(15) Small Business Participation Commitment Document (SBPCD) Nontrade-off Proposal. All offerors (both large and small) shall propose the level of participation of small businesses (as a small business prime and/or small business subcontractor) in the performance of this requirement. The offeror’s proposed SBPCD shall be incorporated into any resultant contract and monitored as a measure of contract compliance. These requirements shall apply at the prime contract and first tier subcontract levels.

If offerors desire to obtain government data to aid them in developing a proposed level of small business participation (i.e. past data re reimbursable costs), then offerors shall request the data from the Contracting Officer (Robert McDermott) and Contract Specialist (James Wood) on a “Request for Clarification/Question” form, which is provided as Attachment F to this solicitation. Each request for data shall be submitted on a separate form. The government will not respond to requests for data if: (1) the requests are not submitted on an Attachment F form or

(2) more than one request is submitted on a single Attachment F form. Responses to requests for data will be shared with all offerors.

Offeror’s SBPCD shall comply with all requirements in FAR Clause 52.219-9 Small Business Subcontracting Plan, if applicable, which is incorporated into this contract and found in section I. In addition, the SBPCD shall:
