SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

Amendment notes: Paragraph 4.4.2.2.2. was the only part changed in Section L. The strikethough font details the deletion of items (c) through (f)

Amendment 0002 is issued to:

1) Revise the Key Personnel listed in Section L para. 4.4.2.2.2.

2) Address questions and answers.

QUESTIONS AND ANSWERS

Questions 1-9 (See Amendment 0001)

10. Amendment 1, Section L, 4.4.2.2.3, page 34 states “key personnel labor category resumes shall be provided for all locations.”

Please clarify, is it the government’s intention for the contractor to provide only one resume for each key labor category in each performance location?

For example:

One electrician resume for each of the 6 locations for a total of 6 electrician resumes One plumber resume for the each of the 4 locations that have plumbers for a total of 4 plumber resumes.

Using this approach yields a total to 31 resumes for proposal submission.

Answer: Amendment 0002 revises Section L, 4.4.2.2.2. Yes, Key personnel labor category resumes shall be provided for all locations.

11. Amendment 1, SF-30, Block 11 indicates that the solicitation is extended. While the new date for proposal submissions is shown in NECO as June 13, 2019 (Quote to be Received By: Thu, Jun 13, 2019/Pacific Time/01:00 PM), no date for the extension is included in the amendment’s summary of changes or in Section L.

Would the government please confirm the new proposal due date and time?

Answer: The revised date is shown on Page 4, SECTION A of Amendment 0001. The closing date is June 13, 2019; 1:00 P.M. P.S.T.

Any requests for an extension to the closing date that is denied by the government, will be responded to via email.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

Instructions, Conditions and Notices to Offerors

1. General Instructions:

1.1. This solicitation is issued as an 8(a) set-aside. Only offers received from eligible 8(a) businesses will be considered for award.

1.2. The Government contemplates award of a single Cost Plus Fixed Fee (CPFF) contract from this solicitation. The resultant contract is for Berthing and Messing Barge Operational Level (O- Level) maintenance in accordance with the Performance Work Statement (PWS) provided herein.

Offers will be evaluated and an award decision will be made using the tradeoff process in accordance with FAR 15.101-1. The performance period is for one base year followed by four one-year option periods. All option years will be evaluated prior to award.

1.3. Questions regarding this procurement must be submitted via email to the following:

Kimberly.rieder@navy.mil and lucas.k.aiu@navy.mil. All questions submitted shall include the solicitation number in the subject line. All questions shall be submitted no later than 10 business days prior to solicitation closing date. Questions received after this date will not be guaranteed a response. All questions and answers will be posted in the form of an amendment to the solicitation for viewing by all other potential offerors. Other methods of question submittal will not be acknowledged.

1.4. Any exception to the Government’s technical requirements/specifications must be resolved prior to the solicitation closing date. Offerors that take exception to the Government’s technical requirements without prior resolution with the Contracting Officer will not be considered for award. Alternate proposals are not authorized and will be rejected.

1.5. The Government intends to award a contract without discussions as authorized by FAR 52.215-1.

Notwithstanding this intent, the Government reserves the right to establish a competitive range, conduct discussions with offerors in the competitive range, if necessary, and to permit such offerors to revise their proposals. The Government also reserves the right to change any of the terms and conditions in the RFP by an amendment at any time prior to contract award and to allow offerors to revise their offers accordingly, as authorized by FAR 52.215-1.

1.6. The Government reserves the right to reject all proposals received in response to a solicitation, if doing so is in the best interest of the Government.

The proposal must be written in a practical, clear, and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible.

Proposal volumes must be internally consistent or the proposal may be considered unrealistic, precluding further consideration for award.

1.8. The offer should be complete as submitted and not include references to data or information previously submitted. Data previously submitted to the Navy, if any, will not be incorporated “by reference” into the offer and will not be considered in the evaluation of the proposal.
