Question 3: The scope of work states, “Contractor shall provide hired 3rd party security guard services.”
Is the contractor permitted to utilize the primary or overflow hotel’s employees to perform the security guard services?
Answer: No
Question 4: Is the contractor required to hire security guard services from an entity separate from the primary or overflow hotels?
Answer: If the hotel already has a 3rd party security guard service in place, that will suffice if they meet the requirements, but it needs to be the days/times required. If the hotel doesn't already have a 3rd party security guard service, then yes, the contractor will be required to hire one.
Question 5: Is the security guard required to have a security license (registration) from the Virginia Department of Criminal Justice Services?
Answer: Yes, that is requirement to be hired by the security guard company. These security guards will NOT hold weapons.
Question 6: Will the past performance evaluation assess the past performance of the contractor’s subcontracted hotel that has previously contracted with MSC to provide lodging services?
Answer: The Government will consider the company itself, predecessor companies, key personnel who have relevant experience and subcontractors who will perform major or critical aspects of the requirement.
Question 7: Can you please confirm that proposals will not be accepted via email?
Answer: Proposal will not be accepted via email. Amendment 001 removed/deleted email proposals.
Question 8: Can an Offeror submit more than 2 overflow hotels for this requirement?
Answer: Yes, but each overflow hotel property must meet the same requirements as the primary hotel. The Primary Hotel must have at least 126 rooms (51% of 250) to be considered the Primary hotel. Overflow hotels can have less than 126 rooms.
Question 9: Page 7 of 58 states:" Volumes I, II and III shall each be presented on or before the closing date and time provided in Box #8 of the SF 1449 of the solicitation in separate sealed binders marked for Solicitation N32205-18-R-2004. Proposals shall be submitted in one (1) original and two (2) copies plus an electronic copy (CD). Proposals not in conformance with this requirement may be deemed unacceptable." . However Page 8 of 58 then states: "Proposals may be only hand delivered, mailed or e-mailed directly to efrem.mason@navy.mil, the sole designated E-mail address and inbox for receipt of E-mail submissions. No other electronic means of submission, used in whole or in combination with E-mail, is permitted."
Clarification Requested: Is it acceptable to submit an offer exclusively via e-mail for this solicitation?
Answer: Email proposals will not be accepted. See amendment 001
