TECHNICAL EXHIBIT TE9
ATR SYSTEM ENGINEERING PROJECTS
The AD Spectrum Reallocation project will provide enhanced telemetry coverage around the runway and tarmac areas and in Chesapeake Test Range and the Atlantic Warning Areas airspace. This project will develop and implement a multi-band L-, S- and C-band capability in the telemetry acquisition pedestals. The Spectrum Reallocation project has prototyped and evaluated the performance of multi-band pedestal units, in particular, performance of telemetry in C-band. Data encapsulation techniques have been developed to support the implementation of a best source selection capability to provide enhanced data availability. The project will expand telemetry operations into C-band and enhance telemetry data availability, spectrum utilization efficiency and system reliability.
The Multiple-target Instrumentation Radar (MIR) Modernization project will improve system reliability by replacing obsolete subsystems and significantly enhance the radar’s tracking ability by using state-of-the-art digital signal processing and implementing an enhanced RF power management capability. This major overhaul of the MIR will include replacing major subsystem components to eliminate obsolescence in the radar. The overhaul of the pedestal was initiated with replacement of obsolete electronics (ACU, servo amps, synchro digital converter, etc.).
The ARDS Sustainment project will extend the life of the ARDS system until the Common Range Integrated Instrumentation System (CRIIS) can be deployed on NAVAIR Ranges in FY16. This project procured form, fit, function components to replace obsolete units in the ARDS pods and will replace the data link ground systems at the West Coast NRC ranges.
The Pax to Wallops Fiber Network Expansion project will provide an optical network with 96 fibers in a stand-alone conduit, from the NASA Wallops Flight Facility in Virginia to NAS Patuxent River. The fiber link will provide the enhanced bandwidth to meet current and future data, voice and video communication needs between the sites.
The Bay Fiber Replacement project will install new fiber to the down range instrumentation sites and extend fiber communications to the Webster Field Annex (WFA).
The Patuxent River IR Signature Measurement Improvements project improved the data acquisition capability by acquiring a second KTM and upgrading the digital control systems on the current trackers. The ability to measure fast moving targets has been accomplished with imager upgrades with increased frame rates and dynamic range, and the purchase of multi-field-of-view optics. Data processing times have been decreased with added storage/networking hardware, enabling simultaneous processing of two classified datasets.
The RIR-778 SLEP will refurbish Radars 16 and 17 by replacing the obsolete components in the radar, including the optics, receiver and console in the system. Engineering development will be performed in FY12 and FY13.
ATR received an additional $750K in FY11 for a Flight Termination System (FTS) to support off-shore missile shots for F-18 and JSF. The FTS will have the enhanced digital capability that provides an extended degree of communication reliability between the target and ground control.
The Video Instrumentation Project will provide HD cameras for the KTM instrumentation mounts and replace the core video routing, editing and display capability. The HD cameras are being purchased in FY12. The core video routing infrastructure will be replaced in FY13 and FY14. The new video infrastructure will support the new digital HD video and high resolution PC graphics formats, which are not supported by the current video infrastructure.
