearances shall be in accordance with the requirements of 2.4 and the minimum clearance between the side of the BAM (including fixed projections) and permanent dock structure (such as catwalks, crane rails, etc.) shall be 12 inches for bringing the BAMs into or out of dock and performing drydock work. Ensure that hull openings will not be obstructed. Should the Contractor propose any deviation from 2.3, the proposals shall be submitted in the form of a scaled drawing (a print of 2.3 marked up in red or a new drawing similar to 2.3 to a scale of 1/16-inch minimum, 1/8-inch maximum) accompanied by a written request for approval to the SUPERVISOR a minimum of 10 working days prior to the scheduled docking date. The use of haul, fixed, universal, or fitted blocks and the type of drydock in which the BAMs will be docked shall be clearly stated.
3.2.1 Proposed deviations shall include supporting data
substantiating that the block loading pressures are limited to a maximum of 20 long tons per square foot, that the number, distance from centerline, and square footage of side blocks per side is sufficient to resist overturning moments by providing at least the minimum number specified by 2.3 and that at least 90 percent of blocks land on longitudinal strength members or main transverse bulkheads.
3.2.2 Crib and brace blocking in excess of 6 feet in height in accordance with Paragraph 997-2.5.3 of 2.4, using the drawing applicable to the Contractor's type of docking facility.
3.2.3 Blocking shall be constructed of hardwood or composite
concrete/hardwood and soft caps as specified in 2.4 with at least 2 inches of soft cap thickness.
3.2.3.1 Ensure all of the hardwood and softwood used must be of the same type.
3.2.3.2 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing the requirements of paragraph 5.1.3.12 of 2.7 to the SUPERVISOR for approval prior to docking of each BAM identified in 1.3.
3.3 Conduct a docking conference attended by the SUPERVISOR, the

Contractor's dockmaster, and the pilot who will be present during the docking evolution within 3 working days prior to docking. The dockmaster shall discuss at this conference the time of docking, tide situation, weather conditions, tug and pilot arrangements, line handling, GOVERNMENT's responsibilities, electrical shore power, grounding, and other services and procedures.
(V)(G) "BLOCK INSPECTION"
3.4 Accomplish a final block inspection with the SUPERVISOR immediately prior to flooding the drydock. Provide documentation of inspection showing blocking locations relative to sighting marks on dock coping, spacing, offsets, heights, and shaping to the SUPERVISOR at least 4 hours prior to flooding the drydock.
3.5 Drydock the BAMs. The BAMs shall be drydocked during the
availability.
3.5.1 Inspect the fit on the blocks immediately after the BAMs is drydocked. Provide necessary shimming between blocking and hull in the event of hull movement due to removal of ballasting or shifting of BAMs load.
3.5.2 Provide divers and communication system between drivers and dockmaster to check the position of the blocks and to guide positioning of the BAMs during docking and undocking.
3.5.2.1 Verification of block positioning and fit-up shall be accomplished by two independent diver inspections at each block position.
3.6 Wash down the BAM's underwater hull and fittings, with water of at least 100 PSIG pressure and remove dirt, slime, marine growth, fouling, and other foreign substances within 8 hours after docking.
3.6.1 Wash down the entire dock basin and remove silt, mud, and debris immediately after the BAMs is docked.
3.6.2 Run-off water must be retained and/or filtered prior to entering the drain system or river.
3.6.3 Maintain cleanliness of the dry dock floor and work site free of industrial debris throughout the dry dock period.
3.6.4 Ensure hazardous materials/waste are properly maintained in accordance with applicable Federal, state, and local regulations.
3.7 Electrically connect BAM's hull at the bow and stern of the BAMs with minimum of 500,000 circular MIL cables and to the ground connection in drydock for protection against lightning and other static charges in accordance with Paragraphs 074-5.8 through 074-5.13 of 2.5.
3.7.1 The static ground leads shall be connected to the BAM being docked before water is pumped to one foot above keel level.
3.8 Maintain watertight integrity.
3.8.1 Provide temporary access closure plates and fastenings prior to removing plates or cutting access openings below 4 feet of waterborne freeboard.
3.8.2 Closure plates shall be available on short notice for

3.8.3 Seal access openings with closure plates when conditions warrant.
3.8.4 Secure openings at the end of each shift not immediately followed by another shift engaged in dry dock work.
3.8.5 Secure vulnerable compartments in order to minimize potential damage to the extent permitted by scope and urgency of work when an area of shell plating removal makes temporary closure impracticable.
3.8.6 Schedule underwater hull operations to maintain BAM's positive stability and maximum hull watertight integrity in the event of flooding.
3.8.7 Remove the temporary closures when no longer required.
3.9 Inspect the underwater hull and underwater appendages for conformance with 2.3. Check and correct 2.3 to conform to the BAM's full form, appendages, and shell openings. Plot and locate on 2.3 any underwater installations accomplished during drydocking and give accurate dimensions for those installations. Submit 2 marked-up copies of 2.3 showing corrections and additions to the SUPERVISOR within 10 working days of undocking.
3.10 Shift the ship on the blocks (fleet) and ensure 100 percent bottom cleaning and painting when directed by the SUPERVISOR and upon completion of bottom cleaning and painting.
3.10.1 Accomplish stability and loading calculations based on weight changes made on the BAMs while in drydock. Obtain the tank loading conditions prior to fleeting the BAMs and a list of weight changes exceeding 500 pounds made by the Contractor during the drydock period. Accomplish calculations to determine conditions for fleeting based on the conditions upon docking and the weight changes made by both GOVERNMENT and the Contractor while in drydock. Determine ballast requirements necessary to maintain list, trim, and stability conditions using 2.6 for guidance. Submit these calculations to the SUPERVISOR for review 3 days prior to fleeting to allow for reballasting of tanks if required.
3.10.2 Stop flooding the drydock immediately after hull penetrations are submerged but before the BAMs lifts off of the blocks.
Accomplish a watertight integrity check of Contractor work affecting watertightness of the hull or hull penetrations below the water level in company with the GOVERNMENT. Continue flooding of the dock when directed by the SUPERVISOR.
3.10.3 Inspect the fit on the blocks immediately after the BAMs is shifted. Provide necessary shimming between blocking and hull in the event of hull movement due to removal of ballasting or shifting of BAMs load.
3.10.4 Electrically connect BAM's hull at the bow and stern of the BAMs with minimum of 500,000 circular MIL cables and to the ground connection in drydock for protection against lightning and other static charges in accordance with Figures 074-5-6 through 074-5-8 of 2.5.
3.10.4.1 Connect the static ground leads to the BAMs being
docked before water is pumped to one foot above keel level.

3.11 Maintain the BAMs in drydock a sufficient length of time to accomplish drydock work required by these specifications.
3.12 Remove temporary drain lines and restore systems to normal working conditions when directed by the SUPERVISOR.
3.13 Remove ballast to accomplish work required by other Work Items.
Comply with regulations for disposal of contaminated liquids.
3.14 Accomplish stability and loading calculations based on weight changes made on the BAMs while in drydock. Obtain the tank loading conditions upon entering drydock and a list of weight changes exceeding one ton made by the Contractor during the drydock period. Accomplish calculations to determine conditions upon undocking based on the conditions upon docking and the weight changes made by both the GOVERNMENT and the Contractor while in drydock. Determine ballast requirements necessary to maintain list, trim, and stability conditions using 2.6 for guidance. Submit these calculations to the SUPERVISOR for review 3 days prior to undocking to allow for reballasting of tanks if required.
3.14.1 Provide ballasting and necessary services to ballast tanks as approved by the SUPERVISOR with clean, fresh water.
3.15 Conduct an undocking conference similar to that in 3.3.
3.16 Submit four legible copies of a report to the SUPERVISOR prior to undocking certifying that Contractor work in the Work Items requiring the BAMs to be in drydock including welding on interior surfaces of underwater hull is in fact complete.
3.17 Undock the BAMs at a date and time mutually agreed upon by the SUPERVISOR and the Contractor. Ensure that sea valves, shaft seals, tank covers, and other hull penetrations below full load draft are watertight before undocking.
3.17.1 Stop flooding the drydock immediately after hull penetrations are submerged but before the BAMs lifts off of the blocks.
Accomplish a watertight integrity check of Contractor work affecting watertightness of the hull or hull penetrations below the water level in company with the GOVERNNMEMNT. Continue flooding of the dock when directed by the SUPERVISOR.
3.18 Submit one legible copies of the completed Docking Report, NAVSEA Forms 9997/1, as applicable, to the SUPERVISOR within 10 days of undocking.
3.19 Accomplish the requirements of 009-32 of 2.1, for disturbed surfaces.
4. NOTES:
4.1 Blocking material/construction requirements.
4.1.1 The term "hardwood" for the purpose of this Work Item includes White Oak, California Laurel, Oregon Myrtle, Iron Wood, Blue Gum, American Rock Elm, or preserved Red Oak.
4.1.2 The normal life span for hardwood blocking is about 10 years.
Blocking showing evidence of excessive crushing, warping, cracking, checking, rotting, or damage from dogging, loss of contact at edges caused by checking and unequal shrinkage, or deterioration to an extent of no longer being capable of supporting a prescribed load

4.1.3 Woods acceptable for use as soft caps are: Douglas Fir, Tamarack, Long Leaf Pine, or Hemlock.
4.1.4 Composite blocking showing evidence of spalling and cracks or chipped and damaged concrete is unacceptable.
4.2 NAVSEA Form 9997/1 are available from the SUPERVISOR upon request.
4.3 The SUPERVISOR'S designated representative (i.e; Docking
Officer/Observer) is the GOVERNMENT's official certified by the government as qualified to excute the duties of a Docking Officer/Observer. The presence of a docking officer/observer is for the purpose of protecting the Navy's interest, not to give direction to the contractor. However, the SUPERVISOR'S docking office/observer shall have the authority to stop the docking, undocking or launching when the BAM's safety or other Navy interests are jeopardized. This authority does not imply limitations on, or responsibility for, the actions of the contractor's Dockmaster/Launchmaster.
