QuestionsAnswers
Information Assurance: please identify the allocation of clearances (Secret, Secret with SSBI, Top Secret) across the Information Assurance Analyst and Information Assurance Analyst, Senior labor categories. This information is provided for all other labor categories.Offerors are advised that ALL Information Assurance (and System Administrator) positions require SSBI. Allocation of TS requirement between the (Information Assurance) and (Information Assurance, Senior) categories is at the contractor's discretion.
PWS Section 4.3.3, 5th bullet, states: "Escort (see Section 4.1.4) and enable facilities support technicians working in Simulation Division supported spaces." Should the reference be Section 4.1.5? Please clarify.Offerors are advised that Section 4.3.3, 5th bullet of the PWS CURRENTLY states: "Escort (see Section 4.1.4) and enable facilities support technicians working in Simulation Division supported spaces." The reference will be updated to correctly read "See Section 4.1.5" in a forthcoming amendment.
There appears to be a conflict between the PWS and DD254. PWS Section 7.1 Security states: "The Contractor shall have and maintain a Secret facility clearance upon contract award and throughout the performance of this contract. In addition, all contractor employees supporting this contract must possess and maintain a Secret security clearance through the performance of this contract. The highest level of security required for performance of this contract is Top Secret, as detailed in the table below. At time of award a minimum of Interim Secret is required. All final clearances should be achieved within 180 days of contract award." The DD254, 1.a. Facility Clearance Required states: Top Secret; and 1.b. Level of Safeguarding Required states: Confidential. Please clarify the facility clearance required upon award and for the life of the contract. Is the Safeguarding requirement for the Classified Shipments or other items? Please clarify. The Government is currently reviewing this question and will respond at a later date.
DD254, Supplemental Sheet, 11d states: "Contractor shall provide adequate storage at their facility for classified hardware. Classified shipments are not to exceed two cubic feet. Larger size shipments require prior coordination with the Facility Security Officer (FSO) to confirm facility storage capacity. Preparation and transmission of material for shipment will be in accordance the DoD 5220.22-M, NISPOM, and the DoD 52001.01 V3, DoD Information Security Program Manual." To ensure sufficient classified space at the contractor's facility will the government provide an estimate of total storage capacity for classified hardware/shipments?The Government is currently reviewing this question and will respond at a later date.
To ensure adequate competition will the government provide the documentation listed for PWS Section 3.1 Simulation Division (5.4.3) and PWS Section 3.2 Integrated Battlespace Simulation and Tests (5.4) Standards and Procedures (page 12).The Government is currently reviewing this question and will respond at a later date.
Section 2.1.1.2 (page 78) provides a table for the Understanding of the Work requirements to be addressed in the narrative however, requirements 4.3.7 and 4.3.8 (page 16) are not included in this table. Is it the government desire that these (4.3.7, 4.3.8) not be addressed?Offerors should propose in accordance with the solicitation. Under Section L-1, Part B, Paragraph 2.1.1.2 the narrative need not address items 4.3.7 and 4.3.8.
It is not clear what the government requires for a Management and Transition Plan. The outline found in Section L-1, Part A, Paragraph 3.1 identifies 3 sections which are not supported by Section L-1, Part B, Paragraph 2.3 Management Approach and Paragraph 2.4 Transition Plan. Further, the evaluation criteria found in Section M, paragraph 1.3 Management and Transition Plan do not seem to support either. Can the government please clarify the requirements for the Management and Transition Plan?A forthcoming amendment to the solicitation will modify Section L-1, Part A, Paragraph 3.1; Part B, Paragraphs 2.3 and 2.4; and Section M, Part B, Paragraph 1.3 to clarify the requirement.
Will the government consider submission on a later date (i.e.. June 5th). This would allow our Veteran staff to properly observe memorial day? This would also allow vendors to adjust their approach if questions are only going to be addressed after the question submission deadline of May 18th.The Government intends to extend proposal submission deadline to no later than Thursday, 15 June 2017 at 12:00 p.m. EST.
Section L 2.3 (page 75) references "Part B Specific Instructions" yet Part B (page 76) references the Price/Cost Volume only. Can the Government please clarify the 2.3 instruction (page 75)?Offerors are advised that "PART B SPECIFIC INSTRUCTIONS" continues through page 86 of the proposal. Proposal information must be structured such that its Volume/paragraph number matches the Proposal Instructions Volume/paragraph number provided in section “Part B Specific Instructions” to which it is responding, although the Offeror may add lower tier subparagraphs. The Offeror must provide reasons it will not provide information for a particular paragraph.
Section 2.1.2.1 Sample Task #1 (page 79) requirement to "establish a 50-computer laboratory." Can the Government clarify if these computers are supposed to be configured as all servers, all desktops or a combination of stand-alone servers, desktops and virtual machines (VMs)? If a mixed environment is desired can the government provide a notional breakdown of configurations so vendors can properly estimate level of effort?Offerors are advised that a small percentage of the 50 computers would be servers to support centralized infrastructure (perhaps two to three). Approximately 30% of the computers would be desk-tops used for software development activities. The remaining computers are rack-mount high performance machines running engineering simulations and supporting software. The 50-computers are real, not virtual. Any virtual machines would run on the centralized infrastructure servers.
Section 2.1.2.1 Sample Task #1 (page 79) requirement "The Lab computing resources will be required to operate:" (Sub Bullet 3) "A storage area network supporting the virtual machines and user files storage…" Can the government clarify if the requirement is to "stand up" the SAN storage or connect all networked devices under this requirement to a preexisting 5.4 enterprise SAN solution.Offerors are advised that the requirement is to "stand up" a SAN.
Will the Government consider a lower threshold of magnitude for Past Performance citations per page (94) under 2.0 PAST PERFORMANCE? "Dollar Value Annual contract labor value greater than $4M." "Dollar Value Annual Information Technology (System Administration, Information Assurance, Network Architecture) annual labor greater than $2M."The Government will not consider a lower threshold.
Section A, para 5 states “The contractor will be required to have a TOP SECRET facility clearance.” However, Section C, para 7.1 states “The Contractor shall have and maintain a Secret facility clearance upon contract award and throughout the performance of this contract.” Furthermore, Section C, para 7.4 states “a Top Secret Facility Clearance must be obtained within 30 days of contract award”. Please clarify what type of Facility Clearance the Contractor shall maintain?A forthcoming amendment to the solicitation will modify Section C, Paragraph 7.1 to read "Top Secret facility clearance."
Section H page 46 of 99 – Clause 5252.228-9501 – Liability Insurance – (d) Aircraft public and passenger liability – please confirm that this insurance is needed? Should this be N/A, unless aircraft are operated by the contractor in connection with performing the contract?A forthcoming amendment to the solicitation will remove the requirement for liability insurance under 5252.228-9501 paragraph (d) ONLY.
The government provided Attachment P7 “Subcontractor Cost Breakout”, but did not provide Attachment P6 “Prime & Subcontractor Cost Breakout”. However, the Attachment P7 provided looks more like the “Prime & Subcontractor Cost Breakout”. Can the government clarify the intent of Attachment P7 and provide Attachment P6?Attachment P6 was inadvertently left out of the posting of the draft RFP. It was subsequently provided during the final posting of the RFP via fedbizopps on 4/26. P7 is for further insight into subcontractor pricing. However, P6 and P7 will be revised to reflect updates to the section B CLIN structure.
This solicitation is for an Indefinite Quantity contract, which suggests the level of effort at award is not known. The Attachment P7, which appears to the “Prime & Subcontractor Cost Breakout”, suggests an Offeror is to break the labor hours out into different funding types. On this IDIQ offering, how is an offeror supposed to identify the level of hours between funding types if it is most likely unknown on the government side? Can an Offeror bid all labor hours to CLIN 1000 CPFF Labor for each Year similar to recent IDIQ solicitations? Funding types can be broken out into CLINs at the task order level.A forthcoming amendment to the solicitation will modify the CLIN structure under Section B.
Section L-2, para 1.0 (the second para 1.0) states “Offerors shall propose Overtime in accordance with overtime hours stated in Attachment 1”. Attachment 1 provides a lump sum of overtime hours for each labor category. How is an Offeror to determine the level of overtime each FTE within a labor category would get when bidding on an IDIQ?The Government has provided adequate guidance on OT hours allowed annually per labor category. Offerors should propose what they see as best approach.
The Attachment P7, which appears to be “Prime & Subcontractor Cost Breakout”, does not provide an area to accommodate the Overtime hours. Where should an Offeror provide these hours in the Cost Summary? Should they be lumped into the FTE they are being applied? If so, how does an offeror account for the time and a half rate increase some labor categories would receive? The Government recommends the Offeror breakout overtime as a separate line item. Utilize the appropriate labor category within that line item and distinguish that the hours referenced are "Overtime".

I.E. "Ordering Clerk 2 (Overtime)”

Section M, Part B, para 3.5 states “The offeror’s professional employee compensation plan will be evaluated against the criteria outlined in FAR provision 52.222-46.” However, Section L does not ask an Offeror to provide a Professional Employee Compensation Plan. Please clarify if a Professional Employee Compensation Plan is required with the proposal submission and where it is to be included?A forthcoming amendment to the solicitation will address the professional compensation plan under Section L-1, Part B, Paragraph 4.3.12.
Reference Section L-1, Part B, para 3.0, Attachment P4, Past Performance Matrix was provided with the draft RFP, however, the Past Performance Instructions provided on page 81 paragraph L.3.0 does not reference this attachment. Will offerors be required to complete and submit Attachment P4 for each past performance reference included in their proposal? The Government is currently reviewing this question and will respond at a later date.
The Past Performance Evaluation Table, included on page 93 of the draft RFP, includes duplicate line items regarding the evaluation of Section 4.4 under scope (rows 4 and 5) and under complexity (rows 3 and 4). Was this duplication made in error? If so, is there additional evaluation criteria missing from the table because of the duplication? The duplication was not in error. There are two separate scope and complexity examples for this particular Section C paragraph.
Clause 5252.209-9513 on page 89 refers to Attachment 003, relative to a list of supplies and/or equipment, however within the draft solicitation Attachment 003 is the DD254.A forthcoming amendment to the solicitation will modify Section J to include the OCI List as Attachment (6).
Reference Section L-1, Part A, para 2.2.1 on page 80 of the draft RFP indicates that the offeror shall provide an organizational chart for key personnel. Section 2.2.1 also indicates that the organizational chart needs to include positions, titles, FTEs, and a labor mix that conforms to the Labor Categories and Labor Hours outlined in the RFP. The need to conform to labor categories and labor hours implies that the organizational chart should address all proposed employees. Please clarify if the organizational chart should only provide information for key personnel or all proposed employees. The organizational chart should provide information for all proposed employees.
Reference Section L-1, Part A, para 3.1, The proposal content and volumes chart provided on page 75 of the draft RFP does not address the staffing plan referenced under the workforce requirement on page 80 Section 2.2 Workforce, of the RFP. Please update the table on page 75 to include page limits for workforce/staffing plan requirements.A forthcoming amendment to the solicitation will modify the table under Section L-1, Part A, Paragraph 3.1.
Reference Attachment 2 Personnel Qualifications. Most labor categories within the draft solicitation include various possible substitutions to accommodate levels and types of education. However, the Program Manager position as written currently, only accommodates a candidate that holds either a BA/BS or an AA/AS. Relative to the nature of the work described within the 5.4.3 solicitation numerous well qualified PM candidates exist that only hold a High School diploma yet offer extensive and very relevant management and technical experience pertinent to 5.4.3. To promote competition and potentially reduce salary related costs please consider editing the PM category to include an experience based substitution that includes a High School diploma. We suggest something along the lines of a High School diploma and 20+ years of experience, to include certifications (CISSP) relevant to 5.4.3 requirements as the substitution. The Government is currently reviewing this question and will respond at a later date.
Reference Attachment 2 Personnel Qualifications. As written currently the two Network Engineer labor categories have rather restrictive educational requirements, where only three types of technical degrees are acceptable. We would like to suggest that this be modified to allow more broad related degrees (information systems, cyber security, etc.) to meet the requirement, as well as an experience related substitution be included for candidates that hold an AA/AS to be able to support this requirement.A forthcoming amendment to the solicitation will modify Attachment (2) to include degrees in Computer Information Systems and Computer Engineering as acceptable degrees. A degree in Cyber Security is not acceptable. An AA/AS degree is not acceptable. The forthcoming amendment will also modify "(CISSP, Comptia Security Plus, etc.)" to read "(CISSP or Comptia Security Plus)."
Reference Attachment 2 Personnel Qualifications. As written currently the Information Assurance Analyst and Senior Information Assurance Analyst labor categories have education requirements that are rather restrictive, as they only allowable bachelor’s degrees which have to be in Computer Science or Information Systems. We recommend that this be broadened to include other types of information technology related bachelor’s degrees. For example, as the labor category is written in the draft solicitation a candidate with a bachelor’s degree in cybersecurity would not be explicitly qualified to fill the labor category.A forthcoming amendment to the solicitation will modify Attachment (2) to include degrees in Information Systems Security and Cyber Security as acceptable degrees.
The solicitation as written requires 19 key personnel out of a total of 68 staff years per year. We are suspending our proposal efforts as it appears only the incumbents can meet these very specific labor category requirements and supply 28% of workforce as key personnel (19 resumes are required for the proposal, including 6 in SCA labor categories). Will the Government reduce the number of key personnel to match the scope of this effort and to make the non-key/key mix more reasonable?A forthcoming amendment to the solicitation will modify Attachments (1) and (2) to reduce the number of key personnel from 19 (28%) to 11 (16%).
The Engineering Technician V Labor Category includes very, very specific experience including seven (7) years with one specific platform which is only mentioned twice in the SOW. Will the Government consider eliminating this very specific requirement?A forthcoming amendment to the solicitation will modify Attachment (2) to eliminate this requirement.
If the Government does revise the number of key personnel required will the Government allow at least 25 calendar days from issuance of the revised solicitation for proposal submission? The Government intends to extend proposal submission deadline to no later than Thursday, 15 June 2017 at 12:00 p.m. EST.
We have been tracking the Patuxent River O&M Support opportunity (N0042115R0012) and dissecting the draft solicitation documentation that was released last week with a Special Notice requiring questions/comments to be submitted by May 18. I was surprised to see the final solicitation drop last night with a due date of May 29. What is your plan for the Special Notice in regards to the final solicitation drop? The final solicitation released on 4/26/17 on fbo.gov will take precedence over the draft solicitation which was released on 4/24/17. However, we will be continue to review and respond to all questions generated by both the draft solicitation and final solicitation until 5/18/17 as stated in the 4/24/17 Special Notice (N00421-15-R-0012 ) for purposes of consistency
Reference Section A, page 2 of 99, states “competition that will result in placement of a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract.” and “Term task orders will be issued under this Single Award IDIQ contract. NAVAIR clause 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR) (DEC 2012) will be included in term task orders.” FAR Part 16.501-2 states, “IDIQ contracts are used to acquire supplies and/or services when the exact times and/or exact quantities of future deliveries are not known at the time of contract award.” Since the level of effort of task orders under this IDIQ contract is unknown at the time of award, Please confirm that 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR) (DEC 2012) will only be applied at the Task Order Level? The Government is currently reviewing this question and will respond at a later date.
Reference Section I, page 53 of 99, FAR Clause 52.216-22 INDEFINITE QUANTITY (OCT 1995) states “(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.” Since estimates are being used to build ceiling, please confirm that 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR) (DEC 2012) will be applied at the Task Order Level only? The Government is currently reviewing this question and will respond at a later date.
Reference Section B, page 8 of 99, 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR)(DEC 2012) states “(a) The level of effort estimated to be ordered during the term of this contract is 535,820 man-hours of direct labor including authorized subcontract labor, if any.” How can the government enforce 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR) (DEC 2012) at the IDIQ Contract Level if the whole premise behind using a D-Type contract, as defined by FAR, is because the level of effort at the time of award is unknown? The Government is currently reviewing this question and will respond at a later date.
Reference Section B, page 8 of 99, 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR)(DEC 2012) states “***FOR PROPOSAL PURPOSES ONLY: See Attachment (1), Labor Categories and Requirements***” Please confirm that 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR) (DEC 2012) will be applied at the Task Order Level only? The Government is currently reviewing this question and will respond at a later date.
Will the government generalize Simulation Division specific technical requirements that only a company with past performance supporting these requirements (i.e., incumbent contractors on their team) can meet? The Sources sought for this opportunity did not contain such specificity with regard to Simulation Division past performance as well as ability to meet past performance minimum dollar contract thresholds. Generalizing Simulation Division specific requirements will increase competition for this solicitation without impact to risk of execution since this contract contains FAR Clause 52.222-17 (Non-displacement of Qualified Workers JAN 2013) and the personnel currently performing the work will more likely than not transition to the successful offeror. The Government is currently reviewing this question and will respond at a later date.
Per paragraph 2.1.2 Sample Task(s) page (78); will the workstations/servers inherit IA controls from the environment in which they reside?Offerors are advised that the task is to establish (create) a new laboratory. Network infrastructure (Switches) will be accredited separately. The new computers will require a separate accreditation package. Because the computers connect to existing networks, they will acquire the existing security posture.
Given the complexity of the questions; will the government now consider an extensions to the submission date to 30 days beyond the date of last question(s) being answered? The Government intends to extend proposal submission deadline to no later than Thursday, 15 June 2017 at 12:00 p.m. EST.
Reference Section L-1, Part A, para 3.1, states Volume 1 Executive Summary is limited to 4 pages. The Offeror Summary table, SF33, and Fill-in responses included in the executive summary will exceed 4 pages. Are items 1.1 thru 1.6 which are included in Volume 1 count toward the 4 page limit? Or does the 4 page limit apply to the Offeror’s overview only?Offerors are advised that the 4 page limit applies to the actual executive summary. The information requested in Items 1.1 through 1.6 are in addition to this 4 page summary.
Will the Navy sponsor the needed Facility Clearance? The Government is currently reviewing this question and will respond at a later date.
I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number? The incumbent information is contained under Section L-2, Paragraph 2.0.
Will the questions received on the draft solicitation be provided?
The Government will provide all questions (with answers) received since the draft posting on 18 April 2017.
The outline numbering in the page count table in Part A of Section L does not match the outline numbering in Part B for the technical volume.
A forthcoming amendment to the solicitation will modify table under Section L-1, Part A, Paragraph 3.1.
The page count for 2.2 Workforce section is not clear (i.e., how many pages for the staffing plan)?A forthcoming amendment to the solicitation will modify table under Section L-1, Part A, Paragraph 3.1.
Part B of Section L (page number 78) the description of understanding of the work items to address for PWS 4.3.6 do not match the Statement Work, please reconcile.A forthcoming amendment to the solicitation will modify table under Section L-1, Part B, Paragraph 2.1.1.2.
Reference Section L, Part A, page 74 of 99, under Proposal Format, in paragraph 2.1, the RFP states that graphics may include 10 font, and the paragraph also discusses graphics resolution as inclusive of tables and charts. To ensure clarity, please confirm that 10 font is acceptable within tables and charts?10 pt. font is acceptable within tables and charts.
On page 30, the Period of Performance is shown for each period is starting on 10/2/2017 – 10/1/2018; 10/2/2018 – 10/1/2019, etc.. On page 74, it states that there is a 30-day transition period starting 10/2/2017, but at no cost to the government. The effective start date of the contract is listed as 11/2/17. Can the government clarify that the Base period is 11/2/17 – 11/1/18 – OR is the Base period only 11 months: 11/2/2017 – 10/2/2018?The Government is currently reviewing this question and will respond at a later date.
Attachment P6 Prime and Subcontractor Cost Breakout shows columns for all the CLINS for each period. Will the government be identifying which labor categories/hours are allocated to each CLIN?The Government is currently reviewing this question and will respond at a later date.
Page 85, Para 4.3.11 states that FAR Clause 52.222-41 can be found in Section I. Section I does not have that clause. Will the government be adding it?The Government is currently reviewing this question and will respond at a later date.
Reference Section M, Part B, para 3.6, are the tripwires applicable to overtime rates? The Government is currently reviewing this question and will respond at a later date.
Reference Attachment P3, The fields for inputting information into the P3 Past Performance Information Form (for example the Contract Effort Description field on page 1) do not limit the number of characters that can be entered. However, when the form is printed, lengthy inputs are cut off and are not visible on the printed form. Since print copies of the P3 forms are required as part of the proposal submission, we recommend that the form be revised to remedy this issue. The Government is currently reviewing this question and will respond at a later date.
Reference Attachment P3, the table with evaluation criteria for past performance provided in Section M on page 93 of the RFP, scope/complexity/magnitude and description of work are identified as evaluation factors. The P3 Past Performance Information Form does not provide a designated space to provide detailed information regarding scope/complexity/magnitude and description of work. Could the government clarify how it is planning to evaluate the past performance criteria identified in Section M since the P3 form does not allow for the bidder to directly address these items? The Government is currently reviewing this question and will respond at a later date.
