Question #65
65. Section C-2.11.1 now states that "The crane shall be man-rated for pier-side loading/unloading and at-sea launch and recovery of an 11 meter RIB and PWC, and also be capable of pier-side loading/unloading and at-sea launch and recovery of an unmanned
SDV, and unmanned CRRC." Section C-2.11.5 states that "Vessel shall launch and recover RIBs by crane launch and recovery of RIBs shall be unmanned but loaded with sponsor gear." Section C-2.11.6 states that "launch and recovery of PWCs shall be unmanned but loaded with sponsor gear. "Is it the intent of this language that the RHIB and PWC now must be launched manned? The launch and recovery matrix does not indicate a manned launch for the RHIB or PWC. If the intent is to provide for manned launch, then please confirm that the crane must now be man-rated. Also, if a man-rating is required and a man-rated davit is supplied, then must the crane still be man-rated?
Answer: “C-2.11.1 now states the following, “The vessel shall be equipped with a minimum of one crane to achieve pier-side loading and unloading of an unmanned
DCS (68,000 lbs). The crane shall also be capable of pier-side loading/unloading and at-sea launch and recovery of an 11 meter unmanned RIB, unmanned PWC, unmanned SDV, and unmanned CRRC. The crane shall be able to perform either over the side or astern launch and recovery, and shall have adequate load capacity and boom reach to lift the assets to their respective deck storage location from the pier.” Therefore launch and recovery of RIBs and PWCs are unmanned. However, please also see C-2.11.5 requiring the RIB to be recovered with sponsor gear.
