Instructions

Instructions
Subcontractor:
1On Header Tab for each worksheet, insert the proposal number.
2On Footer Tab for the worksheet, insert the firm's name after colon.
3The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER.
4Within the work sheet any cell colored "blue" contains a formula and should not be edited, unless required to be consistent with the subcontractor's accounting system.
5All dollar figures shall be carried out no further than two decimal places.
6In column A, starting at row 5 to 38, the Government Labor Categories from the Historical Information should have been inserted. In column B, the subcontractor can insert the title of the labor category it will be utilizing, which must be comparable to one of the Government Labor Categories. If necessary, insert additional rows--but ensure integrity of formulas. In evaluation, the subcontractor's proposal will be compared to the Government Estimate in terms of labor categories, hours, and labor mix. Also, labor categories with more than one person providing service shall be listed multiple times for each person performing work. For example, if the subcontractor proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information.
7In column C, the subcontractor should insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in Government spaces.
8In column D, the subcontractor should input employees or contingency/prospective hires.
9In column E, identify for the specific labor category individual whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time.
10In column F, enter the name of the proposed individual for that position.
11In column G:
(a) for the subcontractor, enter the unburdened labor rate for each individual (e.g. rows 5-38)
(b) In Cell G40 the subcontractor should insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In Cell G41 the subcontractor should insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. If no part-time employees are proposed this should also be left blank.
(d) In Cell G44, the subcontractor should insert its overhead rate for work performed at the contractor's facility.
(e) In Cell G45, the subcontractor should insert its overhead rate for work performed at the Client/Government's facility.
(f) In Cell G47, the subcontractor should insert its G&A rate being applied.
(i) In Cell G52, the subcontractor should insert the fixed fee rate applied to its labor cost.
12Under Other Direct Costs, the subcontractor should insert the Material, Travel, Shipyard Services, Calibration Services, and NMCI by CLIN.
13Column W automatically calculated the total hours for all the CLINS.
14Column Y is a summation of the costs.
15In cells I63, K63, M63, O63, Q63, S63, and U63 enter the amount for material
16In cells I71, K71, M71, O71, Q71, S71, and U71 enter the amount for travel
17In cells I79, K79, M79, O79, Q79, S79, and U79 enter the amount for shipyard services
18In cells I87, K87, M87, O87, Q87, S87, and U87 enter the amount for calibration services
19In cells I95, K95, M95, O95, Q95, S95, and U95 enter the amount for NMCI
