Number RFP Reference Questions Answers

Section L, Part B, Paragraph

1.1, subsection 1) Team.

The Technical Sample Task language still requires the contractor to identify the team members, by labor category that are required for successful performance of the task.

Q. As the solicitation and subsequent questions and answers clarified the proposal submission should not contain subcontractors, does the Government intend to modify the Sample Task language to reflect that?

The Government intended to make this change in Amendment 0001 but did not. As a result, this change will be captured in forthcoming

Amendment 0002.

2 General Given the recent reopening of questions and revision of the RFP, would the Government consider adding two additional weeks to the delivery date?

No

Section L, Part B, Paragraph

1.1, subsection 1) Team.

In Q&A 10.22.20, #34, the Government response to this Subcontractor related Q&A stated “Technical Sample Task will be updated to better reflect the desired submission and remove the references to “team” and “team members.”

RAPID amendment 0001, pg 116, Part B, Vol 1, 1.1, 1), requires offeror to address “Team, team members, etc.” in their Sample Task response.

Question: Would the Government please remove that section from the RFP consistent with Government response in the aforementioned Q&A?

See response to question 1.

In Q&A 2, 102, 144, 147, 152, and 250, the Government reiterated that no additional pages will be added to Vol 1 and the IMS/WBS must be included in the 20 pg limit. Offer’s C2 related IMS/WBS is 4 pages long (8.5” x 14”), in the smallest version allowable.

Question: Will the Government reconsider the request to allow the IMS/WBS to be submitted as an appendix to Vol 1?

No changes will be made to the IMS/WBS submission.

Section L: 1. Section L, Part B, Pool #3 subparagraph D, AMENDMENT 0001 Changes made to Solicitation N00421-20-R-0102 via Amendment 0001 are outlined below. “Section L: 1.

Section L, Part B, Pool #3 subparagraph D, Section IV has been revised to reference “site B” This sections states Provide key assumptions and risks associated with operations at sight A. Can the government confirm they are referring to site B?

SOW Pool #3 Sample Task para d and throughout the

SOW

“The Offeror’s response shall follow the outline provided in 1.1.1 and address the following.” Will the Government confirm that any reference to paragraph 1.1.1 now refers to paragraph 1.1.

Confirmed. This should reference paragraph 1.1 and will be corrected within Amendment 0002.

Ref. Sec. L. Part B 1.1(6), pg

“Provide a detailed schedule of events and briefly describe each activity with its inputs and outputs and the interrelationships and interdependencies among the activities. WBS/IMS should be written to a level that clearly demonstrates understanding of the scope of work and interrelations.”

Question 1: In order for Offerors to provide the level required to clearly demonstrate understanding of the work scope, will the

Government please exclude the WBS/IMS from the page limit for Volume 1?

See response to question 4.

8 Section L, 2.0 Par 3

The contractor point of contact will recieve an e-mail that contains their unique "Drop-Off Request Code" no later than 3 Days prior to the proposal due date". Should there be an issue or error in the code assigned - will we be able to request an additional code

- if there is an issue submitting through DoD Safe is there an alternative way of submission.

If any issues arise (including the potential need for an additional code), you may contact the contract specialist/PCO listed in the RFP to help with a resolution prior to the final proposal submission deadline. The Government will change this to "TBD at the TO level" in Amendment 0002.

Part B, Pool 2, LCAT for AV

Labor

In order to allow for proper peronnel mapping to LCATs, will the government consider expanding the LCAT pool )or allow the contractor to propose) at the MAC level to align with specific efforts at the Task Order level? For example, Pools 2 and 4 will require a warehouse specialist to support PHS&T and a Maintenance Trade Helper to support cable pulling and other entry level labor activities that do not map to engineering and technician categories in the solicitation. Recommendation: Allow alternative

LCATs

Per solicitation Section C, item 3.4.14 "Please note that the table below lists potential labor categories and experience requirements; however, additional labor categories may be added at the individual TO level." Offerors may respond to Sample Tasks with LCATs which are not represetended in section 3.4 but would be required to execute the Sample Task.

L.1, Part B, 1.1, 7 Models and Tools Is the Government expecting at list of tools to include hand tools, gang boxes, speceial tools... ? See response to Question 15

Section L, Par B, Pool #4

Sample Task, para d.

Requirements: The Offeror shall perform three (3) similar installations simultaneously at three (3) different Continental United States (CONUS) shipyards and one (1) similar installation performed at an Outside Continental United States (OCONUS) shipyard. The CONUS and OCONUS locations are: Norfolk, VA; Charleston, SC; San Diego, CA; and Sasebo, Japan. Since the US Navy CVNs cannot access the docks in Charleston, SC. What work and at which facilities are we to assume to support the planned CVN modifications?

Forthcoming Solicitation Amendment 0002 will revise the Charleston, SC location to Bremerton, WA for the Pool 4 sample task.

Per the DoD Safe FAQ page, this code is valid for 14 days.

PART 1 GENERAL

INSTRUCTIONS, 1.0

GENERAL

Government states "Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information (corporate experience) are considered inadequate by the Government, and may result in assessing weaknesses and/or deficiencies." However, later in the section, it states "Per the RFP, lack of corporate experience will not adversely affect an offerors assigned rating." Can the government please deconflict?

The cited reference to corporate experience will be removed in forthcoming Amendment 0002.

PART 1 GENERAL

Technical approach (no changes to solicitation to be applied to Pool 6).” Can the government clarify what outline Pools 2, 3, and 5 should follow? Or can the government update the language to read, “Pools 1 through 5 shall follow the outline in paragraph 1.1”?

See response to question 14

34 Reference 1: Q&As; line 79 Question: In the Q&As, the government clarified that “"book" and "Element" are no longer relevant.” However, page 115 of

Amendment 1 still lists the Book number as a required item within each volume. Can the government remove this requirement or clarify what Book number should be contained within the proposal volumes?

This issue will be corrected within Amendment 0002.

Q&A #38 and Section L, Part

A, 2.0 Electronic Proposal Format, page 113

For Annex 2, some contract documentation is official and cannot be changed to meet the solicitation font requirement. We respectfully ask that the Government reconsider their response to Q&A #38 to permit other fonts in official contract documentation.

The Government concurs in relation to Annex 2 that font cannot be changed in official contract documentation and will permit other fonts in such documentation with Annex 2.

Section L, Part A, 3.0 Proposal Content and Volumes, page 115

Reference Section L, Part A,

3.0 Proposal Content and

Volumes, pages 114-115

In addition to the required information for each volume, would the Government please confirm that a glossary included with each submission as listed in the table specifying proposal content does not count against individual volume and annex page limits?

See response to question 36.

Reference: Section L, Part A,

3.0 Proposal Content and

Volumes, pages 114-115

In the table of proposal content, Annex 2 does not have a number in the column entitled Electronic Copies Required. Given that the other proposal content states 1 Electronic Copy via DoD Safe in this column, will the Government confirm that Annex 2 is also to be submitted as 1 Electronic Copy via DoD Safe?

See response to question 22.

3.0 Proposal Content &

Volumes (p.114) Can you extend Pool 1 page count from 15 pages to 20 pages to be on par with the other pools 1 through 5? No.

Would the government please confirm the technical approach to be utilized for pools 2, 3, and 5? Would it remain the direction in the original RFP: 1.1. 3)Technical approach. Provide a detailed description of the technical approach, including a step-by-step procedure and methodology which would be used in accomplishing the task (except in Pool #6).

10/29 Mod RFP Language: 1.1 3) Technical approach. Provide a detailed description of the technical approach, including a step-by-step procedure and methodology which would be used in accomplishing the task. Pools 1 & 4 shall follow the outline in paragraph

1.1. Pool 6 shall follow paragraph 1.1 (with the exception of 1.1, item 3). Technical approach (no changes to solicitation to be applied to Pool 6).

See response to question 14

The General Administration requirements for each Pool don’t readily align to the Sample Task Technical Response making it difficult to properly cross reference those requirements in the CRM. For the general administration requirements that are applicable to overall management of the program (i.e. Facilities, work schedules, Holidays, etc) is the government willing to support an overarching statement to address these requirements in the cover letter or in an annex? Or is it acceptable to delete all CRM references not specifically cited in the Sample Task Order Response?

The Government is willing to support an overarching statement to address such requirements in the cover letter.

Would the government be amenable to allowing the WBS/IMS to be an attachment to Vol 1? A well-developed WBS/IMS can be very large and would consume a sizeable portion of the 20 pages allocated to Vol 1.

See response to question 4.

Section L, Part A General Instructions. “Questions:

Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at brandon.reaser@navy.mil. It is required that all questions be received within 7 calendar days of the date this solicitation is issued.”

Given that the amended solicitation was released via beta.SAM.gov on October 29, 2020, please confirm the Government will be accepting and responding to questions received from offerors through November 5, 2020, which is seven (7) calendar days from the release of the Amendment 0001 solicitation.

Questions are no longer being accepted at this time. Amendment 0002 is forthcoming. No additional Q&A period will be provided.

Section L, Part A General Instructions. “Drawings may be of any size and will count as one page.”

Considering that most drawings are system-generated, please confirm that system-generated drawing formatting is acceptable as long as all drawings are readable.

This is acceptable as long as the drawings/graphics are readable.

Section L, Part A General Instructions. “Information submitted as an Annex to the proposal includes manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility, as well as other information requested in Part B Specific

Instructions… The authorized Annexes are summarized in the table below… Annex 1 Cross Reference

Matrix (CRM) for Technical Volume

Annex 2 Attachments for Relevant Portions of

Corporate Experience Efforts”

The two Annexes permitted by the Government are not “manuals, specifications, plans, procedures, and policies that exist as an official document of the company…” Please confirm that offerors may submit additional Annexes that are manuals, specifications, plans, procedures, and policies to support or substantiate the offeror’s technical proposal.

The sample task response must stand alone and be within the page limitations established in the solicitation.

Section L, Part A General Instructions. “Information submitted as an Annex to the proposal includes manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility, as well as other information requested in Part B Specific

Instructions…”

Please confirm there are no page limits for information provided as an Annex that are manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility.

See response to question 49.

Section L, Part A General Instructions. “Information submitted as an Annex to the proposal includes manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility, as well as other information requested in Part B Specific

Instructions…”

Please confirm that supporting drawings (such as conceptual models/drawings, Engineering Drawings, or Installation Drawing Packages) may be included and submitted as an Annex to an offeror’s proposal to substantiate the offeror’s technical capability.

See response to question 49.

Section L, Part B Specific Instructions, “II. Describe the approach to design the C2 system considering integration resources, schedule, prototyping, material lists, and technical meeting support. SOW paragraphs 3.3.2.2, 3.3.1.14…

III. Describe the approach to plan for integration and installation considering a phased installation and testing approach with a focus on interoperability. SOW paragraphs 3.3.2.2…”

Considering that the referenced SOW tasks require the contractor to develop, update, and maintain Installation Drawing Packages (IDPs)” (SOW 3.3.2.2.1) and provide “conceptual models/drawings” (SOW 3.3.1.14.2), please confirm offerors responding to the

Pool #2 Sample Task may provide drawings as an Annex to the technical proposal to substantiate their technical capability.

See response to question 49.

. Section L, 2.0 - Drawings may be of any size and will count as one page.

Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.

Can the government please confirm that a drawing will count as one page but a standard graphic or table will not individually count as one page each, unless they cover an entire page. Rationale. The Q&As noted that a quarter-page Org Chart would count as a full-page, which does not make sense give the intent is for drawings to be one page, not standard graphics.

See response to question 19 and 27.

54 Section L, 3.0 We note that Volumes 1, 2 and Annex 1 are their own Electronic submission. Can you please confirm that Annex 2 is its own electronic copy submission?

See response to question 22.

55 Section L, 3.0 – Annex 2 10 pages per Corporate Experience. If an offeror is only bidding Pool 1, can the Government please confirm that Annex 2 is 50 page total for an offeror who is providing 5 Corporate Experiences for Pool 1 only - 10 pages max for each corporate experience?

Yes, 10 pages each for up to 5 corporate experience references allows for a maximum of 50 total pages within Annex 2 per pool submission.

Section C, 3.4.14 provides a list of 27 professional services labor categories. However, it is followed by labor category descriptions for only 10 of the labor categories. Can the government provide the additional labor category descriptions to support the development of the level of effort for the Technical response?

Please see section 3.4.15 which notes "Functional descriptions for labor categories in the table above shall be as described by the BLS 2018 SOC

System unless otherwise noted below." The remaining LCATs did not require any additional revision beyond the BLS 2018 SOC System. Also, note the response to question 12.

Section L, Part A, paragraph

2.0 [page 113]

The solicitations states that proposals must be formatted using a Times New Roman 12 pt font. Additionally, in the Q&A response, the response to Question #38 stated “Font restrictions apply to supporting attachments in Annex 2”.

Since original documents (SOW, TO, etc.) that will be included in Annex 2 may not be in Times New Roman 12 pt font, does the Government want us to retype the information from the SOW into this format or instead will the Government allow these to be inserted in Annex 2 as an image instead?

See response to question 35.

Section L, Part B, paragraph

1.1, item 3) [page 116]

The solicitation states the following: “Technical approach. Provide a detailed description of the technical approach, including a step-by-step procedure and methodology which would be used in accomplishing the task. Pools 1 & 4 shall follow the outline in paragraph 1.1. Pool 6 shall follow paragraph 1.1 (with the exception of 1.1, item 3). Technical approach (no changes to solicitation to be applied to Pool 6).

Can the Government Confirm that Pool 2, Pool 3, and Pool 5 shall also follow the outline in paragraph 1.1?

See response to question 14

For the sample section 1.1 1) and section 1.1 10) require the same labor category information. Given the page limitations does this same information need to be provided twice? Or can section 1.1 1) reference section 1.1 10)?

Please verify that Annex 1 and Annex 2 are supposed to be in the same file as Volume 1 Sample Task response.

You may reference section 1.1 10) within section 1.1 1) if desired. As long as we receive Annex 1 and Annex 2 within DoD Safe, it does not matter what file they are placed in.

Section L paragraph 1.1 8) requires the contractor to describe processes used to track progress. Sample Task 4 paragraph D IV requires the contractor to describe processes for the implementation and maintenance of schedule controls. Given this information is redundant will the Government increase the page limit to 25 pages or eliminate the requirement to present the same information twice.

The page limit will not be increased. Also, see response to question 59.

Reference Section K, page

FAR 52.204-24 (AUG 2019) is incorporated. FAR 52.204-24 (AUG 2020) is the latest certification. Please clarify which certification should be submitted with the proposal?”

FAR 52.204-24 (Aug 2020) will be incorporated in Amendment 0002.
