About this file
This file is a Questions and Answers (Q&A) document addressing clarifications on the KB Dock Piers Ladder Replacement solicitation (N0025326Q0009), a Naval Sea Systems Command small business set-aside for pier ladder replacement at NUWC Keyport, WA and NBK Bangor.
Key technical requirements clarified include: all existing ladders may be removed simultaneously; swing gates are not required; ladder upper sections must be 42 inches above the pier deck with OSHA-compliant extensions; all welding must be performed by certified welders with at least 5 years' experience meeting American Welding Society standards and rated for salt water submersion; ladder anchors require an ACI-certified installer; material options include hot-dipped galvanized steel, aluminum with dielectric break insulation, or marine-grade 316 stainless steel with dielectric break shackles to prevent dissimilar metal degradation; concrete or steel weights are acceptable in lieu of concrete foundations. Operational constraints include pier weight limits (Keyport: 20-ton per axle/45-ton gross; KB Dock: 10-ton maximum with no cranes permitted) and drilling restrictions that prohibit any work at or below the waterline, requiring containment methods such as shop vacuums. Existing concrete anchors must not be reused; contractors shall furnish and install new anchors as determined by the certified installer. No detailed anchor connection drawings are currently available; specifications are contained in the Statement of Work sections covering Products and Work Description.
