N32205-18-R-3516
QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
13. Can the Navy efforts under this contract be considered Oceanographic Research as they apply to the research and development of acoustic monitoring or does MSC consider the Navy personnel to be industrial personnel? This question applies to the applicable COI required to be obtained.
Answer: MSC maintains that the COI should read as Public Vessel, not specified.
14. Will MSC/ US Navy consider reducing their total complement from 15 to 12 personnel? This question applies to the applicable COI required to be obtained which can be modified if only 12 industrial personnel will be aboard the vessel.
Answer: No, requirement (1k.) accommodations for 15 personnel is a hard requirement and cannot be lowered.
15. Will MSC/US Navy allow structure foundations that meet the container point loading requirement but may in non-point loading areas be less than the required minimum deck strength as outlined in the PWS. For example, the structure would meet the container weight but walkways or other non-load bearing areas would have a lower deck strength rating.
Answer: Yes; however, the requirement to have 3100 ft2 of clear deck space able to support 166,00 lbs of equipment still stands. The government or its designated agent will ensure that the ISO container mounting does not exceed the required 5 tons/m2.
