Can the “Material (CLIN 0X09)” list include the cost of enroute planning, navigation and overflight rights, aircraft cleaning and lavatory services when the carriage of non crewmembers or mission essential personnel is required as part of the mission or deployment? In addition, is it necessary to include the phrase “[t]argets, banners, tow cables, and cartridge material?”
Travel, material, and aircraft modifications will be factors in the firm fixed price flight minute costs. The PWS will be revised to reflect this.
Mission Planning costs for OCONUS detachments will be factored into the Ferry
Mission flight minute costs.
29 PWS 24 4.3.5.4.7
General Deployments – Last sentence in the paragraph, normally, substitutions of personnel will not be made for periods less than 28 days. Can this sentence be changed to – Normally, substitutions of personnel will not be made for periods less than 14 days? This change would allow for the contractor to maintain crew currency and other pilot, co-pilot, and flight engineer/aerial refueling panel operator training requirements.
This will be removed from the revised PWS.
Crew substitution travel cost during a detachment/deployment will be the responsibility of the contractor.
30 PWS 6 3.2.3
