TECHNICAL EXHIBIT 5 (TE5)
ATR & ATMO OPERATIONAL WORKLOAD INFORMATION
1. Atlantic Targets and Marine Operations Division (ATMO) Workload AUTEC deployment is cyclic, and some periods are longer than others. On average, the contractor can plan on three deployments per year, with approximately 30 days per deployment. Deployment to Mayport, FL is also cyclic, based on the number of C2X and JTFX events. On average, the contractor can plan on 5 events, with approximately 30 days per days per event.
ATMO AN/ALQ-167 Pod Support (Option CLIN)
The contractor maintenance support at Oceana, VA shall be capable of performing troubleshooting and fault isolation on F/A-18 aircraft at the organizational/intermediate (O/I) level of maintenance. The O level preventative maintenance is a visual inspection of the pod exterior. It can be performed in roughly 30 minutes. The I level maintenance is a visual inspection of both the pod interior and exterior. It can be performed in roughly 1.5 hrs with two people. There is no destructive or non-destructive testing. Although there may be up to 18 F-5 aircraft, there are only two internal electronic attack systems planned for Key West. Also, although there may be up to 12 F/A-18 aircraft, there are only six ALQ-167 pods planned for Oceana. The F/A-18 aircraft are A+ models. F/A-18 sorties per month are estimated as 20 per pod (6 pods total). F-5 sorties per month are estimated as 10 per system (2 systems total). Assume each sortie is one hour duration (240hrs for the F/A-18 and 120 hrs for the F-5). 2 technicians will require approximately 3 hours aligning the system. Any travel involved with supporting pod work will be performed and reimbursed consistent with the travel guidelines and clauses of the RFP.
2. Atlantic Test Ranges (ATR) Workload ATR is responsible for providing range assets and services in support of Research, Development, Test and Evaluation (RDT&E) for the Naval Aviation Enterprise. Additionally, ATR provides support to other DoD and federal agencies as well as commercial and international partners. The assets and services provided vary from positive airspace control in designated warning and restricted areas, to high-rate data delivery (telemetry) and voice communications, basic and advanced data processing and display, radio frequency management, and Time, Space, Position Information (TSPI) of tracked air vehicles, vessels and other objects, such as ordnance.
The open-air range and ground test facilities developed for RDT&E also have tremendous applications for fleet and warfighter pre-deployment systems grooming and readiness training exercises. ATR coordinates training events in airspace at ATR and at sites around the country. Carrier Strike Groups (CSGs) and Expeditionary Strike Groups (ESGs) are routinely supported – from small, unit-level events to large-scale, joint exercises.
FY11 WORKLOAD
ATR experienced an anticipated increase in workload in FY11, primarily due to the arrival and ramp-up of ACAT-1 programs at NAS Patuxent River and testing of new naval technologies, such as the Electromagnetic Aircraft Launch System (EMALS) at Lakehurst, N.J.; and other remote testing, including Carrier Suitability/Precision Aircraft Landing System (PALS) qualifications and foreign support.
The number of test events supported in FY11 increased by 34 percent from FY10 and 30 percent from the FY06-FY09 average. Range hours supported increased by 102 percent from FY10 and 45 percent from the FY06-FY09 average.
In FY11, ATR’s Offshore Military Unit (MRU) successfully completed Biennial Certification conducted by Fleet Area Control and Surveillance Facility, Virginia Capes (FACSFAC VACAPES) and FAA Air Traffic representatives.

During fiscal year 2011, ATR supported a variety of test and evaluation missions, training events and special projects in and around the Patuxent River Complex and special use airspace as well as at remote sites around the country and across the world.
FY10 WORKLOAD
A higher volume of flight testing was experienced in 2010 at ATR is due to the long-anticipated “test flight surge.” With the recent arrival of Major Acquisition Category 1 (ACAT-1) programs at Patuxent River, ATR has stepped up to meet the challenge of accommodating these test flights. By May 2010, ATR was routinely conducting up to 13 missions on nine distinct aircraft in a single day; in August, ATR supported simultaneous missions using all nine Project Engineer Stations with three aircraft performing flight testing at the same time.
ATR routinely supports missions that take place away from the Patuxent River complex with both personnel and mobile equipment. The majority of FY10 remote operations were in support of the aircraft program at the contractor’s site in Seattle, Wash.; Operation Red Flag at the Pacific Alaska Range Complex (PARC), Eielson Air Force Base, Alaska; Ship Suitability testing aboard USS Wasp (LDH 1); and Precision Aircraft Landing System (PALS) certification missions aboard various aircraft carriers operating in the Atlantic and Pacific oceans.
