Questions & Answers
| Q1. | Paragraph 6 (page 1) of the government’s solicitation states that the USNS Hershel Woody Williams requires the berthing and laundry portable accommodation modules by 30 September in Norfolk, VA. Paragraph 9 of the Statement of Work (page 16-17) lays out a schedule (Task IDs 7.5 – 7.13) that takes design through approximately 80 business days, approximately four months. That time window does not account for the time that ABS would be reviewing design drawings. One should assume that Task Ids 7.10 to 7.13, the period during which ABS will have the drawings in its possession (preliminary and final), will require 3-4 weeks that are not accounted in the 80 business days mentioned above. That said, offeror believes that the government’s schedule as written in the solicitation will be impossible to meet. This is more likely a 12-15 month project. Please revise or advise. |
| A1. | BERTHING AND LAUNDRY MODULES NEED TO BE COMPLETED AND READY FOR INSTALLATION NLT NOVEMBER 1, 2019. COORDINATION OF ACCEPTANCE OF MODULES AT CONTRACTOR FACILITY IS POSSIBLE. |
| Q2. | The solicitation and SOW are written as a design-build-install procurement. This is indicated several times in the solicitation, including paragraph 4 (page 11), where the Government conveys its expectation of ownership and unlimited data rights. On the other hand, the prescribed schedule and evaluation method (LPTA) imply an off-the-shelf procurement. Is the government seeking design-build-install or commercial-off-the-shelf (COTS)? |
| A2. | GOVERNMENT IS SEEKING ABS APPROVE MODULES CAPABLE OF MEETNG REQUIREMENTS AND IS INDIFFERENT TO DESIGN/BUILD/INSTALL OR COTS. If COTS is acceptable, will the Government forego its requirement for ownership of all work product and unlimited data rights? GOVERNMENT WILL FOREGO UNLIMITED DATA RIGHTS SO LONG AS ALL OTHER DELIVERABLES ARE MET IE INTEGRATED LOGISTICS SUPPORT. |
| Q3. | The SOW, paragraph 5.1.3.2 (page 12) specifies that the laundry module will use “1 TEU spot IAW 2.3.” Offeror interprets the preferred design to be 1ea 20’ container; however, paragraph 6.1.1.1 (page 14, second bullet) specifies “2 each” laundry modules to be installed on T-ESB 4’s mission deck. Please clarify laundry module quantity and container size expectations, and number of TEU spots available on the mission deck. |
| A3. | MSC REQUIRES 1 DESIGN OF A 20 FT (TEU) FOOTPRINT LAUNDRY MODULE. MSC THEN REQUIRES 2 EACH LAUNDRY MODULES OF THIS DESIGN. DESIGN CAN BE COTS IF AVAILABLE. |
