About this file
This justification and approval document outlines requirements for a mid-term availability for the USNS Henry J. Kaiser, including original equipment manufacturer parts and services needed to complete work items related to main propulsion components, generators, boilers, lifeboats, and rescue boats. The Navy's Military Sealift Command requires field service representatives and parts from authorized vendors for items such as main engines, turbos, reduction gears, propellers, generators, auxiliary boilers, lifeboat davits and winches, and rescue boats. The total value of the work items is estimated at $1,130,550 to be funded by FY21 Navy Working Capital Funds. In accordance with FAR 6.302-1(a), this justification cites 10 USC 2304(c)(1) as the authority for using other than full and open competition due to only one responsible source being available to meet the agency's requirements for specialized OEM technical services and parts to maintain critical ship equipment and ensure compliance with safety and regulatory standards.
