2 2 Note 1 This effort has been assigned NAICS 541330.

Recommend adding additional NAICS Codes such as 336413 – Other Aircraft Parts and Auxiliary Equipment Manufacturing. Will promote additional competition.

The NAICS code will remain as 541330. The Government is not planning for equipment manufacturing under this contract vehicle.

3 2 Section SF 33 How many task orders are expected per pool per year? The number of task orders depends on new incoming active projects and will vary from year to year.

4 2 SF 30, Notes, Question 6

“The Government intends to make an award to each and all qualifying Offerors whose proposal is technically evaluated as ‘acceptable.’” M.C.1, page 115: “Acceptable—Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.”

“Adequate” suggests a very subjective assessment. Can you provide any more insight into how you will assess “adequate”?

A combined technical/risk rating will be assigned based on the offerors response to technical sample task.

5 14 Section C, Paragraph 3.1.1

We believe there is a conflict within the RFP:

Paragraph 3.1.1 states that "The Contractor shall maintain the capability to prepare documents and software packages compatible with the Government Information Technology (IT) environment through the security classification designated in the TO (which could be up to Top Secret (TS))," however, the proposal requirement in 3.1.2.2 states that the contractor needs up to SECRET level facility clearance on the TOs.

Can the Government please clarify if the contractor will be preparing documents up to TS, and the contractor will therefore require a TS facility clearance?

The contractor will be responsible for preparing and safeguarding up to Secret at the contractor facility requiring a Secret facility clearance. The contractor may be required for preparing TS documentation and artifacts.

It is the intent that TS efforts supporting this contract will be executed within a governement facility.

6 14 Section C, Paragraph 3.1.1

Paragraph 3 states: "The Contractor shall ensure all on-site employees requiring connectivity with the RDT&E network are provided access to computers for development of documentation, databases, and spreadsheet data."

Will the contractor be required to provide computers that have access to an RDT&E network? If in fact this is the case, can you define the process for connecting the contractor to the RDT&E network?

Depending on the specific tasking, the government may provide or the contractor will be required to provide an RDT&E. This will be determined at the TO level. Details associated with computer specifications and processes can be made available.

7 14 Section C, Paragraph 3.0

Will teleworking guidelines be included in the final RFP?

Teleworking guidance will be provided at the order level as it applies to each individual effort.

8 19 Section C, Paragraph 3.2.2.1

Will the security information within the following paragraph be included in the final RFP?

Contractor personnel shall require access to classified information in performance of this contract up to and including (__________), with a safeguarding level of (__________). The Contractor is responsible for ensuring that all personnel receive the requisite investigation and are favorably adjudicated IAW DoDM 5220.22 NISPOM. Contractor employees who fail to meet security clearance requirements may not access classified information or perform sensitive duties. In such cases, the Contractor employee may not perform on the contract.

Contractor personnel shall require access to classified information in performance of this contract up to and including TS, with safeguarding level of Secret.

9 20-21 Section C, Paragraph 3.2.2.2

Paragraph states "Security clearance information. Security clearance information shall be established at the TO level. The estimated information below is anticipated clearance requirements which could be applied to any pool." If we are only participating in Pool 1, do these clearances and "required days after issuance of task orders" apply only if that specific labor category is required for the task order? In other words, if the TO is only at the secret level and we need a "Information Security Specialist, Senior", do they now require a TS clearance?

As noted, the information is estimated and will be clearly defined at the task order level should this labor category be included in the resulting order.

10 21 Section C, Paragraph 3.2.3.3

Will a DD254 be provided as a part of the final RFP package?

Yes, a DD254 will be provided as part of the final RFP package.

11 24 Section C, Paragraph 3.3.1.4

Paragraphs 3.3.1.4 and 3.3.3.3 are both titled “Studies, analyses, and simulations”. The only subparagraph that identifies simulation is 3.3.1.4.1. Can the paragraph titles be modified or additional content added for clarity to the simulation work required? The titles have been updated in the latest version of the RFP.

12 30 Section C, Paragraph 3.3.6.1

"The Contractor shall provide pilots and sensor operators as required to safely operate the CO/CO and Government Owned/Contractor Operated (GO/CO) aircraft and meet the required Operational Tempo (OPTEMPO) per the TO." Comment:

The SOW Table marks this paragraph as "applicable "for Pool 6, recommend indicating all 3.3.6 Sow paragraphs being marked "Not Applicable" for Pool 6.

It is expected that awardees in pool 6 would be capable of supporting flight operation, demonstration, and test associated with the mission system under development along with required flight certifications.

13 30 Section C, Paragraph 3.3.6.3

Air Worthiness requirements (3.3.6.3, Airworthiness certification) are not allocated to Pool 2, Command and Control, in the SOW Paragraph to Pool table starting on page 9 of the updated Draft RFP dated 5-21-20. Can you confirm that no airworthiness or other specialty processes scope applies to Pool 2 and that flight critical or safety critical development is not scoped to execute under Pool 2? Or can scope be added to Pool 2 to allow flight critical or safety critical hardware and software to be developed under Pool 2. Two examples for consideration are loss link behavior embedded in C2 and flight computer hardware and software and weapons control and release hardware and software.

No airworthiness is required in Pool 2 as this focus area is composed of tasking to support arrangement of personnel, equipment, communications, facilities, and procedures employed in planning, directing, coordinating, and controlling forces and operations. Efforts can range from new technology insertion to retrofit of existing systems into modular and/or fixed infrastructure systems. Avionics, fligh computers, flight critical systems, and air to ground C2 would align to either pool 3 or pool 6 depending on the project specifics and scope.

14 32 Section C, Paragraph 3.4.7.4

Paragraph states that "six (6) years of relevant work experience in addition to the work experience described in the LCAT may be substituted for a Bachelor's Degree." When a labor category describes a range of years of experience (e.g. 3 to 10 years), may a Bachelor's degree be substituted with 6 additional years experience from the low end of the range (e.g. 3) or must it be from the high end (e.g. 10)? Personnel are not being evaluated at the MAC level. This will be clarified at the individual task order level.

15 40 Section C, Paragraph 3.4.17

Will the Government consider adding additional levels of Engineering Technicians (i.e. Engineering Technician I, II, IV, V)?

The labor cateogories provided are an estimate. A statement has been added to the RFP which will allow the addition of labor categories as needed at the task order level.

16 59-78 Section H

With clauses added regarding fitness for duty, medical/dental screening, vaccinations and personnel recovery in Section H, are deployments to the CENTCOM AOR expected during the course of the MAC period of performance? There is potential that on-site support to combatant commands within their respective AOR may be required within the life cycle of this contract. This support is directly related to the products, systems, or solutions developed by NAWCAD WOLF. NAWCAD WOLF currently supports multiple combatant commands to include CENTCOM, EUCOM, SOUTHCOM, PACOM, NORTHCOM, SOCOM as well as others.

17 75 Section H, Clause 5252.237-9501

Should the phrase "term of the contract" in paragraph (c) (noted below) be changed to Task Order Level instead of MAC level?

(c) The contractor agrees that during the term of the contract, no key personnel substitutions or additions will be made unless necessitated by compelling reasons including, but not limited to: an individual's illness, death, termination of employment, declining an offer of employment (for those individuals proposed as contingent hires), or family friendly leave. In such an event, the contractor must promptly provide the information required by paragraph (d) below to the Contracting Officer for approval prior to the substitution or addition of key personnel.

There will be no key personnel at the MAC IDIQ level. Key personnel substitution requirements will ultimately apply at the task order level.

18 86-88 Section I 52.244-2 Subcontracts (Oct 2010):

We ask that this requirement is removed as (Contractor) has an approved purchasing system as of April 1, 2019 52.244-2 will not be removed from the solicitation.

19 94 Section J Please confirm that the attachments listed in Section J will be provided with the final RFP package. Yes, the attachments listed in section J will be provided with the final RFP package.

20 101 Section K

In Section K, page 101, clause 252.213-7000 “Notice to Prospective Suppliers on Use of Supplier Performance Risk System in Past Performance Evaluations,” the text suggests reviewers “may” use Supplier Performance Risk System (SPRS) application http://www.ppirssrng.csd.disa.mil/) to assess past performance. Sections L and M (pages 104-116) appear to have been scrubbed of Past Performance requirements. However, there is mention of two annexes on page 106 that do refer to Past Performance. In light of the mention of supporting material (to be included in Annex 1) for any past work referenced in the sample task response, we suggest that the row for Annex 1 on page 106 be deleted and that the row for Annex 2 be revised so that it refers to Annex 1 and agrees with bullet 11 on page 109.

This has been updated accordingly in the latest version of the RFP.

21 104 Section L, Part A, Paragraph 1.0

The Draft RFP states that "a “subcontractor” is defined as a subcontractor for the contract or provides one or more Key Personnel." At the MAC level, what personnel would be considered "Key" and why?

There will be no key personnel at the MAC IDIQ level. Key personnel requirements will ultimately apply at the task order level. This will be corrected in future solicitation postings.

22 104 Section L, Part A, Paragraph 1.0

Paragraph 2 states: "Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information…"

Can the Government clarify what is intended by the phrase "Supporting Information"? Is this official documentation such as CPARS, PWS, SOWs, as would be found in Annex 2, or quantitative and measurable outcomes of contract performance? Supporting information may include any of the information you are inquiring about so long as the offeror does not simply repeat back the requirements without any additional explanation.

23 104 SectionL, Part A, Paragraph 2.0

The format instruction states, "Graphs shall be presented in no smaller than a 10 pt. font and shall contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides."

Can the Government further clarify the requirement for 10x10 to the 1/2 inch grid? Is there a specific type of graphic (e.g., illustration, table, etc.) where the grid requirement applies?

Electronic proposal submission language has been updated and no longer includes the statements regarding grid requirements.

24 104 Section L, Part A, Paragraph 2.0

Electronic Proposal Media The Offeror shall submit all volumes of its proposal electronically on CD-ROM(s) compatible with the operating system and applications as defined below. The Offeror shall put as much proposal material as possible on each CD-ROM. The Offeror shall submit two sets of CD-ROMs that contain its proposal. One set of CD-ROM disks shall be marked "Master," the other shall be marked "Back-Up." Both sets of CD-ROM disks shall be clearly marked with the Offeror's name and address, the point of contact's name and phone number, solicitation number, proposal volumes contained and “For Official Use Only. Source Selection Sensitive Information – ...

Comment: Would recommend having an option to submit via SAFE or encrypted email.

The Government will not be utilizing DoD SAFE for this particular requirement and will require electronic proposal submission via cd-rom(s).

25 104 Section L, Part A, Section 2.0

Proposal Format – Electronic Submission of Proposal reads “This section is intended to provide information to the Offeror on the electronic format and application software to be used for submitting proposals. Do not submit hardcopy proposals for this solicitation. This is directly contradicted by Section 4.0 (pg. 107), Proposal Submission which reads “The Offeror shall clearly mark all packages with the solicitation number. The submission date for all Volumes shall be no later than the date and time specified in Block 9 of the SF 33 of the RFP. The Offeror shall hand carry or submit proposals via United States Postal Service or through a commercial carrier using the address provided below. The Offeror shall not submit proposals by facsimile or electronically via email.” Please clarify the correct method of proposal submission.

Electronic proposal submission and packaging language has been updated. Proposals should be submitted electronically via cd-rom(s) which can be mailed or dropped off in person in accordance with the solicitation.

26 105 Section L, Part A, Paragraph 2.0 The Government is requiring submission of this proposal electronically via CD-ROMs, is this required to be CD-ROM only, or can the contractor submit a DVD as well? Offerors should only submit the electronic proposal via CD-ROM(S).

27 105 Section L, part A, Paragraph 3.0

“The Offeror shall submit a Cross Reference Matrix (CRM) for the Technical Volume,…” Is the example CRM on page 106 meant to explain the content of the Corporate Experience CRM required by the table outlining proposal content or is it a separate CRM that is will be used simply “to facilitate the evaluators’ review of the Offeror’s proposal”? Assuming its purpose is the latter, please provide guidance regarding the content and format for the required Experience CTM.

The Cross Matrix Reference requirements have been clarified within the solicitation. An example of the matrix iteself is provided within Section L.

The intent of the matrix is to link the offerors proposal back to the requirements of the solicitation to help facilitate the technical evaluation fo the Government.

28 104-107 Section L, Paragraph 2.0 and 3.0

Section L provides instructions for hard copy submittals (via CD ROM delivery). Given many offices are on telework status due to COVID19 will the government consider changing submission requirements to electronic only?

The Government is requiring electronic proposal submission via CD- ROM(s) which can be mailed in or dropped off in person in accordance with the solicitation. The Government has determined an electronic method of delivery such as DoD SAFE or email submission is not appropriate or allowable for this particular requirement.

29 105/107 Section L, Part A, Paragraphs 2.0, 4.0, 5.0

Section L.2.0 states that, "The Offeror shall submit all volumes of its proposal electronically on CD-ROM(s) compatible with the operating system and applications as defined below. The Offeror shall put as much proposal material as possible on each CD-ROM." Section L.5.0, provides instructions for grouping like volumes in a single person portable container.

The packaging instructions still seem geared towards a hard copy submission with multiple volumes.

Can the Government please clarify packaging instructions for CD-ROMs?

30 106 Section L, Part A, Paragraph 3.0

Annex 1 is shown as a “Corporate Experience” Cross Reference Matrix (CRM) with an example cited on pg. 107. The example calls for all paragraphs within the SOW to be cross-referenced with the offeror’s written proposal. We understand this assists the evaluators’ review of the technical proposal content. Why is this titled “Corporate Experience”? Please clarify.

The title of Annex 1 has been changed to remove "Corporate Experience".

The intent is to assist evaluators with review of technical proposal responses and this has been updated for the future solicitation posting.

31 106 Section L, Part A, Paragraph 3.0

Reads: “Information submitted as an Annex to the proposal includes manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility, as well as other information requested in Part B Specific Instructions.

Page limitations for Annexes, if any, are specified below.” Please clarify if this supporting information excludes DoD material of any kind, in whole or in part, and should only contain content that is considered offeror company proprietary.

Supporting information may include DoD material.

32 106 Section L, Part A, Paragraph 3.0

Section L requires that, "The Offeror shall submit a Cross Reference Matrix (CRM) for the Technical Volume."

Where should this CRM go? It appears to be different than the Annexes described in the table.

The Cross Reference Matrix for the technical volume should be submitted as Annex 1. This has been clarified for future solicitation postings.

33 106 Section L, Part A, Paragraph 3.0 Table

The table provided references two annexes. The requirement for Annex 1, titled, "Corporate Experience CRM limited to 5 pages per Corporate Experience Contract Reference per pool has been deleted from the instructions in this version and replaced with item #11 under Part B,

1. Volume I: Technical Sample Task instructions. Item 11 asks for five references per pool which can be narratives within the scenario and supporting documents in Annexes 1/2. Since the past performance volume CRM requirement was deleted, can the Government please clarify the Annex 1 and Annex 2 requirements?

Annex 1 is for the submission of the Cross Reference Matrix for the technical volume and Annex 2 is for the submission of supporting documents for Coroporate Experience. This has been clarified in the solicitation for future postings.

34 106 Section L, Part A, Paragraph 3.0 Table

For Annex 2 (Attachments for Relevant Portions of Previous Efforts (as applicable)), what types of information needs to be included for each example? Can the examples be for similar contracts performed by a part of our company located outside the U.S. on non-U.S. contracts? The intent of Annex 2 is for the offeror to provide documentation to support their cited corporate experience and why it is relevant to the requirements of the solicitation. This has been clarified within the solicitation for future postings. Examples may include similar contracts performed outside the U.S. on non-U.S. contracts.

35 106 Section L, Part A, Paragraph 3.0

Draft RFP provides little guidance about Annex 1 (Corporate Experience Cross Reference Matrix) and Annex 2 (Attachments for Relevant Portions of Previous Efforts). Is "Cross reference matrix for technical volume" as described on page 106 the same as the Annex 1 "Corporate Experience Cross Reference Matrix?"

Annex 1 is for the submission of the Cross Reference Matrix for the technical volume and Annex 2 is for the submission of supporting documents for Coroporate Experience. This has been clarified in the solicitation for future postings.

36 106 Section L, Part A, Paragraph 3.0 Instruction to “Use tabs and dividers” does not correspond to electronic only submission. Could the Government please remove this requirement? This language has been removed from the solicitation.

37 106 Section L, Part A, Paragraph 3.0

During the Industry Day the PCO indicated that a minimum contract value would be established at $50M for Pool 2-6 submissions. This threshold has also been used on other recent NAWCAD WOLF contracts for UR opportunities. It is unclear in the draft RFP if this threshold will be imposed, or if offerors can use smaller opportunities as credible Past Performance artifacts.

Will the government confirm the minimum contract value threshold for Pool 2-6 submissions?

Past performance has been removed from the solicitation criteria. The Government has added desired corporate experience magnitude values to the solicitation.

Paragraph 3.0

Section L, 3.0 Table identifies a “Corporate Experience Cross Reference Matrix (CRM)” as Annex-1. This section also states that the “Offeror shall submit a Cross Reference Matrix (CRM) for the Technical Volume, similar to the example below, to help ensure that all solicitation requirements are addressed and to facilitate the evaluators’ review of the Offeror’s proposal.” Are the “Corporate Experience CRM” and the “CRM for the Technical Volume” the same document or two distinct/separate documents ?

The title of Annex 1 has been changed to remove "Corporate Experience".

This is the only Cross Reference Matrix requirement. The solicitation has been updated to clarify this issue.

39 106 Section L, Part A, Paragraph 3.0

Section L, 3.0 Table states the page limit of the Corporate Experience Cross Reference Matrix (CRM) as “5 Pages per Corporate Experience Contract Reference Per Pool”. In our review, we did not see further definition of the “Corporate Experience Contract Reference”. Can you clarify the definition, requirements, intent, and the evaluation of the “Corporate Experience Contract Reference”?

Can the Government please clarify the difference between Annex 1 and Annex 2? Is Annex 1 a CRM following the format given on page 107 and is Annex 2 comprised of attachments of the contract reference being cited (e.g. SOW, etc.)?

Annex 1 is for the submission of the Cross Reference Matrix for the technical volume and Annex 2 is for the submission of supporting documents for Corporate Experience. This has been clarified in the solicitation for future postings.

44 106 Section L, Part A, Paragraph 3.0

The table on page 106 references a Corporate Experience Cross Reference Matrix (CRM) as a requirement in Annex 1, however, the RFP does not provide instructions for completing a Corporate CRM. Will the government please provide the Corporate CRM requirements and any template that should be used/followed?

Can the government confirm that Annex 1 has a 25-page limit (5 pages per corporate experience contract with 5 contracts maximum)? Can you submit a separate Annex 1and Annex 2 for each Pool?

The 5 page limitation has been removed from Annex 1. The Cross Reference Matrix does not count against page limitations. An offeror submitting a proposal for more than one pool should submit a separate Annex 1 and Annex 2 for each pool.

46 106 Section L, Part A, Paragraph 3.0 Table

Page Limit – Reads – “10 pages per example per pool” – Question – Will the government please clarify the contents present on the10 pages per example, is this referring to the 10 pages per each example listed in Page 109 para. 11 (supporting attachments such as SOW, PWS, CPAR, etc.)? Yes, the 10 pages per example per pool is in reference to supporting attachments listed on page 109, para 11.

RFP instructs offerors to "use tabs and dividers." Is this applicable to an electronic submission

(CD-ROM)?

This is not applicable to electronic submission and has been removed from the solicitation.

Is sub experience able to be included in "Corporate Experience" section as "Team Experience"? If not, is there another mechanism in which team members who do not meet the definition of subcontractor per L.A.1.0 to include their experience in the overall team response?

The solicitation has been updated to clarify this issue. Subcontractor experience will not be evaluated for pools 2-6. For Pool 1, formal Joint Ventures may be formed and submit corporate experience submissions from each party as needed.

Paragraph 3.0

The original Draft RFP dated 11-13-19 within Section L ‘Content of Proposals’, Part B ‘Specific Instructions’, listed on page 107 has a section titled “2.0 Volume 2: Past Performance”, and subsequently in the new draft RFP dated 5-21-20 within Section L ‘Content of Proposals’, Part B ‘Specific Instructions’ listed on page 109 is now titled “2.0 Volume 2: Representations and Certifications”.

Since sample tasks are necessarily focused on specific portions of the overall anticipated work, how will the government assess the broader scope of contractors’ capabilities, i.e., those that relate to the parts of the SOW not specifically relevant to any of the five sample tasks?

Offerors may submit corporate experience in accordance with the solicitation. The Government will consider whether the provided corporate experience(s) help reduce any evaluated techncial risks.
