Evaluation Plan:
Intent is to use one (1) sample task per pool.
Vendors can submit proposals responses to as many pools as they are qualified.
Vendors must submit separate proposals for each pool.
A technical evaluation will occur on each sample task response.

Sections L & M Highlights Proposals will be evaluated using the factors listed below in descending order of importance. The technical sample task is significantly more important than past performance.
Technical sample task Past performance The Government will evaluate the Offeror’s proposal to determine if the Offeror’s understanding and approach is in compliance with and meets solicitation requirements.
The Government will also assess the risk associated with the Offeror's Technical proposal approach. This assessment will include the following:
The Government will evaluate the Offeror’s sample task responses to determine if the proposed approach meets the sample task requirements based upon the information provided in response to the instructions provided in Section L.

| High | Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule, increased cost, or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring. |
