About this file

This document contains questions and answers regarding a solicitation for the USNS CITY OF BISMARCK Mid-Term Availability. The solicitation is seeking proposals for ship repair services to be performed between June 25, 2020 and July 2, 2020. Electronic proposals submitted via email or DOD SAFE will be accepted due to COVID-19 precautions. Proposals should be organized into separate volumes and clearly labeled with volume and part numbers if submitted in multiple emails. The Navy will grant an extension to the proposal deadline until June 25, 2020 in order to allow adequate time for screening and bids from subcontractors while still completing the acquisition process within 60 days of the period of performance.

QUESTIONS AND ANSWERS #1

The following are answers to questions received from potential offerors. The answers provide clarification only and DO

NOT constitute an amendment to the solicitation.

QUESTION #1:

To minimize the spread of the virus, we have mandated a work from home policy within all administrative departments, which limits our ability to print and mail documents. We are requesting that all Bid Proposal Submittals be completed electronically, using the secured DoD SAFE (Secure Access File Exchange) website and/or Vigor Marine’s ShareFile secure file sharing and transfer service.

ANSWER:

MSC will accept electronic proposal submittal. The proposals shall be organized into four (4) separate volumes. Each file sent via email shall include the volume number in the document title. It is permissible to include multiple volumes within one

(1) email submission, however a single file can contain no more than one (1) volume. Files shall be submitted in one (1) or a combination of the following formats: Adobe PDF, Microsoft Word, PowerPoint, and/or Excel. No file shall be locked.

Proposals shall be received prior to the closing date and time identified on the SF 33, electronically at the following address:

Alvinia.jenkins@navy.mil

Vinnie.principe@navy.mil

The subject line of the email submission shall read, “N3220520R4078 // [Offeror’s Name] // Part [X] of [Y],” (Part X of Y is utilized to indicate multiple emails as part of the submission where X is the email number and Y is the number of total emails to be received). NOTE: to ensure attachments are properly received, offerors are encouraged to limit the sum total size of a single email to 10 megabytes (MB).

Submissions shall not contain any classified material. It is the sole-responsibility of the offeror to ensure that the files submitted are virus free and can be opened and read by the Government.

QUESTION #2:

Due to the Arms Export Control Act and Distribution Statement on all reference drawings, screening and verifying subcontractors to send the required references is taking longer than expected. We request to extend the bid date until July 2, 2020 to allow adequate time for screening and subcontractor bids to be prepared.

The optimal timeframe for ship repair availabilities awards is 60 days before start of period of performance. In order to stay within this timeframe and still allow the government time for the acquisition process an extension until July 2, 2020 cannot be granted. The government can grant extension until June 25, 2020.

QUESTION #3:

Contractor requests change to the current Proposal Submission Requirements:

MSC and USCG both have recently revised their REQUIREMENTS FOR SUBMISSION OF PROPOSALS

Please note the language from a very recent MSC Solicitation:

L –2 REQUIREMENTS FOR SUBMISSION OF PROPOSALS

IN RESPONSE TO COVID-19 PRECAUTIONS, OFFERORS MAY ELECT TO SUBMIT DIGITAL PROPOSAL VIA

DOD SAFE WITHOUT THE SUBMISSION OF PAPER PROPOSALS. ALL OTHER REQUIREMENTS BELOW

REMAIN IN EFFECT.
