About this file

This document provides answers to questions from potential offerors on solicitation N3220520R4078 from the Military Sealift Command for the USNS CITY OF BISMARCK Mid-Term Availability. The period of performance is from October 6, 2020 through December 5, 2020. The solicitation seeks offers for repair and maintenance work to be performed at the contractor's facility, which could include a leased or subcontracted space if all facility requirements are met. An extension to the response date was granted from June 25 to July 2, 2020 due to delays vendors and subcontractors are experiencing in responding to solicitations due to COVID-19 work policies. Earlier start dates would require pier-side facilities.

QUESTION #10:

Contractor is experiencing slow responses from Vendors and Subcontractors solicited for this proposal due to the current social distancing, working from home, etc., most companies are struggling meeting our due date. We have only received 20% of quotes solicited to date.

Contractor respectfully requests a bid extension from 25 June, 2020 to 02 July, 2020 and final date for requests for specification clarification to 22 June.

The above requested change is necessary to allow subcontractors response time or contractor may be forced to not participate.

ANSWER:

The optimal timeframe for ship repair availabilities awards is 60 days before start of period of performance. In order to stay within this timeframe and still allow the government time for the acquisition process an extension until July 2, 2020 cannot be granted. The government can grant extension until June 25, 2020.

QUESTION #11

The Solicitation states “8. The place of performance for this contract shall be the contractor’s facility.”

Question: If the Contractor has a lease or subcontract that provides access to acceptable facilities; will that meet the requirement of “contractor’s facility”?

ANSWER:

Yes, ALL facility requirements will still have to be met per the sub-factors. It will be Technically evaluated by the technical team.
