SECTION C
C-1 GENERAL
C-1.1 Mission. A vessel shall serve as host ship for Naval Special Warfare (NSW) and will be based in
Pearl Harbor, Hawaii. This vessel will be utilized primarily for training purposes. Specifically, the vessel will be used to launch and recover Dry Combatant Submersibles (DCS), SEAL Delivery Vehicles (SDVs), Dry
Deck Shelter Hanger Training Systems and their supporting surface safety boats, and U.S. Navy Divers. It will also be used for simulated ship attack, training for under hull surveys, and training for anchoring and loitering. The vessel will have berthing and facilities for forty-five (45) personnel in addition to the ship’s crew and shall operate for forty-five (45) days without re-supply. The vessel shall host a mix of the following craft: up to two SEAL Delivery Vehicles (SDV), one Dry Combat Submersible (DCS) or DDS Hanger
Trainer, and support craft including up to two Personal Water Craft (PWC), two Rigid Inflatable Boats
(RIBs) and six Combat Rubber Raiding Craft (CRRC). The vessel shall be able to launch and recover all craft and allow for craft replenishment and limited maintenance. In addition, the vessel will provide equipment stowage, messing, berthing, administrative and operational space, maintenance space, emergency towing, and logistics services of Maritime Security Operations. Vessel facilities are to be available during both day and night time operations. The vessel shall maintain International Association of Classification
(IACS) certification/classification and operate all deck equipment to include cranes, winches, vessel launch and recovery systems, and all refueling evolutions/stations. The vessel shall be used to provide hyperbaric chamber services for emergencies and routine decompression operations, replenishment/minor maintenance support, and personnel support. The vessel shall store flares (in a pyrotechnic Ready Service Locker (RSL)) and gasoline, and shall carry a certified United States Navy (USN) hyperbaric chamber.
C-1.2 Concept of Operations: The vessel will be a support vessel to load out and support up to two primary systems at once (DCS, SDV, DDS Hanger Trainer). A normal primary system load out is comprised of one (1) DCS or (1) DDS Hanger Trainer, and two SDV(s). Prior to launching a system, the vessel shall arrive at the prescribed launch point and establish station keeping. The vessel will display the necessary flags and signals for conducting small boat operations and launching/recovering submersibles. Government will coordinate all griping and stowing for sea of systems and deck gear with the vessel. The vessel will launch two 11m RIBs or CRRCs that will stay waterborne throughout the evolution as safety boats. The vessel operator will coordinate ship's position and navigation conditions with the government’s representative and launch the system to be operated. This may or may not include putting divers in the water for launch and recovery requirements. After launch, the vessel and government will coordinate the vessel’s movement to ensure radio and underwater communications are maintained. The vessel will coordinate with the government representative for recovering the system. Government will coordinate all griping and stowing for sea of systems and deck gear with the vessel. When operations are complete, the vessel shall recover the safety boats
(RIBs/CRRCs), and resume unlimited control of the ship. The vessel shall be able to launch/recover one primary system at a time.
C-1.3 Area of Operations. The vessel will be home ported at Pearl City Peninsula at Pearl Harbor, HI.
The vessel will normally operate in, but not be restricted to, Pearl Harbor, HI, Apra Harbor, Guam, Keyport, WA and the outer islands of Hawaii. The vessel shall be able to operate in a wide range of areas worldwide.
It is intended for the vessel to be on station conducting independent operations in a remote environment or operate at anchor for extended periods. The vessel should be able to make transits via the Panama Canal as needed. The vessel may be reassigned to the U.S. East Coast with 30 days’ notification. Operational control
(OPCON) will be SEAL Delivery Team One (SDVT-1).
C-1.4 Operating Tempo (OPTEMPO).
(1) Schedule (OPTEMPO): 24 hours/day operations required, seven days a week, whether at sea or in port.
(2) Percent of time underway at 12kt transit speed: 30%
(3) Percent of time underway at anchor/loiter (<5 knots): 30%
(4) Percent of time in port: 40% (Up to half of this time may be spent in a port other than homeport).
C-1.5 Operational Support.
Services shall be 24 hour a day support to include but not be limited to the following:
• Launch and recovery of small boats, Divers, RIBs, PWC, DCS, CRRC(s), and SDV.
• Refueling small craft onboard and alongside.
• Logistical support (i.e. messing, berthing, communications, and physical training facilities, etc.)
• At sea transfer of personnel and cargo alongside or astern in up to Sea State 3 conditions. (Hereafter
Sea State will refer to the unit of measure for the Beaufort Scale.)
• Navigation inputs to government furnished equipment (GFE) trackers, plotters, and ancillary equipment.
• INMARSAT communications for ship to shore unclassified communications.
C-1.6 Endurance. The vessel must be capable of supporting at-sea operation for up to 45 days without resupply. In addition, the support ship shall be able to operate in up to and including Sea State 5 conditions in both equatorial and arctic waters. It shall be able to conduct launch and recovery of small boats, Divers, RIBs, PWC, DCS and SDVs in up to Sea State 3 conditions.
C-1.7 Certifications.
The vessel shall be inspected or certified by the USCG under 46 CFR Chapter 1, SubChapter I. At a minimum, the vessel, launch and recovery systems, cranes, weight handling equipment, and unique shipboard storage appliances shall be maintained and shall be certified by either the American Bureau of Shipping (ABS) (A1 AMS) or an International Association of Classification Societies (IACS) member society.
C-2 VESSEL REQUIREMENTS.
C-2.1 Vessel Characteristics.
C-2.2 Flag. The Vessel shall be a Jones Act qualified U.S.-flagged vessel.
C-2.3 Speed. Minimum 12 knots transit speed.
C-2.4 Endurance. Vessel shall have sustained underway capability to support operations for periods of up to 45 days.
C-2.5 Minimum Range. Minimum 8600 miles at 12 knots.
C-2.6 Open deck space. Minimum 2500 sq. ft contiguous open deck space.
C-2.7 Maximum Draft. 24 feet
C-2.8 Station Keeping. Vessel shall be capable of operating and/or remaining on station in conditions up to and including winds of 30 knots and Sea State 5 conditions Vessel shall be capable of slow speed heading hold down to one knot. The vessel must be capable of maintaining position and heading within a
150-foot radius of the established position. An operable Dynamic Positioning System (DP-1 or equivalent) capability is required to support launch/recovery and diving operations.
C-2.9 Propulsion. The vessel shall be equipped with an operable bow thruster and main propulsion capable of maintaining position and heading as noted above. Propulsion horsepower shall be rated to safely tow a 68,000lb DCS if unable to conduct a normal recover on deck. Must be able to tow up to 5 days in up to Sea State 5 conditions.
C-2.10 Deck: The vessel shall have a baxter bolt (or equivalent) 2 foot by 2 foot deck socket pattern (with no more than 1/8 deviation) that will be used to secure all craft and equipment to the deck for stowage and transit. The deck sockets shall be capable of securing craft and equipment in up to Sea State 8 conditions.
The vessel must have sufficient deck strength to load and transport the following within the contiguous open deck space with no less than 5 feet of unobstructed walking space on at least three sides of the equipment:
C-2.10.1 (GFE)
(1) One Standard Navy Double-Lock Recompression Chamber System (SNDLRCS) including an
Air Supply Rack Assembly (ASRA): consists of a standard 20' x 8' x 8' ISO shipping container
25,000 lb. fully loaded.
(2) One Dry Deck Shelter (DDS) Hanger Training System (25’x10’6”x10’4”) weighing up to
28,238.
(3) One (1) Recompression Chamber Life Support Skid (RCLSS) (10ftx 8ft’, 14,000 lbs.)
(4) One (1) Divers launch and recovery stage (man rated) (6ft x10ft x 8ft, 3500lbs manned)
(5) Mission-specific support vans (four (4) 8’x8’x20’ MILVANs, weighing up to 30,000 lbs. each)

State 8 conditions.
C-2.10.2 Contractor Furnished Equipment (CFE)
(1) Drying rack to hang no less than 16 Diver wet suits, dive rigs and fin sets.
(2) Shower head with cold and hot fresh water adjacent to diver drying rack station.
(3) Bottle rack(s) to hold the following standard 3000 psi gas bottles: 16 Oxygen (medical grade), 2
Oxygen (welding services), 2 Argon, 16 Nitrogen, 2 Acetylene.
(4) Storage rack for four (4) 250 HP and four (4) 30 HP outboard motors. Stand(s) reinforced to support engine maintenance and short period of operation. Storage location shall have fresh water hose connection for engine cooling when running.
(5) Deck lighting to support night time launch and recovery
(6) Deck lighting to support on deck maintenance during transit without interfering with safe navigation and bridge observation.
(7) A configurable brow or staging assembly that allows safe access to the topside of the DCS or
SDV when stored on deck. The assembly shall have capability of attaching ventilation ducts, power cords or other service leads that do not interfere with personal access but give positive storage and restraint for service leads that are required on the topside of the DCS and SDV.
(8) A configurable fixed or mobile platform that affords safe access to RIBs while stored on deck.
(9) Vessel may propose Davit system for launch and recovery of RIBs and SDV.
(10) Divers Quality Air 4500psi compressor, 30 cfm.
C-2.11 Craft Launch and Recovery System: The vessel shall provide a dry moonpool and a crane as the primary launch and recovery system to launch and recover manned DCS, SDV, DDS Hanger Trainer, RIBs, and PWCs.
C-2.11.1 Crane: The vessel shall be equipped with a minimum of one crane to achieve pier-side loading and unloading of an unmanned DCS (68,000 lbs). The crane shall also be capable of pier-side loading/unloading and at-sea launch and recovery of an 11 meter unmanned RIB, unmanned PWC, unmanned SDV, and unmanned CRRC. The crane shall be able to perform either over the side or astern launch and recovery, and shall have adequate load capacity and boom reach to lift the assets to their respective deck storage location from the pier.
C-2.11.2 Moon Pool: The vessel shall be equipped with a dry moon pool capable of launching and recovering a manned DCS or SDV. Both may be deployed on the vessel at the same time so provisions shall be made to move one so the other can be launched and recovered through the moon pool. The moon pool shall be an adequate size to launch and recover the manned DCS and to deploy divers to secure or disconnect the DCS or SDV. The DCS and SDV can be launched and recovered either by lift lines secured to their lift points or by using a platform under them. The movement of the DCS and SDV shall be constrained during launch and recovery to prevent them from contacting the sides of the moon pool. The lift system shall be capable of safely and efficiently launching and recovering the DCS or SDV from the deck to a minimum submerged launch depth of 30 feet sea water (fsw). The launch and recovery system shall have passive or active heave compensation that separates the vessel’s motion from the DCS and SDV when submerged. The lift system shall be capable of raising the SDV at a maximum speed of 30 fpm.
The moon pool shall have a watertight door on the bottom and a carriage or door on top. The carriage or top door shall be capable of supporting the weight of the DCS fully loaded and secured for transit in up to Sea State 8 conditions. The moon pool shall be able to be flooded by means that do not limit the stability of the ship or its ability for safety and repositioning in up to 5 knots during a launch and recovery evolution. Upon recovery and securing the DCS or SDV for sea the ship shall be able to dewater the moon pool and assume normal navigation and ship operations. Divers shall be recovered by means of a diver’s stage/lift (GFE) that is lowered/raised by a system rated for a manned diving stage
C-2.11.3 Vessel shall be capable of launching and recovering craft in the following manners:
C-2.11.4 CRRCs: Vessel shall be able to launch and recover six CRRCs within one hour. CRRCs shall be launched and recovered by crane. For over the side crane launch and recovery, CRRCs will be loaded but unmanned. The vessel shall provide safe access for manning/unmanning the craft when waterborne. Vessel shall be able to launch and recover CRRCs in up to Sea State 5 conditions
C-2.11.5 RIB: Vessel shall be able to launch and recover two 11 meter RIBs within 30 minutes. Vessel shall launch and recover RIBs by crane launch and recovery of RIBs shall be unmanned but loaded with sponsor gear. Vessel shall provide adequate station alongside or astern to transfer personnel and/or equipment while at sea. Vessel shall be able to launch and recover RIBs in up to Sea State 4 conditions. RIBs shall sit in an adequate cradle either provided as GFE or engineered into vessel’s architecture, at the offeror’s option
C-2.11.6 PWC: Vessel shall be able to launch and recover two PWCs. Vessel shall launch and recover
PWCs by any means. Launch and recovery of PWCs shall be unmanned but loaded with sponsor gear. Vessel shall provide adequate station alongside or astern to transfer personnel and/or equipment while at sea. Vessel shall be able to launch and recover PWCs in up to Sea State 3 conditions. PWC shall sit in adequate cradle either provided as GFE or engineered into vessel’s architecture, at the offeror’s option
C-2.11.7 SDV: Vessel shall be able to launch and recover two SDVs. Vessel may launch and recover
SDVs by moon pool or crane. Launch and recovery of SDVs by crane shall be unmanned and loaded with sponsor gear. Launch and recover of SDVs by moonpool shall be manned and loaded with sponsor gear. Vessel shall provide adequate station alongside or astern to transfer personnel and/or equipment by means of a Diver’s Stage when a crane is used to launch and recover an SDV while at sea. Vessel shall be able to conduct SDV launch up to Sea State 3 conditions and recover in up to
Sea State 4 conditionsSDVs shall sit in adequate cradle either provided as GFE or engineered into vessel’s architecture, at the offeror’s option.
C-2.11.8 DCS: Vessel shall be able to launch and recover one manned DCS. Vessel shall launch and recover the DCS by moon pool. Launch and recovery of the DCS shall be manned and loaded with sponsor gear. Vessel shall provide adequate station alongside or astern to transfer personnel and/or equipment while at sea. Vessel shall be able to conduct DCS launch in up to Sea State 3 conditions and recover in up to Sea State 4 conditions. The DCS shall sit in adequate cradle either provided as GFE or engineered into vessel’s architecture, at the offeror’s option.
C-2.11.9 The vessel shall be able to demonstrate that the launch and recovery systems were manufactured in accordance with Navy standards or a recognized IACS (ABS or equivalent Rules for Building and Classing Underwater Vehicles, Systems and Hyperbaric Facilities) standard.
C-2.11.10 The vessel shall provide a safe means of controlling the motion of the craft during launch and recovery operations in order to prevent injury to personnel, both embarked and on deck, and damage to the craft. Each recovery position (cradle, crane, or moon pool) shall have access to freshwater wash down and one 110V electrical outlet.
C-2.11.11 DDS Trainer: The vessel shall be able to lower the DDS trainer (GFE) into the water to support simulating SDV launch and recovery evolutions using either a crane or a moon pool.
The DDS trainer is self-contained and requires no external air or power. The DDS trainer hanger door shall open and the track and cradle will roll out on the deck. The SDV shall be recovered by being winched down to the track and cradle.

C-2.12 Towing: The vessel shall provide winches for stern towing of one (1) 68,000 lb. Dry
Combat Submersible (DCS), at a minimum speed of 2 knots with slow-speed line pay-out/haul-in speed and adequate wire/rope to support minimum working load (vessel-furnished). Tow configuration shall have tensioning system, with a floating towline.
The vessel shall be equipped with towing hardware consisting of one (1) 1,000-ft., 2.25-in. diameter, double-braid nylon tow line (vessel-furnished); one 53-lb, 1.75-in. diameter shackle (GFE); one towing bridle (GFE); and towing drogue hardware (GFE). In addition, there must be 300 ft. of
Plasma or Spectra synthetic line (vessel-furnished) between the end of the 1,000-ft tow line and the tow bridle; size and braid type must match the line in use.
C-2.13 Small Boat Fuel Capacity. Vessel must be equipped with a minimum 450 gallon external fuel storage tank for unleaded gasoline and associated equipment (hose/nozzles, etc.) to facilitate refueling
RIB and CRRC fuel bladders at sea. Storage tank shall be approved by the USCG. Additionally, the vessel shall provide a means of refueling diesel fuel for sponsor GFE (RIBs, generators, etc.). The vessel will refuel Government small boats as required.
C-2.14 Deck Storage and lighting. The Vessel shall have deck strength to load and transport the GFE listed in Attachment A Deck lighting shall adequately support nighttime deck operations to include launch and recovery, diver recovery, maintenance on the recovered units without interfering with the vessel’s ability to transit (i.e. lighting shall not interfere with safe navigation of vessel at night).
C-2.15 Fresh Water Requirement. The vessel shall provide adequate potable water production to support sponsor personnel and crew living onboard and 2,000 gallons fresh water daily on back deck for miscellaneous use, including but not limited to equipment wash down.
C-2.16 Compressed Air. The vessel shall provide Divers Quality Air (DQA) at 4,500 PSI @ 30
CFM. Vessel shall have a compressor from the Approved for Navy Use (ANU) from the US Navy
Diving and Manned Hyperbaric System Safety Certification Manual, NAVSEA (SS521-AA-MAN-
010, Revision 2, 1 Nov 2006). A copy is available via website: https://navseainst.navsea.navy.mil or upon request. Vessel shall pipe from the compressor to the air hose whip connections (GFE) at or near the moon pool, diver staging area, and SDV deck storage locations. Government shall provide all charging whips and connections to the DQA compressor or associated piping. Vessel is responsible for taking air samplesand will forward a copy of the sample results to COR. Periodic air samples are required in accordance with preventive maintenance applicable to the compressor producing diver’s breathing air. Each diver breathing air source in service must be sampled approximately every 6 months (within the interval between 4 and 8 months following the last accomplishment),when contamination is suspected, and after system overhaul in accordance with the U.S. Navy Diving
Manual, NAVSEA SS521-AG-PRO-010, Revision 7, 01 DECEMBER 2016.
C-2.17 Sound Isolation/Vibration. The vessel shall be able to support underwater telephone and acoustic communication operations. These operations will be accomplished by a retractable tube that shall be installed in a suitable location that offers maximum separation from shipboard noise
(particularly during loiter and submerged operations. The retractable tube shall be of sufficient design to allow the ship to reposition and move for short periods <5knots with the pole extended and energized.
C-2.18 Underwater Tracking System. The vessel shall be able to support Track Point Underwater
Tracking System (GFE) and be configured to receive an acoustic navigation transducer (GFE). The item requires a through-hull penetration and shall be deployed by way of retractable tube of a minimum 12-inch diameter at least three to four feet below the bottom of the hull fitted with a hydraulic lifting winch, boom, or crane. Through-hull penetrations, retractable tubes, and lifting systems are to be provided by the vessel. The retractable tube shall be of sufficient design to allow the ship to reposition and move for short periods <5knots with the pole extended and energized.
C-2.19 Underwater Communications. The vessel shall be able to support underwater telephone operations. Vessel shall accommodate underwater telephone compatible with EDO 5400 having transponder interrogator pinger echo sounder (TIPE)(GFE). The vessel shall be configured to receive an acoustic navigation transducer (GFE). The item requires a through-hull penetration and shall be a deployed by way of retractable tube of a minimum 12-inch diameter at least three to four feet below the bottom of the hull fitted with a hydraulic lifting winch, boom, or crane. Through-hull penetrations, retractable tubes, and lifting system are to be provided by the vessel. The retractable tube shall be of sufficient design to allow the ship to reposition and move for short periods <5knots with the pole extended and energized.
C-2.20 Communication Equipment. The vessel must meet any regulatory communication requirements for a vessel of its class and size including GMDSS and INMARSAT. The vessel shall have a space of approximately 200 square feet, supplied with 20 120V outlets with a total of 300 amps, 60HZ power, and a minimum of 10 tons HVAC cooling. The room shall have an electronics work bench meeting ANSI/ESD-S20.20-1999 or equivalent.
C-2.20.1 The vessel shall have a loud hailer system on deck to make announcements during launch and recovery periods and to make announcements to approaching water craft during system operations.
C-2.20.2 The vessel shall carry Marine VHF, ship’s cell phone, and shall accommodate the integration of
NSW communications equipment and antennas, including secure Hydro Acoustic Information Link
(HAIL)/HF/VHF/UHF/SATCOM, INMARSAT.
C-2.20.3 Communications antennae will be placed on a dedicated mast with a 360º unobstructed view with watertight cable penetrations (stuffing tubes) appropriate to the number of antenna (no more than 15 total). Vessel shall provide pedestals for antenna mounting. Antenna cable runs from antenna mounts to back of equipment racks in communications room must be less than 150 feet.
C-2.20.4 Antennae associated with installed directional satellite communication system must be installed in a way that allows 360º unencumbered line of sight to satellites.
C-2.21 Climate Control. The vessel shall ensure that all communication equipment is in a climate controlled environment with a maximum temperature of 80 degrees F. Communications equipment requires climate (AC/DH) control.
C-2.22 Navigation Equipment. The vessel shall be equipped with gyrocompass with repeaters, GPS, and radar for NSW government personnel to observe and coordinate vessel operations with the vessel bridge team in directing NSW operations. The radar should be capable of surface search to a minimum of 25 NM and be suitable for station keeping and for long-range tracking. The vessel shall be able to accommodate a government provided Vessel Management System (VMS) and Track Point underwater tracking system. The vessel should have a full ocean depth fathometer. All navigation equipment organic to the vessel shall be able to provide NMEA 2000 external input(s) to GFE supplied equipment to include TrackPoint, and repeaters at the designated Surface Controllers station.
C-2.23 Surface Controllers Station. Vessel shall have a designated area with direct access to the bridge and bridge lookout stations. The Surface Controllers Station shall have primary tracking and communication systems available that may be operated both at day and night. The station shall have three (3) standard 19” electronic equipment racks (floor to ceiling) with 110V 20 amp conditioned power supply to each rack. The station shall have a two chairs and a desktop surface with 864 square inches of flat surface for operators.
C-2.24 Electrical Power. Vessel must be able to provide sufficient electrical power in the vicinity of the Government Furnished Equipment (GFE) identified in this document. The deck loading plan supplied by the vessel shall identify the locations of the junction boxes/receptacles. At a minimum, six
480 VAC, 100 amp (Delta) and four 208 VAC 30 amp (Delta) outlets shall be provided.
C-2.25 LIOH Battery Charging: The vessel shall meet any USCG/IACS requirements to store, transport, and charge onboard lithium ion (LIOH) batteries for DCS and SDV. Batteries may be charged on the vehicle in its deck storage location or in a battery charging MILVAN stored on deck as part of the
Support MILVAN load out. Government shall provide necessary battery characteristics. Government will provide vessel certification before bringing onboard that battery systems are certified for shipboard storage, charging, and use by U.S. Navy.
C-2.26 Diver’s Staging Area. The vessel shall be equipped with a diver's staging area for launching and retrieving divers. At a minimum, staging area must consist of a diver's stage (GFE), which will be launched over the side, stern, or in the moon pool with a vessel supplied lift system for manned stages.
There shall be a secondary method of water access by ladder or removable bulkhead. The equipment used to handle the over-the-side divers should meet the requirements of U.S. Navy Diving and Manned
Hyperbaric System Safety Certification Manual, NAVSEA (SS521-AA-MAN-010, Revision 2, 1 Nov
2006), and U.S. Navy Diving Manual.
C-2.27 Ordnance Storage Space: The Government will provide two (2) GFE climate-controlled Ready service Lockers (RSLs). The exterior dimensions of each locker are 11' x 9' x 9' (LWH). The RSLs may be stored on an internal deck or an external deck. The RSLs shall be secured to the deck with sufficient restraint to accommodate all vessel motions. The RSLs shall be installed to allow the doors to swing open freely and not be visible to outside observers. The Vessel shall provide110v/60HZ/20A power and potable or fresh water for each RSL. Minimum requirement is 28.8 gpm. If RSLs are stored on an internal deck of the vessel, the Vessel shall install appropriate lighting, fire suppression, and alarm systems and must conform to NAVSEA OP 4 and OPNAVINST 5530.13c requirements.
C-2.28 Conference Room. The vessel shall provide 250 sq. ft. of administrative/conference space sufficient tabletop surface and electrical circuits (no less than ten 120vac 15amp duplex receptacles) to handle up to 20 seated people with laptops and a presentation area (projector and screen). The space may b e outfitted with desks, or tables with chairs suitable for working at while at sea. There shall be enough space for another 25 personnel to stand for short briefing periods.
C-2.29 Recreational facilities: The vessel shall provide an enclosed space of at least 400 square feet of continuous space, and unique from all other required spaces. The space shall be used for physical training and shall provide ventilation and electrical circuits to incorporate standard exercise equipment (treadmill, weights) to be provided as Government Furnished Property (GFP). With Government assistance, the vessel operator shall adequately install the GFP equipment. In addition, there shall be a lounge area of at least 400 square feet where personnel can watch movies and/or television and relax.
C-2.30 Conduct Operations. The vessel shall operate and navigate the ship safely in support of
Government operations.
C-2.31 Material Handling Operations. The vessel shall be responsible for the receipt, loading, storage and discharge of materials and stores pertaining to shipboard day-to-day operations. The vessel shall assist in loading, storage, and discharge of materials and stores for Government. The vessel shall arrange for any shore-side equipment if required for load/discharge operations.
C-2.32 Rigging Equipment. The vessel shall provide sufficient rigging equipment to support
Sponsor operations.
C-2.33 Lifesaving Equipment.The vessel shall operate all lifesaving support systems in accordance with manufacturer's instructions at the time intervals and frequencies as required. Lifesaving support systems include, but are not limited to, life rafts, davits, winches, and craft engines.
C-2.34 Safety Drills. The vessel shall conduct all regulatory drills required. Government personnel will participate in all regulatory drills as required.
C-2.35 Support Sponsor Craft Operations.The vessel shall support all small craft, including SDVs, DCS, and zodiac boats for launch and recovery operations.
C-2.36 Maintenance of GFE. When requested, the vessel shall be responsible for maintaining GFE on a reimbursable basis.
C-3 PERSONNEL
C-3.1 Vessel Facility Clearance. The vessel shall possess a SECRET facilities clearance prior to submission of offer to support installation of sensitive government communication equipment before delivery.
C-3.2 Personnel Clearances. The Master must hold a secret clearance prior to offer. All crewmembers must be U.S citizens with valid U.S. passports for the full length of their assignment, will be required to submit to terrorist watchlist checks, and have a SECRET clearance prior to performance of the contract. All crew mebers and non-crew members requiring access to the vessel shall be vetted using the El Paso Intelligence (EPIC) procedures.
C-4 OPERATIONAL RESPONSIBILITIES
C-4.1 Small Boat Operations. The vessel shall support all small boat launch and recovery operations (operate cranes, launch and recovery equipment). The vessel shall be required to store two
11 meter RIBs with cradles.
C-4.2 Deck Equipment Preservation. The vessel shall ensure that all deck equipment is maintained in working condition at all times.
C-4.3 Mission Essential Launch/Recovery Operations. The vessel shall provide 24 hour launch/recover services in support of Government requirements. The vessel shall ensure every available resource is used to maintain the system in a continual full operating status.
C-4.4 Operation of Systems. The vessel shall operate all platform systems to provide main and auxiliary propulsion, navigation, maneuvering, deck operations, and services to the Government to support the mission equipment, unit’s hotel services, and emergency operations.
C-4.5 Launch and recovery systems
Small Boats, PWC and RIBs shall all be launched unmanned but when launched, they may be manned immediately after being afloat and alongside/astern of the vessel.
C-4.6 Perform Maintenance. As a result of high OPTEMPO it is imperative the vessel perform predictive, preventative, and corrective maintenance as required to maintain the vessel’s equipment and systems in a high state of readiness in addition to maintaining the vessel in class at all times. The vessel shall arrange for the storage and discharge of small boat bilge waste. If for any reason emergent maintenance actions should render the vessel unable to get underway, to include the launch and recovery system, the Vessel shall immediately notify the Government to include an estimated time until the vessel is able to get underway. If performing operations, the Contracting Officer’s Representative (COR) will be notified prior to executing any maintenance. This notification shall be provided in writing to the COR.
C-4.7 Vessel Modifications. The Government may, at its option, modify the vessel to meet new or changing mission requirements. The Government will either task the vessel to perform or to subcontract for the modifications as a reimbursable item, or undertake the modifications itself. Any and all equipment put aboard as a result of the modifications will be Government Furnished Equipment (GFE).
All GFE will be removed prior to the vessel’s re-delivery at the expense of the Government, unless otherwise agreed to. The owner may not modify the vessel without approval of the Contracting Officer.
Any approved modifications will be fully tested and verified by the appropriate Government authority.
Mission related unforeseen structural modifications affecting class or the vessel’s certifications may be required. The costs of Government directed modifications, and the costs to restore the vessel to its original class or certification at award, as required by this contract, shall be borne by the Government.
C-4.8 Safety Program. The contractor shall establish and maintain a safety program to promote occupational safety for the ship's force and all embarked personnel. The safety program shall encompass appropriate procedures and practices as necessary to establish a safe and hazard-free working and living environment. The program shall address areas of typical shipboard evolutions and equipment operations, mission operations, maintenance, and housekeeping. The program shall also incorporate applicable USCG
Regulations. At a minimum, the safety program will include asbestos control, heat stress control, hearing and sight conservation, lead control, respiratory protection, electrical safety, gas free engineering, lock-out/tag out procedures, hazardous material control and management, mercury control, control of polychlorinated biphenyls, and control of man-made vitreous fibers. With respect to operations, the safety program shall address methods to identify and communicate recommendations to improve the process, highlight safety hazards, and implement procedures to prevent unsafe practices.
C-4.9 Sponsor Berthing/Living Spaces The vessel must support berthing for 45 Government personnel, not greater than four (4) per stateroom, eight (8) per head. Curtained-off bunks are acceptable.
Messing for the 45 personnel above shall be in accordance with Section C-6.2. The 45 Government personnel mentioned herein are in addition to any and all crew.
C-4.10 Food Service/Snacks for Government Personnel. The Vessel shall provide three (3) galley-prepared cafeteria style meals per day and hotel services for forty-five (45) embarked Government personnel. Food provided to the Government shall have the most reasonably attainable degree of variety, quality, quantity, and nutritional value. The cost of meals and hotel services for the first forty-five (45) embarked Government personnel shall be included in the contractor’s fixed price.
C-4.11 Laundry Services Facilities. The vessel shall provide a 24-hour laundry facility for 45
Government assigned personnel.
C-4.12 Provide Food Service. The contractor shall provide galley-prepared food service. Food provided shall have the most reasonably attainable degree of variety, quality, quantity, and nutritional value available in the maritime industry. Special menu requests for vegetarians and people with food allergies, medical restrictions, and religious restrictions shall be made thirty (30) days in advance by the Sponsor. Meals will be served daily as follows: Breakfast, 0730-0830; Lunch, 1130-1230; and Dinner, 1700-1800. Mealtimes shall be varied or extended to accommodate operational considerations.
Quantities of food for the above meals shall be unrestricted. Cafeteria service shall include tablecloths, ceramic dishware, glasses and metal utensils. The Officer In Charge’s (OIC) concurrence should be obtained in advance for all meal plans. The OIC shall notify the contractor of the number of personnel remaining aboard the ship during inport periods. Meal items, at a minimum, shall consist of:
C-4.12.1 BREAKFAST: Eggs/omelets (any style); breakfast meat (one); pancakes, waffles or french toast; fruit (fresh when available); donuts, bagels or sweet rolls; bread and toast;
butter, jelly and syrups; hot cereal; cold cereals; potatoes (any style); fruit juice; coffee, tea, milk, cocoa, and water.
C-4.12.2 LUNCH: One sandwich-type item (e.g., hamburger, tuna salad, grilled cheese, etc.); two (2) additional entrees (one (1) of which shall be hot and one (1) of which shall consist of meat); two (2) vegetables; rice/potatoes; soup; salad bar (containing a variety of vegetables and condiments); fruit;
bread and butter; two (2) desserts plus ice cream; coffee, tea, milk, and water.
C-4.12.3 DINNER: Three (3) entrees (two (2) of which shall be hot and two (2) of which shall consist of meat); two (2) vegetables; rice/potatoes; soup; salad bar (containing a variety of vegetables and condiments); fruit; bread and butter; two (2) desserts plus ice cream; coffee, tea, milk, and water.
C-4.12.4 Food Service for Additional Personnel. Additional personnel are defined as personnel in excess of forty-five (45). The cost of food service for additional personnel shall be reimbursable in accordance with terms of the contract.
C-4.12.5 Provide Night Meal Service. When requested by the OIC, the contractor shall provide Sponsor personnel assigned to the night watch with hot lunches served between the hours of 2330-0030. This
“hot lunch” is not intended to be treated as a fourth meal. It is designed for Sponsor personnel who have missed the third meal. Sponsor personnel assigned night watch will be allowed to select items from the lunch or dinner menu to be set aside in microwaveable containers marked with their name, or the OIC may, at his option, request a hot lunch be prepared. Overtime is reimbursable for the crewmember(s) preparing the hot meal at the OICs request, but overtime is not reimbursable for meals set aside that were prepared in conjuction with regular meals. Prepared hot lunches shall consist of one (1) breakfast entrée or one (1) dinner entrée; coffee, tea, cocoa, and milk; bread and butter. The breakfast entree or dinner entree shall contain meat.
C-4.12.6 Provide Snack Foods. The contractor shall provide snack foods for Sponsor personnel twenty-four
(24) hours per day. Snack foods shall include foods like: Deli-meats and breads; relishes; cheese and crackers; fresh fruit (when available); peanut butter; jellies/preserves; cookies; popcorn; ice cream bars/yogurt; potato chips; coffee, tea and milk; hot cocoa mix.
C-4.12.7 Provide Sponsor-Requested Meals. Upon request of the Sponsor, the contractor shall provide food preparation and service personnel to provide luncheon or dinner reception buffets for visiting VIP guests of the ship. The Sponsor will stipulate how many meals are required at each function. In the event the Sponsor wishes to serve alcoholic beverages in support of diplomatic or community relations, the contractor shall adhere to provisions of OPNAVINST 1700.16 (Series) and COMSCINST
3121.9(Series). The cost of these meals is reimbursable in accordance with G-7. Crew overtime associated with the preparation and service of these meals is also reimbursable.
C-4.12.8 Purchase of Foreign Foods. The contractor shall ensure that foreign meat, fish, poultry and dairy products will be purchased only in emergency situations and only from approved sources. A list of approved food sources in the operating area should be requested from MSC. The contractor shall further comply with the provisions of COMSCINST 6000.1 (Series), Medical Manual, and NAVMED P-5010.
C-4.12.9 Food Service Operations. The Sponsor’s medical officer shall conduct weekly inspections of food service spaces and equipment which shall be forwarded to the Master for review and signature. .
If the Sponsor’s medical officer is not present on the ship, the Master shall conduct the weekly review of the food service spaces and equipment and forward it to the COR and the contractor’s home office.
These completed forms will be kept in a file for a minimum of one (1) year and made available for inspection when requested by the COR. Periodic Quality Assurance (QA) Inspections of the food service operation will be conducted by Government representatives. These QA visits will include a sanitation inspection using NAVMED Form 6240/1. If the ship's food service operation fails the sanitation inspection by receiving an unsatisfactory grade, the Government may direct the closing of the galley and secure food service operations until all discrepancies have been corrected. Alternate food service during this period of galley closure will be at the contractor's expense. Daily and weekly cleaning of all food service operation spaces and equipment shall be done in strict accordance with
CFP, ANSI and NSF standards. Provisions of COMSCINST 6000.1 (Series) and NAVMED P-5010
(Series) shall apply.
C-4.12.10 Food Handlers. All contractor personnel employed as food handlers shall meet the health and training standards set forth in NAVMED P-5010-1 and ensure they are free from any communicable diseases. All screening shall be documented in each food service employee’s onboard medical record and kept on file for all food service employees currently assigned. The contractor shall be guided by food handling instructions and precautions in accordance with
COMSCINST 4000.2 (Series), COMSCINST 6000.1 (Series) and NAVMED P-5010.
C-4.13 Provide Sanitation Services. The contractor shall maintain the ship in a sanitary condition at all times in accordance with 46CFR196.15-10. All living spaces, staterooms, passageways, and stairwells shall be maintained in a clean and sanitary condition, and monthly inspections conducted in accordance with 46CFR189.33-1.
C-4.14 Provide Pest Control. The contractor shall ensure that all living spaces, recreation lounges, and work areas are free of pests at all times. The contractor shall ensure that all personnel conducting pest control measures have been properly trained. All stores shall be checked by the contractor’s personnel as appropriate, prior to loading, to ensure they are rodent and pest free. The contractor shall comply with the World Health Organization, International Health Regulations (IHR) of 1969, U.S.
Navy Shipboard Pest Control Manual, SECNAVINST 6210.2 (Series) Quarantine Regulations, and
NAVMED P-5010, Chapter 8 for further guidance and compliance.
C-4.15 Ship Sanitation Control Exemption Certificate (SSCEC)/Ship Sanitation Control
Certificate (SSCC). The contractor is responsible for ensuring that the ship is SSCEC or SSCC certified at all times in compliance with guidelines delineated in the World Health Organization, International
Health Regulations (IHR) of 2005 and BUMEDNOTE 6210. This certification is required to be completed on a recurring six (6) month basis. U.S. Navy and Military Sealift Command is authorized to conduct inspections and grant certifications for vessels under our cognizance. The contractor shall coordinate the necessary SSCEC/SSCC Inspection Certification as outlined at the following web site:

C-4.16 Provide Linen. The contractor shall provide the following laundered items to all Sponsor personnel and guests (45): top sheets, fitted bottom sheets, blankets, bedspreads, pillowcases, mattress covers, bath towels (27" x 54"), hand towels, washcloths and bath mats. When replacing mattresses, the contractor shall ensure fitted sheets fit the replacement mattresses. Bed linens shall be changed once every week (twice a week if ambient interior temperature exceeds 80°F during a seven (7) day period). Towels shall be provided twice a week. Fresh bed linens and towels shall be provided when Sponsor personnel are transferred or replaced. Tablecloths shall be changed, at a minimum, daily.
C-4.17 Mattresses and Pillows. The contractor shall replace all Sponsor personnel mattresses and pillows at the commencement of the time charter. Thereafter contractor shall replace Sponsor personnel mattresses and pillows, as required and approved by the OIC. Mattresses shall meet 16 Code of Federal Regualtions (CFR)
Parts1632 and 1633 standards and fit the existing bed-frame space. Pillows will be non-feather type. The cost of replacing mattresses and pillows is reimbursable only if they will be used by Sponsor personnel.
C-4.18 Clean Sponsor Work Areas. The contractor shall pick up trash on a daily basis and, at a minimum, every week sweep and wipe down all dust collecting surfaces. The contractor shall, at a minimum, every two (2) weeks swab floors in unclassified and classified Sponsor work areas.
Every two months floors shall be waxed in unclassified and classified Sponsor work areas. At a minimum, the contractor shall clean all carpeted areas annually.
C-4.19 Clean Sponsor Living Spaces. The contractor shall clean the Sponsor living spaces (i.e., staterooms and common areas surrounding staterooms). The OIC shall receive the same cleaning services afforded the Master or at a minimum, three (3) times a week; remaining Sponsor personnel shall receive the same cleaning services afforded the licensed officers or, at a minimum, twice a week. The contractor shall, at a minimum:
(1) Clean/disinfect commodes Clean showers and washbasins
(2) Sweep and swab decks or vacuum if carpeted
(3) Empty trash containers
(4) Make beds
(5) Change or provide clean linens
(6) Dust – wipe overheads, vents, furniture and shelving
(7) Every two (2) weeks, the…
