QUESTIONS AND ANSWERS # 1
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Will we receive the Technical Manual for the WATSON RFP?
ANSWER: The WATSON RFP does not have a Technical Manual as the information that would have been included in a Technical Manual was fully incorporated into Section
C of the WATSON RFP.
2. The adequate financial resources was listed as $40 Million in Section L (13)
Corporate Viability, however the necessary resources to conduct two major availabilities was stated as $40 Million by themselves. Can you please clarify the amount that will be needed for adequate financial resources under this solicitation?
ANSWER: Adequate financial resources amount should read “$48,000,000.00” to reflect two $20M major availabilities and 45 days of estimated per diem payments for eight ships in FOS. A forthcoming solicitation amendment will change the amount to
$48,000,000.00.
3. Please provide past actual data or the total government estimate of reimbursable expenses (if actuals are not available) by contract year for all 8 vessels to cover the base, four option years, and -8 periods.
ANSWER: See Attachment T – Reimbursable Expenses. Please note actual reimbursable expenses may drastically vary from the government estimate in Attachment T.
4. Please provide the estimated dry dock schedule by contract year for all 8 vessels.
ANSWER: See Attachment T – Reimbursable Expenses. Please note actual dry dock schedules may drastically vary from the government estimate in Attachment T.
5. Please clarify if the government is seeking evidence of corporate viability at the amount of $40M only or the total of $40M plus 45 days of FOS per diem as the statements referenced in the RFP appear to contradict each other.
ANSWER: See Answer to Question #2.
6. In reference to Section C-3.7.2.1 (page 137), do key shore side personnel need to possess a SECRET security clearance at time of bid submission or the start of the contract?
ANSWER: Secret security clearance for key shore side personnel shall be obtained by awardee prior to first vessel turn over.
7. Section C-3.9 (page 140) states, “The contractor shall schedule and confirm all shore side key billet personnel complete the prescribed MSC courses IAW the table below.” The table provided on page 140 includes training requirements for the Assistant
Property Control Manager, Purchasing Manager, and Crewing & Training Manager. As section C-3.9 states training is for key billet personnel, will these positions be removed from the training requirements table as none of the three are designated key billet personnel per the chart provided in C-3.7.2.a?
ANSWER: The first line of Section C-3.9 should state, “The contractor shall schedule and confirm all shore side personnel complete the prescribed MSC courses IAW the table below.” A forthcoming solicitation amendment will add this statement to Section C-3.9.
8. What is the current locations & availability for possible mid-June ship checks of the eight (8) WATSON Class vessels?
ANSWER: Offerors shall contact MSC for exact locations and appropriate access when they are ready to make travel arrangements.
9. Attachment I in the RFP requires different information than the information listed in the blocks within the Attachment I itself. Should we complete Attachment I blocks and include the other required past performance narrative information as listed in the RFP?
ANSWER: Complete Attachment I, Past Performance Narrative blocks, with the administrative data related to each referenced contract. Include all other required Past
Performance Narrative information in the narrative pages at page number 1 & page number 2, which were added to Attachment I. A forthcoming solicitation amendment will reflect the guidance in this answer.
