Solicitation N32205-17-R-3514 Questions #20-40

20. Question: Would a ship with a moon pool and a speed of 10 knots be acceptable?

Answer: The requirement is 12 knots.

21. Question: What Option Periods contain leap years?

Answer: Option Period 2 will contain a leap year

22. The RFP contradicts itself regarding CD/DVD submission requirements. The RFP states:

L-3.4 Offerors must submit the information required below on two Compact Discs (CDs) or DVDs that are compatible with Microsoft Office 2010. The first CD or DVD shall contain the Solicitation Package, Past Performance Data, and Price Proposal. The second CD or DVD shall contain the Technical Proposal.

L-4.2 CD or DVD I shall contain the technical proposal (L-7) and the following L-4.3 CD or DVD II shall contain all pricing, past performance information and any additional information Please clarify.

Answer: Please see Amendment 002 to the Solicitation.

23. What is to be contained in the cover letter? L-4.2.1 – through L-4.2.6.4?

Answer: L-4.2.1 Proposal Cover Letter that includes: L-4.2.2 thru L-4.2.6.4

24. RFP states:

C-2.11.11 DDS Trainer: The vessel shall be able to lower the DDS trainer (GFE) into the water to support simulating SDV launch and recovery evolutions using either a crane or a moon pool. The DDS trainer is self-contained and requires no external air or power. The DDS trainer hanger door shall open and the track and cradle will roll out on the elevator deck. The SDV shall be recovered by being winched down to the track and cradle.

Is there a requirement for an elevator on the vessel?

Answer: There is not a requirement for an elevator on the ship. Please see Amendment 002.

25. C-2.10 – Is there a minimum area required to be covered with Baxter bolts. Can dedicated weld down sockets be substituted for larger equipment? Can bolts be flush with wood wear deck?

Answer: There is no minimum area that requires Baxter Bolts. The bolts can be flush with the wood wear deck. The configuration and location of the bolts should support the deck load plan provided by the offeror.

26. C-2.11.2 What are the maximum allowable accelerations for the lifted DCS and SDV when using the active or passive heave compensation system described.

Answer: The requirement for launch and recovery is sea state 3. Information concerning the size and weight of each asset has been provided. Please provide details of your proposed launch and recovery system and they will be evaluated for compatibility.

27. C-2.11.2 Does the moonpool lifting system require Class approval?

Answer: There is not a requirement for class approval for the moon pool lifting device.

28. C-2.11.1 All crane launch operations described are unmanned. Please confirm there is no requirement for a man rated crane and no vessel to vessel personnel transfers will be required via crane lifted man basket?

Answer: Please see C-2.11.1 in amendment 0002. Vessel to vessel transfers via man basket are not required.

29. C-2.11. Will submersible assets have ballast during the recovery (moonpool and crane).

If so, what is the maximum in water weight and in air weight to be lifted? Please confirm if the Class approval needs to include notations for subsea object lifting?

Answer: Other than the weights provided, no additional ballast will be retained by the assets being lifted. Obviously entrapped water will have to drain while the assets are being lifted.

30. C-2.17 Commercial vessels are inherently noisy vessels. Are there any underwater radiation noise requirements?

Answer: This is a training vessel. There are no “sound silencing/reduction” requirements.

31. C-2.23 Will navigational equipment under C-2.22 require repeaters in the surface controller’s station?

Answer: Yes. This equipment will be installed as GFE.

32. Section L-7.8 Arrangements states: Offerors shall provide current General Arrangement drawings of the proposed vessel. Additionally, offerors shall provide General Arrangement drawings or draft sketches, and narrative descriptions showing the proposed locations of all required spaces and compartments listed in Section C-2.5, C-2.8, C-2.9 and Sections C-4.8 through C-4.26 The sections listed above, in general, do not refer to spaces and compartments, but rather they refer to general requirements. Are the sections listed above the correct sections for submitting drawings/draft sketches?

If the answer to the preceding question necessitates additional/different sections for drawings/draft sketches to be submitted, we will require additional time for engineering drawings to be developed, due to the passing of more than 2 weeks before the offeror fully understands what is required for submittal. Therefore, we respectfully request a three-week extension of the original due date. The new due date would be September 18, Answer: Offerors shall provide current General Arrangement drawings of the proposed vessel. These drawings or draft sketches, shall include narrative descriptions showing the proposed locations of all required spaces and compartments listed in Section C such as berthing spaces, laundry facilities, conference rooms, etc. Please see Amendment 0002 to the solicitation. Response date: Sept 7, 2017 1:00 pm Eastern

33. Section C-3.1 and C-3.2 stipulate that the vessel shall possess a secret facility clearance prior to submission of offer. Please clarify how a vessel can get a facility clearance without a contract in hand requiring it or is the requirement that the offeror have a secret facility clearance prior to submission of offer.

Answer: For information regarding clearances, please contact The United States Department of Defense, Defense Security Service at (888) 282-7682.

34. H-14.2 States: Military Personnel. In addition to the carriage of personnel noted in subparagraph 7.1 above, the Charterer shall have the right to assign other military personnel aboard the Vessel. Such personnel are not to require victualling or berthing facilities from the Vessel unless requested by the military commander aboard, in which case the Owner will be reimbursed out-of-pocket expenses not to exceed the amount per person per day set forth in subparagraph 7.1 above. The Owner shall provide sufficient lifesaving equipment for such personnel in accordance with SOLAS and all other applicable regulatory requirements.

In regards to “subparagraph 7.1 above”. Do you mean 14.1 above? If not, please give more detail on where 7.1 is.

Answer: Please see Amendment 002 to the solicitation the reference has been updated.

35. This question is in regards to the Launch and Recovery Matrix found under C-2.11.11.

a) 2.11.11 states the DDS Trainer can be lowered into the water using either crane or moonpool, yet the matrix does not have an “x” marked in the crane box.

b) 2.11.8 states DCS shall be launched and recovered via moon pool, yet the matrix identifies both crane and moon pool launch and recovery. Does this mean it can be launched unmanned via crane?

Answer: Please see Amendment 002 to the Solicitation.

36. Per section H-30.2 Reimbursement, subparagraph 10.1, Section G-5 (Payment) and G-7 (Reimbursable Supplies and Services) were referenced. Section H-20.4 Owners purchase of fuel also has section G-5 (Payment) referenced. However, sections referenced are not available within the RFP. Can you please confirm the section numbers it is referencing?

H-30.2 Reimbursement. All of the charges incurred for the Charterer's account as noted in subparagraph 10.1 above shall be paid by the Owner if so required by the Charterer.

The Charterer shall thereafter reimburse the Owner for such charges in accordance with Sections G-5 (Payment) and G-7 (Reimbursable Supplies and Services (Charters)) above.

37. Attachment C - Crew Complement is provided as a Word file. Would it be possible to submit an Excel version of this file so that formulas could be used to calculate the totals at the bottom of each section and at the bottom of each page, as well as in the far right column for each page?

Answer: Yes, an excel spreadsheet will also be sufficient.

38. We noticed that a slightly different RFP number is referenced at the top of each page in Attachment B – Basic Pricing Data. The sheets for Basic Pricing Data and Options 2-4 show N32205-17-R-3515, and the sheet for Option 1 shows N32205-17-R-3513. Please confirm that we can change each page to N32205-17-R-3514.

Answer: Yes, this can be updated to N32205-17-R-3514. Please see Amendment 002 to the RFP.

39. We noticed that a slightly different RFP number is referenced at the top of each page in Attachment C – Crew Complement: N32205-17-R-3515. Please confirm that we can change these to N32205-17-R-3514.
