About this file
This file is a Questions and Answers (Q&A) document addressing contractor inquiries regarding pier ladder replacement requirements at NUWC Keyport and KB Dock. The document clarifies technical specifications, materials, installation procedures, and operational constraints for the ladder replacement project.
Material specifications allow contractors to use hot-dipped galvanized steel, aluminum, or 316 marine-grade stainless steel, with galvanized steel and aluminum being the preferred options. If galvanized steel is selected, a duplex coating system with powder coating is required to extend service life in the marine environment, with minimum coating thickness of 5 mils (200-300 microns). Aluminum ladders require dielectric break shackles to prevent dissimilar metal degradation. All ladder upper sections must be 42 inches above the pier deck, with OSHA-compliant ladder extensions providing 3-foot safe transitions. Ladder anchors must be installed by ACI-certified personnel, and all welding must be performed by certified welders with at least five years' experience and AWS certifications applicable to submerged saltwater materials. At Keyport, the pier weight limit is 20 tons per axle with 45-ton gross capacity; at KB Dock, the limit is 10 tons with no cranes permitted. The document confirms that existing ladders may be removed all at once, swing gates are not required, existing anchors will not be reused, and contractors must furnish and install new anchors per ACI specifications. Contractors must implement dust containment measures (such as shop vacuums) to prevent concrete dust or metal shavings from entering the water, particularly where drilling or cutting occurs above the waterline.

KB Dock Ladders
1. QUESTION: How many ladders can we have removed at a time at each pier?
ANSWER: Because Ladders are completely unusable, they may be removed all at once.
2. QUESTION: Confirm if swing gates will be required on all required ladders
ANSWER: Swing gates are not required.
3. QUESTION: Confirm all ladders have OSHA compliant ladder extension 3’ to provide safe and easy transition to another surface.
ANSWER: The SOW is amended to reflect this addition of Two, for a total of Four Ladder upper sections at KB Dock. These shall be 42 inches above the pier deck.
4. QUESTION: Confirm All welding shall be performed by certified welders in accordance with applicable standards
ANSWER: This is acceptable. If welding is performed it shall be accomplished by a certified welder, with at least 5 years’ experience and applicable American Welding Society (AWS) welding code specifications. Certifications shall cover the material used and applicable to material that will be submerged in salt water.
5. QUESTION: Confirm ladder anchors need to have an installer that is ACI certified on this application.
ANSWER: Confirmed the installer shall have current ACI Certification. See revised SOW, Work Description #9.
6. QUESTION: Confirm 316 marine grade Stainless steel.
ANSWER: This is not required but is acceptable. If Stainless steel is used a dielectric break shackle shall be installed to prevent dissimilar metal degradation. See revised SOW.
7. QUESTION: The existing ladders, at Keyport and KB dock are galvanized steel. Please confirm the replacement ladders are to be Galvanized Steel.
ANSWER: Galvanized steel is acceptable. If Galvanized steel is used it shall be hot dipped Galvanized. If Aluminum ladders are used the shackle shall be insulated with dielectric break to prevent dissimilar metal degradation. SOW will reflect this change.
8. QUESTION: If HDG steel ladders are used, can a 6”x 6” x 22” solid steel weight be used in lieu of concrete?
ANSWER: Steel or concrete is acceptable.
9. QUESTION: At Keyport, can the existing upper ladders be cut at 8’ down to support the install of new 20’ lowers?
ANSWER: This is acceptable. Every effort should be made to ensure metal shavings do not fall in the water.
10. QUESTION: Are there weight restrictions for equipment or cranes on the piers?
ANSWER: Keyport pier weight limit 20-ton per axle, 45-ton gross. KB Dock is 10-ton and cranes are not allowed.
11. QUESTION: Are there any drawings, schematics, photographs, measurements, or additional specifications available showing the required fabrication and installation details for the new ladders?
ANSWER: There are concept drawings detailing the existing ladders at Keyport pier are located in the Statement of work (pg. 16 of 39) – additionally, the Revised SOW states “Fixed pier ladders shall be 42 inches above the pier deck”.
12. QUESTION: The scope requires drilling into the concrete while also stating that concrete dust is not to enter the water. How is the contractor expected to meet this requirement for drilling that occurs at or below the waterline? Is there a specific containment method or procedure required?
ANSWER: There shall be no drilling at or below the water line. This is a means and method common to construction. There are several options. One method would be to use a shop vac while drilling or cutting.
13. QUESTION: Regarding the concrete anchors, are existing anchors currently in place and intended to be reused, or is the contractor responsible for furnishing and installing new anchors?
ANSWER: Existing anchors shall not be reused. The contractor shall furnish and install new anchors.
14. QUESTION: If new anchors are required, are there specifications available for the required size, dimensions, configuration, and installation method?
ANSWER: This will be determined by the certified installer employed by or subcontracted by the offeror. The installer shall have current ACI Certification. See SOW revision, Work Description #9.
15. QUESTION: Is there a drawing or additional detail showing how the anchors and ladder system are to be connected, including any specific attachment hardware, shackles, or anchoring configuration required?
ANSWER: There are no additional drawings available at this time. The details are described in the Statement of work, sections IV. Products: & IX. Work Description.
16. QUESTION: Confirm PPI #7 references building the ladders to match existing that will entail the same results of sea growth that is attracted & will attach to the zinc surface
ANSWER: Confirmed. The ladders shall be constructed or purchased of Hot dipped Galvanized steel or Aluminum. The Government understands sea growth will return.
17. QUESTION: Confirm marine grade aluminum as the SOW originally call out.
ANSWER: Confirmed. Aluminum is preferred with a dielectric break to prevent dissimilar metal reaction where existing Galvanized is present. It is also acceptable to replace ladders with hot dipped Galvanized steel.
18. QUESTION: Confirm galvanized tube steel will be required.
ANSWER: Aluminum is preferred with a dielectric break to prevent dissimilar metal reaction where existing Galvanized is present. It is also acceptable to replace ladders with hot dipped Galvanized steel. Either option shall be tubing for the side rails.
19. QUESTION: Confirm all galvanizing requirements to be 200-300 microns or 5 Mils thick.
ANSWER: Confirmed. All steel parts will be hot-dip galvanized after fabrication to a minimum coating thickness of 5 mils / 200–300 microns, if steel ladders are used. Added to IX. Work description #7.
20. QUESTION: Confirm galvanized ladders will required to have a duplex coated systems, powder coated to extend service life to the marine environment
ANSWER: Confirmed. If Galvanized steel is used it is required to be a duplex system, powder coated to extend service life in the marine environment.
