Final RFP Q&A
| Number | REF/#: | Relevant Text | Question/Comment | NAVAIR ACTION TO TAKE | Changes Needed to RFP | |
| 1 | Section L Part B.2.1 | |||||
| Page 98 | Personnel and Staffing | The first sentence in this section states: “The Offeror shall describe the technical approach for performing all the operations, maintenance and development SOW tasking listed in table T1.Cross Reference Matrix.” |
| Does the Government intend for offerors to provide their detailed and complete technical approach to addressing the SOW tasks in Table T.1 in this section, or in light of the sentence above , should “staffing approach” be substituted for “technical approach”? | The Government intends for offerors to provide their detailed and complete staffing approach, broken out by prime and each subcontractor as appropriate, for each of the SOW paragraphs contained in the Table T.1 Cross Reference Matrix. See Amendment 1 for further clarification. | Yes |
| 2 | Section J |
Paragraph 2.0 List of Documents, Exhibits and Other Attachments This section lists Attachment P2 as “Workforce Hour Matrix” and Attachment P3 as “Workforce Qualifications”. The same is true for Paragraph 2.0 (pg 105 of 138).
These titles are reversed for the actual Attachments P2 & P3 provided in the Final RFP
Please resolve this inconsistency.
| The titles for Attachments P2 & P3 provided in the Final RFP were reversed and will be corrected in Amendment 1. | Yes |
| 3 | Section L |
Paragraph 3.2 Past Performance Table References This section requires that “Offeror shall complete Attachment P5 Table PP-1 (Past Performance Contract Data). . .”.
Attachment P5 does not contain any reference to Table PP-1 and does not include a table titled “Past Performance Contract Data”.
The template for Table PP-1 provided in this section is similar in structure and content to the entries in Attachment P5 (Summary of Relevant Contract Data), but differs in several entries and data requirements.
Please confirm that completion of the “Summary of Relevant Contract Data” information contained within Attachment P5 will fully satisfy the requirements for completing Table PP-1 stated in Solicitation paragraphs 3.2, and if not, please indicate where Table PP-1 should be included in the proposal.
| Attachment P5 was incorrect in the Final RFP and will be replaced with a new Attachment P5 in Amendment 1. | Yes | |||
| 4 | Section L Paragraph 2.1.1 and Attachment 2 | Paragraph 2.1.1 requests completion of Attachments P2 and P3 in Annex A. These two attachments contain sample forms and instructions. It is unclear if we are to provide the required information only for the base year or for the full five years of the contract. The text in the RFP, paragraph 2.1.1 states, "For each labor CLIN of the base year, the Offeror shall identify their proposed mix of personnel in Annex A." Yet the Attachment 2 example shows labor hours for all four Option Years as well as the Base Year. Based on the wording of paragraph 2.1.1, it is our assumption that you are asking only for the required Annex A labor information in the Base Year. Is our assumption correct? | Yes, Annex A requires labor information for the base year only. | No |
| 5 | 5.9.2 Property Management | In the SOW it states: |
o 5.9.2 Property Management
“The Contractor shall have a system to manage (control, use, preserve, protect, repair and maintain) Government property in its possession. The Contractor shall initiate and maintain the processes, systems, procedures, records, and methodologies necessary for effective control of Government property, consistent with voluntary consensus standards and/or industry-leading practices and standards for Government property management except where inconsistent with law or regulation. During the period of performance, the Contractor shall disclose any significant changes to their property management system to the Property Administrator prior to implementation.” Is it the Government's intent that the contractor will inventory all property and be accountable for all property associated with ATR and ATMO in performance of the contract?
| The contractor shall not be required to inventory, manage or control any property or equipment as there will be no GFE or GFP issued to the contractor under this contract. Paragraph 5.9.2 will be revised per Amendment 1. | Yes | |||
| 6 | Regarding the Past Performance requirements, past performance from a Joint Venture (JV) would not be allowed unless all members of the JV were being proposed for this effort, and Subcontractors were precluded from submitting Past Performance unless they were designated as Principal or Critical. | This is an incorrect assumption regarding JV members and subcontractor past performance. The Offeror is allowed to submitt past performance information for any member of their team. All JV team members do not need to be part of the Offerors team in order for the past performance reference for that JV to be relevant to the ATR/ATMO contract. However, the team members roles and responsibilities on that JV reference need to be similar to what their roles and responsibilites will be on the ATR/ATMO contract. In addition, it is up to the Offeror to determine if one of their subcontractors is a critical subcontractor or not. If the Offeror considers them critical, then they should provide past performance references for that subcontractor. | No | |
| 7 | 5252.215-9505 | Exclusive TA clause is new to us-can you address these concerns? |
1) Need explanation of evaluation of this submission-is it an evaluation factor conducted as part of the overall evaluation or is it a Go-No Go gate? This clause is not addressed at all in either Section L or Section M.
2) Where is this information to be provided-Volume 5?
3) What type of information are you looking for in “financial responsibility, managerial responsibility and accountability and applicable legal documents”?
This is not a Go-No Go gate. The purpose of the clause is to ensure that prime contractors do not enter into teaming arrangement that inhibit competition. The offeror's submission will be evaluated as part of a responsibility determination rather than part of the technical, past performance or cost evaluations. The burden of proving that any exclusive teaming arrangement proposed does not restrict competition, shall rest with the offeror. The financial, managerial, accountability, and legal documentation requested as part of the clause is the documentation that would be part of a typical teaming arrangement. Offeror responses to this clause shall be included in Volume 5. No
